At college of communication & information, comm doctoral student awarded international dissertation semester research fellowship.

Florida State University School of Communication doctoral student Mehnaz Gul has received an International Dissertation Semester Research Fellowship (IDSR) from the university’s Graduate School, which is awarded to select students to facilitate research and timely completion of the doctoral degree that requires extended research time abroad.

In the Fall 2014, Gul will receive a $7,000 stipend for the semester and a three-hour tuition waiver for each semester.

Gul’s study aims to contribute to the public diplomacy literature by analyzing the manifestation of public diplomacy and exploring its shortcomings that may end up portraying it as propaganda efforts. She will be traveling to her native land of Pakistan to study the Voice of America Pasto language service (Deewa) for tribal areas of Afghanistan and Pakistan.

“Mehnaz’s research on the role of Voice of America radio broadcasts as U.S. public diplomacy in the tribal areas of Afghanistan and Pakistan is incredibly timely and globally important,” Art Raney , professor and Director of Doctoral Studies at the School of Communication, said. “The IDSR fellowship is an excellent investment on the part of our Graduate School in one of our brightest students.”

Deewa was started in 2006 to contain Taliban’s propaganda against the United States and allied forces in Afghanistan. The mission of this service is to counter Taliban’s propaganda and to promote U.S. interests by inculcating trust through dialogue.

The case provides an ideal setting to understand the public diplomacy efforts through mass media in an environment that is filled with suspicion over the role of the U.S. in that region as Taliban exploits the drone attacks that sometimes result in civilian casualties.

Gul will be based in Peshawar, a border town in Pakistan, as tribal agencies and various cities of Afghanistan are accessible from there.  She will be doing focus groups and interviews with the local people for the study.

“I believe that if the instruments of public diplomacy are used properly, it can help the government communicate with the people and it can also be used for conflict resolution and in the development of those people who do not have good living conditions,” Gul said.

Fsu history doctoral student receives fulbright fellowship to conduct research in japan.

Dena Reddick

Lu profile

A doctoral candidate in Florida State University’s Department of History has been awarded a highly competitive fellowship to conduct research in Japan this spring.

Emily Lu will use the Fulbright-Hays Doctoral Dissertation Research Abroad Program fellowship to support her dissertation research on the intersection of the arts and politics in imperial Japan during the wartime periods leading up to 1945.

“I’m ecstatic to receive this award and to return to Japan,” said Lu, who previously lived in Japan for over two years as an English teacher. “I’ve refined my research and gained a lot of insight about myself throughout this entire process.”

The Fulbright-Hays fellowship is funded by congressional appropriation to the U.S. Department of Education and is part of the Fulbright Program, which supports grants to study, teach and conduct research for U.S. citizens to go abroad and for non-U.S. citizens to come to the United States. The fellowship supports research and training efforts overseas focusing on non-Western languages and area studies.

Since the fellowship program’s inception in 1964, there have been 6,331 fellowships awarded. Lu’s award is just the fifth time an FSU student has received the Fulbright-Hays DDRA fellowship since 2006.

Using this fellowship’s funding, Lu will travel to multiple cities in Japan to conduct research in archives and museums for her dissertation, tentatively titled “Towards an East Asian Utopia: Ambition and Illusion in Japanese Military Music, 1868-1945.” Lu’s work focuses on imperial Japan’s peripheral regions, primarily Manchuria (northeast China). She plans to use archival sources and the music itself to examine how military music was produced, disseminated and consumed to draw conclusions about art becoming political propaganda during this period.

Music can serve as a valuable primary source for historical scholarship, one that is not utilized as often as it could be, Lu said.

“Wartime military music, which is called ‘gunka’ in Japanese, is a largely neglected topic in both Anglophone and Japanese scholarship, so I feel the need to include this important topic,” she said. “That’s where I see the significance of my work.”

She plans to access the Rekion collection, a compendium of historical sound and music recordings at the National Diet Library in Tokyo. She will also visit various archives in Nagoya and plans to interject an oral history component into her study by interviewing individuals and their families about their wartime memories.

Lu earned a Bachelor of Fine Arts in dramatic writing from New York University Tisch School of the Arts and a Master of Arts in history from East Tennessee State University before coming to FSU for her doctoral studies. Her research approach blends her training in history, music and the arts.

Professor of East Asian History Annika A. Culver, who serves as Lu’s major professor, said Lu’s background as a playwright and writer of documentaries brings a unique perspective to her understanding of the past.

“Emily has constantly sought out opportunities to expand her knowledge of the field and enjoys working on projects that are interdisciplinary and use non-traditional sources for historians,” Culver said. “She is truly tenacious in following her dreams, whether it’s producing plays and documentaries or engaging in a challenging project that requires advanced proficiency in Japanese, Chinese and Korean languages.”

Lu said she is grateful to her doctoral committee and for the help she’s received at FSU for her dissertation and obtaining this fellowship. In addition to Culver, additional members of her dissertation committee, including Assistant Professor Matthew Mewhinney from the Department of Modern Languages and Linguistics, Assistant Professor Panayotis League from the FSU College of Music, and Assistant Director Keith McCall of the FSU Office of Graduate Fellowship and Awards, played a pivotal part in helping her obtain this award.

“Each of them has provided very crucial and sometimes life-changing advice on how to position myself as a scholar,” Lu said. “I’m very grateful for their guidance as well as the support of my friends and family.”

After graduation, Lu plans to continue as an educator and researcher while maintaining her involvement in the arts.

Next up, Natasza will be monitoring Whimbrel stopover ecology with the University of South Carolina, then continue to Ecuador to serve as temporary reserve manager for Reserva Las Tanagras in Mindo. We're not jealous. (JK, very jealous)

Spring 2020

Also: We're alive!  It was a rough spring, including a catastrophic bus fire on the way to our field site in Panama, and fieldwork cut short by the pandemic. We're grateful for all the support we received as we recovered from losing half our research equipment. Thanks in particular to our amazing colleagues Mike Braun and Corey Tarwater for immediate assistance! We would have been back on our shaky feet with only minor delays if it weren't for that virus. Thanks too for members of the local community who helped us leave Panama before borders closed. We're grateful that our research team is safely back home, and that our friends and neighbors in Panama are safe as well. If you need us, we will be working on analyses and manuscripts from home between bouts of obsessively refreshing the news.

Nest-site selection influences the survival of care-giving parents and their offspring, but search costs and site availability may limit site choices. We investigated causes and consequences of nest site fidelity and found that females were more likely to reuse nest-sites if the prior nest was successful, but doing so did not improve offspring success or female survival. Females that reused nest-sites nested earlier, which did carry some advantages. Read more in Ornithology .

Responsive Grants

Responsive Grants provide opportunities to build knowledge and increase understanding of East and Southeast Asia through scholarship and exchange, with an emphasis on strengthening capacity in the United States. They typically support research and training, the creation of scholarly and public resources, and intellectual and cultural exchange between Americans and Asians.

The Responsive Grants category is deliberately broad, allowing the Asia Program to respond to new ideas and keep abreast of trends, needs and priorities relevant to Asia-focused work in our three grantmaking areas (academic work, foreign policy, public education). Most awards are made to colleges, universities, think tanks, museums and other non-profit organizations based in the United States.

Our interests include:

  • Asia-focused teaching and research initiatives, typically for multi-year projects whose benefits extend beyond a single institution to advance the broader field of Asian studies. The majority of our funded work is in the humanities and qualitative social sciences, including projects that seek to reexamine the conventional area studies model and explore new approaches to training and research.
  • Development and dissemination of library, archival, research and pedagogical resources, including digital resources.
  • Policy dialogues and other projects with policy relevance.
  • Efforts to educate and inform non-specialist audiences about Asia, through museum exhibitions, journalism and media offerings, and cultural programming.
  • Next generation training and leadership development.
  • Collaboration, exchange, and border-crossing initiatives, including across geographic, disciplinary, institutional and/or sectoral divides. This may include work that spans the divides of our own grantmaking areas, such as projects that bridge the gap between academic and policy work, or between scholarship and broader public education.

Restrictions for Responsive Grants

The geographic scope of our grantmaking is principally East and Southeast Asia. The Foundation's guidelines and resources do not allow inclusion of South or Central Asia as a primary focus of activity, although work on inter-Asia connections may be considered. While travel, publications, conferences and/or translation may be included as components of a larger project, we do not support stand-alone travel, publication, translation or individual research projects, and only limited funding is available for stand-alone conferences, or film or television productions. Given the volume of inquiries we receive and because Asian studies is now well-integrated into American higher education, except through Special Initiatives (see below) we are not able, as a rule, to assist individual institutions with the development of their Asian studies programs.

Concept notes can be submitted at any time through our online portal. Should you have questions in advance of completing the concept note, you may e-mail them to [email protected] .

Please read all of the information in the General Foundation Guidelines before applying through our online portal.

Special Initiatives

The Asia Program runs periodic multi-year grants competitions on specific issues, themes or fields relevant to the study of Asia.

The most recent initiative, the Luce Initiative on Southeast Asia (LuceSEA), sought to strengthen the study of Southeast Asia in institutions of higher learning by providing resources for the creation of models, strategies and partnerships that not only bolster existing program structures but also take them in new directions, contributing in the process to both institution and field building. The competition concluded in June 2023.  Read more about LuceSEA.

The previous initiative, the Luce Initiative on Asian Studies and the Environment (LIASE), a competition for invited liberal arts colleges and liberal arts college consortia in the United States, was designed to encourage innovative approaches to Asian studies teaching and research at the undergraduate level through the lens of the environment and sustainable development. Approved by the Foundation’s Directors in November 2010, LIASE concluded grantmaking in 2017 and is no longer accepting proposals. Read more about LIASE .

Other special initiatives have included the Luce Initiative on East and Southeast Asian Archaeology and Early History (2005-2010), which supported the creation of ten new faculty positions, collaborative research and individual fellowships; the Luce Fund for Asian Studies(1999-2002), which provided seed funding for 38 new faculty positions at American liberal arts colleges; the United States-China Cooperative Research Program (1988-98); and the Luce Fund for Southeast Asian Studies (1987-94).

Support for Individuals

The L uce/ACLS Program in China Studies seeks to maintain the vitality of the field of China studies in the US by awarding fellowships and grants designed primarily for scholars early in their careers. More than 100 scholars—pre- and post-dissertation—have received support thus far.

The Luce/ACLS Program currently offers  Early Career Fellowships  (formerly “postdoctoral fellowships”) for pre-tenure scholars who are preparing their PhD dissertation for publication, or who are embarking on new research projects.

Applications in all disciplines of the humanities and humanities-related social sciences are welcome. The program supports the study of Chinese culture and society in all periods. Research in Hong Kong, Tibet and Taiwan is eligible.
