UGC approves use of National Eligibility Test (NET) scores for PhD admissions from 2024-25 session

The announcement came following the 578th ugc meeting held on march 13, where an expert committee's recommendations were considered. the net is conducted twice a year, in june and december, to award junior research fellowships (jrf) and select assistant professors for those holding master's degrees.

In a move aimed at streamlining the admission process for doctoral programs, the University Grants Commission (UGC) has announced that scores from the National Eligibility Test (NET) will be valid for PhD admissions starting from the 2024-25 academic session. This decision aligns with the National Education Policy (NEP) 2020 and addresses the challenges faced by candidates who currently have to write multiple entrance exams conducted by various universities for PhD admissions. PhD admission will be done based on UGC NET, and no separate exams will be required as per Mamidala Jagadesh Kumar, the UGC chairman.

The announcement came following the 578th UGC meeting held on March 13, where an expert committee's recommendations were considered. The NET is conducted twice a year, in June and December, to award Junior Research Fellowships ( JRF ) and select Assistant Professors for those holding master's degrees.

Jagadesh Kumar stated that the National Testing Agency (NTA) is planning to launch the application process for the June 2024 NET session next week. "From the academic session 2024-2025, all universities can use NET scores for admission to PhD programs in place of entrance tests conducted by different universities/HEIs," Kumar posted on X.

Under the new rules, candidates who qualify for the UGC NET will be eligible for three categories:

  • PhD admission with JRF and assistant professor posts
  • PhD admission without JRF and for assistant professor posts
  • Admission to PhD programs only

However, it's important to note that for creating a merit list for PhD admissions, 70 per cent weightage will be given to the UGC NET scores, while the remaining 30 per cent will be based on interviews.

The UGC NET June 2024 notification is expected to be released soon on the official website at ugcnet.nta.nic.in. It's worth noting that NET scores remain valid for one year.

This move by the UGC aims to provide a unified and streamlined process for PhD admissions across universities, reducing the burden on candidates who previously had to prepare for multiple entrance exams. By recognizing the national-level NET scores, the commission hopes to enhance the efficiency and accessibility of doctoral programs in the country.

UGC amends rules for PhD admissions

The ugc has declared that beginning with the academic year 2024-25, phd students will be given admission based on their national eligibility test (net) scores.

In a landmark decision made by the University Grants Commission (UGC), aspirants for PhD admission will not be required to take university entrance exams.

Students with the highest NET scores will be placed in Category 1. They will also be eligible for the Junior Research Fellowship (JRF), an assistant professorship, and PhD admission and fellowship. (REPRESENTATIVE PHOTO)

The UGC has declared that beginning with the academic year 2024-25, PhD students will be given admission based on their National Eligibility Test (NET) scores.

The UGC Council approved new guidelines for PhD admissions under the National Education Policy (NEP)-2020. According to these guidelines, NET qualifiers will be eligible for three categories. Students with the highest NET scores will be placed in Category 1.

They will also be eligible for the Junior Research Fellowship (JRF), an assistant professorship, and PhD admission and fellowship.

They would have to give an interview for PhD admission, which will be based on UGC regulations 2022.

Following that, students with the highest percentage will be placed in the second group. These students will be considered for assistant professorship and PhD admissions.

Students who pass the exam but with a lower percentage will be placed in category 3. The candidate’s rank will be included in the final result certificate.

“For PhD admission, the net percentage of candidates in categories 2 and 3 will be considered for 70% weightage, while the interview will be weighted at 30%. The NET score in both categories will be valid for one year only, and if they do not participate in the PhD programme within that time frame, they will be ineligible for it. According to the circular released by UGC on Thursday, the candidate would have to retake the NET examination.

As per the revised PhD eligibility criteria, candidates with a four-year undergraduate degree with a minimum 75% marks or its equivalent grade will be eligible for a PhD.

Such candidates can register after completing a one-year master’s programme after a four-year bachelor’s programme. Students who have completed a conventional three-year bachelor’s degree must complete a two-year master’s degree programme with at least 55% marks or its equivalent grade to be eligible.

Currently, several universities ask for MPhil dissertation for admission to PhD programmes, however, the National Education Policy (NEP 2020) does not endorse the degree. By scrapping MPhil, a preparatory degree for PhD programmes, in the new regulations UGC has aligned the admission requirements with the NEP 2020.

One of the primary changes is the scrapping of 2016 regulations that made publishing a research paper in a peer-reviewed publication a requirement for a PhD. A section of students has called the step one that could “hamper academic rigour” as well as impedes inclusivity in higher education. Despite the relaxation, the All India OBC Students Association (AIOBCSA) has urged the backward class PhD aspirants to work on producing quality research papers .

The UGC has asked higher educational institutes to initiate steps to implement new PhD regulation on Monday.

What are the changes in the PhD admission process?

The UGC has dropped the plan to reserve 60 percent of the total seats for applicants who have qualified the National Eligibility Test (UGC-NET) or Junior Research Fellowship (JRF). Universities and colleges will admit students through the NET or JRF entrance route as well as institute-level entrance exams.

The institute-level entrance test, however, must assign 70% weightage to the entrance test scores and 30% to the performance in the interview or viva-voce. “The entrance test syllabus shall consist of 50% of research methodology, and 50% shall be subject specific,” the new guidelines state.

In the entire duration of the PhD programme, female candidates will be eligible for a maternity leave or child care leave for up to 240 days.

Can MPhil students apply for PhD?

Even though MPhil has been scrapped in the new regulations, the UGC has made provisions for PhD admissions for those who already have an Mphil degree. Candidates who have completed M.Phil. programmes with at least 55% marks in aggregate or its equivalent grade in a foreign educational institute will be eligible for admission to PhD programme in India.

A relaxation of 5% marks has been provided to students who belong to historically marginalised Scheduled Caste, Scheduled Tribe and Other Backward Castes communities. The same relaxation has also been given to differently-abled, and Economically Weaker Section (EWS) students as well.

How will research supervisors be allocated in PhD?

Like before, eligible professors, associate professors and assistant professors can continue to guide up to eight, six, and four PhD candidates respectively at any given time.

In case of interdisciplinary or multidisciplinary research work, if required, UGC rules allow engaging a co-supervisor from outside the department, college or university.

Teachers with less than three years of service before superannuation will not be allowed to take new research scholars under their supervision. However, they can continue to supervise PhD scholars as co-supervisors before attaining the age of 70.

Earlier, teachers were allowed to take up MPhil students along with PhD scholars. After the new rules come into force, this will be discontinued. The new rules also allow supervisors to guide up to two international research scholars on a supernumerary basis “over and above the permitted number of PhD scholars”.

What are the new PhD academic requirements?

A PhD scholar will have to earn a minimum of 12 credits which should include a course in “research

and publication ethics”. As per the latest UGC regulations, a PhD candidate will have to appear before a research advisory committee to make a presentation and submit a brief report on the progress for evaluation every semester. In case the progress is unsatisfactory, the committee will “record the reasons” and suggest corrective measures.

All scholars will mandatorily have to undergo training in teaching, education, pedagogy or writing related to their chosen PhD subject. For this, four to six weeks will be assigned to earn credits.

To retain research integrity, the UGC regulations also direct institutions to use “ well-developed software” applications to detect plagiarism in research work. In 2018, the ministry of education had notified stringent measures to counter the long-standing issue of plagiarism in PhD thesis.

What are the part-time PhD UGC guidelines?

The eligibility conditions are the same for both full-time and part-time candidates. Like the former, the part-time candidates will also be assessed every semester.

In addition, the PhD candidates will also have to produce a no-objection certificate or NOC from their employer to be eligible. The NOC must specify that they will be given sufficient time for research work and they will be allowed to take time off to complete the course work.

Top 5 PhD rules of the game

It’s not all about thesis writing.

Six weeks into her PhD, Niamh Brennan quit . “I had an awful time,” says Brennan, now a professor of management at the University College Dublin in Ireland . “There was no mentoring, guidance or assistance.”

When Brennan returned to her studies more than a decade later, she figured things out on her own, discovering her love of research in the process. “I don’t want anyone else to experience what I did in the beginning.”

This led her to document what she had learnt, in “ 100 PhD rules of the game to successfully complete a doctoral dissertation ”, published in January in the Accounting, Auditing & Accountability Journal . A follow-up paper described 100 research rules of the game , previously covered by Nature Index.

The 100 PhD rules are organized into eight sections that cover common challenges experienced by students, including finding and maintaining a good relationship with a supervisor, choosing a topic, and writing a dissertation.

Brennan says following them is the hard part. “It’s easy to read the rules, but enacting them can be quite a challenge.”

Below is a selection of five of Brennan’s 100 rules for successfully navigating a PhD.

1. Rule #57: Start writing your dissertation on the very first day of your doctoral studies

Wait, what? It might sound extreme, but given that a dissertation is around 200-300 pages long, it’s important to start tackling it as early as possible.

It’s also helpful to see writing as a habit rather than one big chore, but it takes practice and discipline to make it a routine daily task. “It doesn’t happen naturally, you have to train yourself to do it,” says Brennan.

Writing (almost) every day (rule #69) from the start also allows you to clarify ideas and give your supervisor written - as well as verbal - reports of progress (rule #41).

It’s also a sure-fire way to improve your skills. “How do you learn to write? You just keep writing,” says Brennan.

2. Rule #22: Pick a research-active supervisor

If publishing your research in top international journals is your goal, teaming up with a well-published supervisor will increase your chances of getting there.

Brennan says research-active supervisors with publishing experience are more likely to pass this knowledge onto their students.

“If a student works with a supervisor who is not publishing in good journals, this can hinder their own ability to get their own work published,” she notes.

3. Rule #5: Be determined, dogged and persistent

While it might be easy to assume that innate intelligence is the key to success for PhD students, Brennan says that cultivating grit “is more important than IQ,” when the going gets tough.

Completing a PhD is a lot like riding a rollercoaster, she adds. There are intense high and lows, but they are a normal part of the experience.

When experiments fail, papers are rejected and funding seems out of reach, determination and persistence are the qualities that will carry you through to the end.

“Visualize yourself as a dog with a bone,” says Brennan. “Do not let go until you get what you’re trying to get done.”

4. Rule #39: Avoid the flounder factor

It’s important to settle on a topic that you are likely to teach (rule #35) and that makes a substantial contribution to the existing literature (rule #32).

But be careful not to spend too much time ploughing through journal articles and gathering ideas. Brennan says the quicker your choices are narrowed down, the better.

One way to do this is to start wide and work your way into a niche. First, decide on the category of the discipline you want to do your research in. From here, pinpoint the sub-categories and decide which one to pursue. Rinse and repeat until you uncover your niche.

5. Rule #1 and rule #100: Enjoy your doctoral studies

Brennan’s 100 research rules of the game begin and end with the simplest of them all: enjoy your doctoral studies. It’s also the most important, she says, but it’s easy forget in the midst of deadlines and conference presentations.

While this enjoyment often sits between pleasure and pain, students who relish the challenges and hardships of doing a PhD are more likely to become successful researchers after completing their studies.

“It’s a very important rule, as it’s very hard to be good at something you don’t enjoy,” says Brennan.

PhD: UGC revises eligibility, admission & evaluation norms

 alt=

A draft notification has been issued, revising the regulations for awarding Doctor of Philosophy, i.e., PhD, by institutions under the University Grants Commission (UGC). These would come into effect from the date of publication in the Union Gazette. This would modify the May 5, 2016, Regulation and its subsequent two amendments.

The proposals on the criteria for admission, eligibility, programme duration and evaluation are the following:

A) Proposed admission norms Admission should be given via the National Eligibility Test (NET) of the UGC or similar recognised test.

UGC simplifies hurdles in PhD admission, introduces new criteria

UGC simplifies hurdles in PhD admission, introduces new criteria

PhD in Astronomy, Astrophysics, Physics: Apply for INAT-2024 by November 15

PhD in Astronomy, Astrophysics, Physics: Apply for INAT-2024 by November 15

Each year, the universities and colleges can determine the number of seats while taking into account the number of available research supervisors, basic facilities and the student-teacher ratio.

Relevant information such as the number of seats, subject-wise list, admission criteria and procedures should be published on the website in advance. If there is an entrance test, details of that should also be included. Details should also be published in two newspapers, including one in regional language.

The central/state reservation policy should be adhered to.

Sixty per cent seats to be filled from NET/JRF, while 40 per cent seats from the university/common entrance and the interview conducted by the institution. In case of vacant slots in one category, these can be filled from the other category.

Only those candidates with 50 per cent marks in the entrance exam should be considered. For SC/ST, OBC and differently-abled, 45 per cent.

Candidates in the NET/JRF categories should be ranked on the basis of their interview, and the others on their performance in the written test (70) and interview (30).

If retired professors get appointed as an emeritus professor at the same university, they can continue as supervisors till the age of 70.

B) Proposed eligibility norms One-year/two-semester Master’s degree with 55 per cent marks in aggregate or equivalent grade, after a four-year under-graduate degree. Two-year/ four-semester Master’s degree with 55 per cent marks or equivalent grade Four-year/ eight-semester 'bachelor’s degree with research' with a grade point average of at least 7.5/10.

Applicants should have completed MPhil course work, with 55 per cent marks in aggregate or equivalent grade. Candidates pursuing MPhil but have not completed viva voce and final defence can be given admission to PhD on a provisional basis.

Candidates in the SC/ST, OBC and differently abled categories and the economically-weaker section need only 50 per cent marks. The minimum marks/grade should be considered without including the grace mark.

C) Norms on programme duration The programme duration should be 2 to 6 years, excluding course work. If the duration is extended as per the special rule of a particular institution, it should not be more than 2 years.

For women and the differently abled, the duration can be extended up to 2 years. Women can also avail maternity/ childcare leave for 240 days. Women who have to relocate due to marriage or any other reason can be allowed to transfer the research study to a new centre, subject to conditions.

There is also a provision to take leave for a few weeks to take part in a student-exchange programme in the country or abroad that would help in preparing the thesis.

D) Evaluation method An anti-plagiarism software report also needs to be submitted along with the draft dissertation or thesis on the satisfactory completion of the course work. It is recommended to present the research work in the journal or present it in the conference, with the permission of the institution. But not mandatory.

No university or college should conduct the PhD programme in the distance education mode or online mode. Those in service should also follow the above-mentioned provisions while pursuing PhD.

Even though there is no MPhil programme from 2022-23 academic year onwards, the already earned MPhil degree would remain valid. On the satisfactory completion of the programme, the PhD provisional certificate should be given to the research student.

New Delhi: The University Grants Commission (UGC) has revised the rules for admission to PhD programmes by including an entrance test for admission, apart from qualification through the existing National Eligibility Test (NET), ThePrint has learnt. The idea is to “reorient” PhD programmes across the country, officials said.

NET/JRF (Junior Research Fellowship), conducted by the National Testing Agency (NTA), is the exam that tests a student’s eligibility to enrol for a PhD in Indian universities. But now, 60 per cent of the total seats of the academic year for a PhD programme shall be filled by NET/JRF qualified students. The remaining 40 per cent shall be filled through the university/common entrance test.

The draft of the revised regulations — ‘UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022’ — was approved in a commission meeting held on 10 March, UGC chairman M. Jagadesh Kumar confirmed to ThePrint. The document has been accessed by ThePrint.

The rules will soon be put on the official UGC website and made public. Based on the public feedback, the commission will finalise the regulations and send it to the Union Ministry of Education for approval.

For those who have qualified through NET/JRF, the selection will be based on interview/viva-voce.

For candidates who have passed the entrance test, the selection shall be evaluated in the ratio 70 (written test) to 30 (interview).

“Merit list for both shall be separately published. In case of unfilled seats in either of the categories, candidates from other categories can be requisitioned to fill up the vacant slots,” reads the policy document.

Syllabus, qualifying marks, selection of research area

The syllabus of the entrance test shall consist of questions that test research/analytical/ comprehension/quantitative aptitude of a candidate, the document reads. It will be conducted by individual universities and colleges that have been permitted to do so.

The university concerned shall devise its own admission procedure, along with eligibility conditions, to ensure that most of the seats under these categories are filled.

“Qualifying marks in the entrance test will be 50 per cent, provided that a relaxation of 5 per cent of marks (from 50 per cent to 45 per cent) shall be allowed for candidates belonging to SC/ST/OBC (Non-creamy layers)/Differently-abled category in the entrance examination conducted by the universities,” the document states.

“An interview/viva-voce has to be organised by the university/college concerned wherein the candidates are required to discuss their research interest/area through a presentation before a duly constituted departmental research committee,” it adds.

The interview/viva-voce shall also consider whether the candidate possesses the competence for the proposed research, if the research work can be suitably undertaken at the institution/college and whether the research topic is relevant.

The document also says that “selection of the area of research will get a special focus”.

“Research on socially relevant/locally need-based/ nationally important/globally significant/create value to the society or in cutting edge areas or contribute to new/additional knowledge in the areas of emerging concerns worldwide will be encouraged,” the policy document adds.

Obligations of supervisors

The revised policy document also has new sections on a supervisor’s obligations. The rules include that the supervisor should guide PhD candidates on whether the PhD project is feasible within the allotted time, explore the possibility that the project could lead to new results on a sufficiently high level to form the basis for a PhD thesis at an international level, and if there is enough time for the PhD student to have a realistic opportunity of submitting the PhD thesis on time.

“A good PhD programme requires that from the start of the PhD education there is a good working relationship between the student and the supervisor, in which the PhD student and the supervisor can reach an agreement on the demands and expectations placed on each other,” the document states.

It adds that the supervisor is also responsible for being in regular contact with the PhD student, serving as a sounding board for the research project, advising the student about relevant courses and conferences and assisting the student in establishing contacts with relevant national and international centers of research.

New Rules For Doing PhD in India (2023)

Jan 2, 2023

Dr Tushar Chauhan

UGC has proposed new rules and regulations in 2022 for doing PhD in India. Here are critical changes for students willing to do PhD in 2023.

A Master’s degree or 4 years of bachelor’s is required to apply for any PhD in India. However, the 4 years bachelor’s will only be used for tech and engineering students, for now.

Qualification

Now the M.Phil degree is optional for getting admission into the PhD.

For 4 years of bachelor’s and 3 + 2 years master’s degree, 75% and 55% marks, respectively are mandatory for the application.

Minimum Marks

University Grant Commissions or any private university conducts an entrance examination for PhD admission.

Primary requirement

In India, one-year coursework is mandatory for doing original research for PhD. Students have to complete their coursework before starting research.

Course work

The ideal duration for doing a PhD in India is 3 years. Students may ask for more time if required.

The previous important requirement for PhD award– research paper publication is now not compulsory for getting the doctorate honor.

New UGC rules will ensure more of our brightest students can get into PhD programmes at an early age

Mamidala jagadesh kumar writes: students need to be encouraged to get into research and innovation after their ug degree when their creativity levels are on an ascending trajectory if india has to become a world leader in research and innovation..

phd new rules

Samir V Kamat, DRDO chairman, obtained his BTech (Hons) in 1985 from IIT Kharagpur and, in the next three years, completed his PhD from the Ohio State University in 1988. Amit Kumar at IIT Delhi did his BTech from IIT Kanpur in 1997 and obtained his PhD in 2002 from Cornell University. He is a Bhatnagar Award winner. Shubham Sahay at IIT Kanpur obtained his BTech from IIT (BHU) in 2014 and a PhD from IIT Delhi in 2018. At IIT Kanpur, students have routinely rated his teaching as outstanding.

I can cite any number of cases from our higher education institutes (HEIs) of outstanding teachers and researchers minus a PG degree. Globally too, we have many such examples.

phd new rules

Robert Burns Woodward entered MIT in 1933 for his UG programme but was excluded from MIT at the end of the fall term in1934 due to a lack of attention to formal studies. Later he was allowed to re-enroll in the fall term of 1935. Woodward obtained the UG degree in 1936 and a PhD degree in 1937. He was awarded the 1965 Nobel Prize in chemistry.

Sayeef Salahuddin at the University of California Berkeley, who discovered the Negative Capacitance Transistors, received his BSc from Bangladesh University of Engineering and Technology in 2003 and a direct PhD from Purdue University in 2007.

It is not true that PhDs who have bypassed the PG degree will have inadequate knowledge of the core discipline, which will lead to degrading teaching or research standards. We may tend to dismiss the above examples as coming from only top institutes such as IITs, Purdue, and MIT.

Festive offer

Let us not underestimate the talent that is present in the university ecosystem of India. Since our admission processes are by elimination rather than selection due to intense competition, a huge pool of highly talented students who could not get into top HEIs is part of the university system. Once we provide the opportunity to the passionate students among these to move into a PhD programme after their UG degree, they will have the chance to blossom into outstanding teachers or researchers.

By keeping our University educational system too rigid, we are only keeping many talented students from reaching the pinnacle of their real potential. That is why the University Grants Commission (UGC) has announced the new four-year UG programme and flexible PhD regulations permitting these students with four-year UG degrees to join PhD programmes.

There is an erroneous belief that UGC has done this to produce more PhDs.

Getting into a PhD programme is also a long commitment requiring determination and hard work. The option of doing a PhD is only for those with the potential, passion, and focus for high attainment in a specific discipline. The goal of UGC in permitting students after a UG degree into PhD programmes is not numbers but quality.

As per NEP 2020, the four-year undergraduate programme offers an honours degree, with the last year dedicated to research or an honours degree with a primary focus on coursework. The new regulations will permit students from both categories to join PhD degree programmes. But how can students who have not chosen the research path in the fourth year be admitted to a PhD programme? After a four-year course-based UG programme, the student may work on an industry or university research project and gain research experience. Such students, too, should get an opportunity to join a PhD programme without being forced to do a PG degree. Or they can be trained in research methods during the beginning of their PhD programme.

In the UGC’s new PhD regulations, anyone who has completed a four-year bachelor’s degree programme in any discipline with a minimum of 75 per cent marks in aggregate or its equivalent grade is eligible for a PhD programme. UGC prescribes only the minimum qualifications for admission to a PhD programme. Universities can raise the bar to ensure that only the deserving are admitted to PhD programmes.

The four-year bachelor’s degree programme introduced in our university system is designed to equip the students with complex problem-solving, critical thinking, creative thinking, and communication skills. This training will accompany rigorous specialisation in a chosen disciplinary or interdisciplinary major and minor subject area.

A research study on the Nobel Prizes in chemistry, physiology, or medicine between 1901 and 2003 indicates that the majority of the winners who discovered their prize-winning results were aged between 31 and 40. Our creativity declines with ageing in most of us. India has almost 250 million students between 15 and 25 years old. The best among these need to be encouraged to get into research and innovation at an early age after their UG degree when their creativity levels are on an ascending trajectory if India has to become a world leader in research and innovation.

DU approves new rules for PhD courses; scholars need to publish at least 2 research papers

The university will also admit students into the phd programmes through the common university entrance test (cuet-phd) conducted by the national testing agency (nta) from 2023-24 academic year..

Delhi University, du admission

The university will also admit students into the PhD programmes through the Common University Entrance Test (CUET-PhD) conducted by the National Testing Agency (NTA) from 2023-24 academic year. However, the teaching and non-teaching category serving in the university are exempted from the entrance examination. Such candidates can directly appear for the interview.

"We have introduced several amendments in the rules in the minimum standards and procedures for awarding a PhD degree. We have also introduced changes in the procedure of admission. Now all the admission into PhD will be done through CUET PhD," Prakash Singh, director of South Campus, Delhi University told PTI .

Among the amendments, there is a provision that a PhD scholars should publish at least two research papers in UGC Care listed journals before the submission of the thesis and produce evidence in the form of a letter or a reprint.

We have asked departments to prepare a list of renowned and credible journals. The university will consider the publication of papers in these journals only," Singh said. There has been an increase in publications of not-so-known journals, he added.

"Moreover, earlier it was a rule to publish at least two papers but it was discontinued. Now it is being reintroduced again," he added. Last academic year, the DU awarded 910 PhD degrees. Previous rules reviewed by PTI say that a PhD research scholar shall publish at least "one research paper in a refereed journal before submission of the thesis and produce evidence for the same in the form of an acceptance letter or a reprint."

Singh said that now relaxation, previously offered to teaching staff, is now being offered to non-teaching staff to facilitate them in obtaining a PhD. "Along with teaching, non-teaching staff will now be permitted to attend classes and write examinations without affecting the assigned duties during office hours," he said.

Moreover, the PhD thesis submitted by a scholar will now be evaluated by his research supervisor and at least three external examiners who are experts in the field and not in employment at the university, according to another amendment approved in the Executive Council meeting. Such examiners should be academics with a good record of scholarly publications in the field, the new rules said.

"Wherever possible, one of the external examiners should be chosen from outside India. The viva-voce board shall consist of the research supervisor and at least one of the three external examiners and may be conducted online. The viva-voce shall be open to the members of the Research Advisory Committee/faculty members/research scholars and students," the new rules said. Earlier, PhD thesis submitted by a research scholar was just evaluated by three external examiners.
