This research project is a comparative study of management of two university libraries (University of the Western Cape and Dhaka University) from two different countries (South Africa and Bangladesh). This research was to identify and document how the functions of management are applied in both libraries.

A sample of the two university libraries&rsquo users, librarians, and library staff were taken. The questionnaire, interview, observation and documentary sources of information were major methods of data collection. In order to provide a brief presentation on how the management functions were applied at other university libraries, a description of how some university libraries in the U.K, U.S.A, Eastern countries and Africa are given. The findings of the study revealed that the problem of inadequate financial support is true for both University libraries, and is the major cause amongst other weaknesses. Both libraries still use a large percentage of non-professional staff and the library service is in desperate need of personnel. However, the observed difference between DUL and UWCL in this comparative study was significant. Services offered in both libraries differ in some cases such as: Consortia, Inter library loans, OPAC, CD-search, e-journals and multimedia. These areas still need to be developed at DUL. UWC have the most of these facilities. Although it needs to improve on aspects such as e-journals, access to data-bases and open access on the Internet.

The Bloomsbury Handbook of The Internationalization of Higher Education in The Global South

Cognisant of the need for a harmonised, all-encompassing approach to internationalisation of higher education (IHE) as well as informing practice, this chapter describes how Zimbabwe embarked on an extensive exercise to create a harmonised framework for IHE as part of a broader exercise to transform and reconfigure higher education to drive innovation and spur sustainable development of the country. The chapter focuses mostly on the IHE policy development process/trajectory. Whilst studies of this nature tend to be largely descriptive (Crăciun, 2018), this chapter will also include empirical evidence from a country case study of Zimbabwe. This makes it possible to highlight and interrogate country-specific peculiarities and to lay ground for the establishment of common patterns and trends necessary for the comparative approach which forms the essence of this handbook of internationalization in the global South. Given the colonial history of Zimbabwe, the chapter will also dwell on how HEIs perceive and engage with issues of coloniality and how these issues were embedded into the IHE policy. This is critical in that as indicated above, whilst IHE policies may be based on good intentions, omitting issues such as colonialism and coloniality can reproduce inequalities. As Matić (2019) advises, consideration and incorporation of such issues into policy moderates the potential negative impact.

The discourse of the internationalisation of higher education continues to grow in influence. Whilst the bulk of the IHE literature has been Northern-focused and dominated, there was an African strand a decade or so ago that has sought to understand what the discourse means in African contexts, shaped profoundly as they have been by colonialism. This debate is ripe for revisiting given the very different context of the post-2015 period and a return to debates about the decolonisation of African higher education. Through an exploration of the case of Zimbabwe, we question of whether IHE discourses and practices can be placed at the service of development alternatives in spite of their Northern neoliberal roots and whether, therefore, there may be a new notion emerging of a development university that is grounded both in local and global contexts.

This chapter provides a snapshot of the higher education system and institutions in the Republic of Zimbabwe. The current (2018) 14 public and 10 private higher education institutions can potentially deliver academic programmes (depending on programme accreditation status) at any level (certificates to doctorates) within the Zimbabwe National Qualifications Framework. The intriguing case of Zimbabwe manifests a deep contrast between a complex, historically vibrant and internationalised higher education sector and one characterised by marginalisation, isolation and brain drain. Yet inadvertently, the political and economic challenges have given rise to opportunities for consolidation, harmonisation and transformation of the higher education system. First, the article sets the context and briefly looks at higher education before and after independence. It then explains the effects of the reforms that took place before considering the current system and institutions. Throughout the stages outlined, challenges, successes and innovations regarding the higher education system are contextualised within the prevailing socio-economic and political environment.

It is very obvious that globalization has been an era of influence on the development of developing countries considering the harsh consequences of International Monetary Fund (IMF) and World Bank sponsored structural adjustment programs. Developing countries (especially African countries) being members of the international community are not spared from globalization and therefore these countries are exposed to both the positive and negative impacts of globalization. Globalization in the cutting-edge times has brought about expanded reliance among nations and in spite of the fact that the way of globalization holds the guarantee of advancement for all, it has been contended by numerous researchers that the effect of globalization on education is numerous. It can be argued that despite the fact that globalization awards numerous possibilities (in particular an expansion in capital streams), it also exposes many developing countries to many new challenges. Thus, the objective of education is moving farther away from the social, cultural, and scholarly satisfaction of students, and closer toward the monetary satisfaction of countries. Toward this path, universities and colleges are furnishing students with information that is fitting for current financial patterns. This paper seeks to address the impact of globalization on education as a blessing or a curse.
