Doctoral Program

Intensive, selective and challenging, our doctoral program is ideal for scholars intent on deepening and broadening their critical understanding of the law, as well as their original engagement with it.

Our Doctor of Civil Law (DCL) program serves as a starting point for those planning to pursue careers in academia, think-tanks, government and international organizations, among others. Our students build the teaching supervision, leadership and knowledge that they need to take on any challenge. Whatever their ambitions, our students have great success in achieving them. The DCL program allows for the development of a substantial thesis, which makes an original contribution to legal scholarship.

McGill's Faculty of Law currently hosts approximately 70 doctoral students, who come from all around the world. Each year, we admit roughly 15 new students to this vibrant community.

Our doctoral programs

The Faculty of Law offers three options for students in its doctoral program:

  • Doctor of Civil Law - Law
  • Doctor of Civil Law - Comparative Law
  • Doctor of Civil Law - Air and Space Law

Research affiliations

If their area of research is suitable, DCL candidates may wish to be associated with:

  • the Centre for Human Rights and Legal Pluralism
  • the Paul-André Crépeau Centre for Private and Comparative Law
  • the Centre for Intellectual Property Policy
  • or one of the Research Chairs at the Faculty of Law.

Doctoral students at McGill’s Faculty of Law are invited to participate in Faculty Seminars and other workshops as a way to underscore their membership in a community of academic scholars.

B.C. law change will let City of Vancouver enact SRO vacancy control

Housing advocate says rules could help prevent homelessness, as city lost court appeal over 2021 bylaws.

phd law vancouver

The province has introduced law amendments that will allow the City of Vancouver to enact vacancy control on single-room occupancy (SRO) units in the Downtown Eastside.

Vacancy control refers to a policy where rent increases are tied to a unit, and not a tenancy, a move that many housing advocates have pushed for  amid a housing affordability crisis.

In December 2021, Vancouver passed bylaws  that enacted vacancy control for SRO units in the Downtown Eastside, with the units often geared toward low-income people who could not afford housing elsewhere.

However, those bylaws were struck down  in 2022 after a lawsuit from two private SRO owners, with the courts ruling that the city's bylaws constituted an overreach of its authority, given that property owners were already regulated by the provincial Residential Tenancy Act.

  • Vancouver to appeal ruling that struck down bylaws limiting rent increases for single-room housing
  • B.C. Supreme Court quashes Vancouver bylaws limiting rent increase between single occupancy housing tenancies

Now, the province has stepped in to introduce amendments to its Municipalities Enabling and Validating Act, after a request from the city, which would allow Vancouver to go ahead with its bylaws.

"We want to ensure Vancouver remains a place where everyone can find a sense of belonging, regardless of their income," said Mayor Ken Sim in a statement. "This bylaw is an important step in addressing the urgent need for low-income housing and protecting vulnerable Vancouver residents."

An East Asian man is pictured against a blue wall, with a silhouette of a building with a flag etched into the wall.

According to Sim, SRO rents have increased by 21 per cent in recent years, and more than 500 tenants have been displaced from private SROs.

"Last year alone, over 900 rooms were rented at a substantially higher cost per month, placing them out of reach for many low-income residents," he said.

The province says there are more than 6,500 SRO spaces in Vancouver, and 48 per cent of SRO buildings are privately owned. The rest are owned by the city, province or non-profits.

A South Asian man looks to the side, while in front of B.C. flags.

"As we work to replace SROs over the long term, we cannot risk losing the current affordable housing stock they provide," Housing Minister Ravi Kahlon said in a statement.

"We are protecting vulnerable people who are being exploited by some bad actors, who are using pressure tactics on tenants to leave their rental units so they can hike the rent, leaving them with nowhere else to live."

The province says some SRO rents are increasing to around $800 or $1,000 per month — going as high as $1,950 per month. The listed rents are well above the maximum of $500  in shelter allowance given to those on income assistance.

Former councillor praises amendments

Former city councillor Jean Swanson was the driving force behind the vacancy control bylaws in 2021, and praised the province's move on Monday.

"The landlords took it to court and won ... on the grounds that it's provincial, not municipal jurisdiction," she told CBC News. "So, now with the province introducing this act, they're saying the province wants it ... it's good."

The city appealed the B.C. Supreme Court decision that quashed its 2021 bylaws, but the appeal was dismissed by the courts  earlier this year .

A white woman with white hair smiles in a close-up shot.

Swanson says the bylaws will help prevent SRO landlords from evicting tenants simply to raise rent, and it may help prevent a lot of homelessness.

"It only affects SRO residents. If I had my druthers, it would apply to all renters, but [it's a] first step," she said.

Father-Son Classmates Graduate From Texas A&M School Of Law

Headshots of David and Shannon Lawson against a maroon background

David Lawson and his son Shannon naturally share many of the same qualities, like a witty sense of humor, natural curiosity and an ability to not take themselves too seriously. They recently added to the list of things they share in common – graduates of Texas A&M University’s School of Law.

The Lawsons, who earned their degrees this May, say it all began with a text message.

Shannon, 49,  was scrolling on his phone while waiting for a flight one day in 2022 when he came across an ad for the law school’s Master of Legal Studies (MLS) program with an emphasis in Cybersecurity Law and Policy . Shannon, who serves as chief information security officer for the City of Phoenix, was intrigued by the idea. Designed for non-lawyer professionals who don’t intend to practice law, the degree would give him legal expertise that would build on his background in cybersecurity.

Shannon had done cybersecurity work for the U.S. Navy, the state of Alaska and regional areas in Southern California. He and David had a combined 70 years of experience in the cybersecurity and information technology fields, and both father and son shared dreams of one day attending law school. So, Shannon texted his father.

“I always wanted to go to law school, but nothing ever aligned for me to do it,” Shannon said. “This program allowed me to tie (my degree) to cyber in a field that is high demand, low density.”

David, 75, was also attracted to the idea. He had been retired for nine years after a 45-year career in information technology. As chief information officer for West Jersey Health System and vice president of professional service at AllScript, he oversaw some of the nation’s most cutting-edge information and security systems. In retirement, David found himself dissatisfied with the slow pace of living, and still had an interest in expanding his skillset.

The father-son pair both decided to enroll in the MLS program, becoming online classmates in January 2023. Shannon did his studies from his home in Phoenix, and David from the Sarasota, Florida area.

Despite the distance, the Lawsons often shared notes and compared grades. And in the spirit of friendly competition, they pushed each other to see who could complete assignments first.

“We thought we had a clear idea of what would happen while going through this program. What ended up happening was that my dad would always be ahead of me in every class, which was understandable,” Shannon said. “I was working full-time, and I have a 10-year-old. So, my plate was full.”

For his part, David appreciated the accountability he received from Shannon. It also helped him adjust to the demands of going back to school.

“This program helped open a side of me that I always knew was there,” David said. “You’ve got to think and write, think some more, and then write some more. When you get older, people talk about the importance of exercising your mind. If you want to activate your brain, try going to law school.”

Throughout the program, the Lawsons learned new, innovative approaches to their craft. They also developed a fondness for their legal courses, particularly contract law, legal writing and alternative dispute resolution.

“The law classes were my favorite,” David said. “In my 40-plus years in the IT area, I was familiar with contracts, arbitration, negotiations and things like that. However, having taken these law classes, I am now able to better communicate with others in the room. When the attorneys talk, I now know how to talk and use the language that they understand. Just being able to speak their language is incredibly important.”

Shannon said he was also able to directly apply his new skills to his career.

“The law classes really made me more curious,” he said. “There was immediate applicability to the job that I’m in now because I work with procurement, the legal team and human resources for personnel investigations. It gave me the ability to use specific legal language to better participate in those conversations at work — which was awesome.”

For Shannon, this is his third master’s degree.

“I think it’s extra special that my dad and I were able to do it together,” he said. “I think it’s great because this opportunity doesn’t really present itself very often, and everything lined up perfectly at the right time.”

As the Lawson reflect up on their accomplishment and plan their next joint adventure, Shannon said their next venture will likely be “much tamer,” per his mother’s request.

“My mom told me to stop giving my dad ideas,” he joked.

Entertainment | update: eastbound lanes reopen on bay bridge as crews put out grass fire, entertainment, entertainment | ‘little melania’: new high school graduate barron trump is still protected by mom: report, melania trump has reportedly locked herself in a ‘tight bubble’ in mar-a-lago, with her priority being to shelter barron from his father’s controversies.

Melania Trump sat front and center in the bleachers at Barron’s high school, the exclusive Oxbridge Academy in Palm Beach, Florida, reports said. She was joined by her Slovenian father, Victor Knavs, and her husband, former President Trump, who took a day off from being prosecuted in Manhattan on charges related to his hush-money payments to porn star Stormy Daniels.

When the name “Barron William Trump” was announced, the  6-foot, 7-inch Trump scion, wearing a cap and gown, stepped up on stage, briefly waved to his parents in the crowd and accepted his diploma.

Barron’s plans after high school have not been revealed, including if and where he’ll be going to college. But one thing the 18-year-old won’t be doing is serving as an at-large delegate to the Republican National Convention. After the Florida Republican Party announced that he would be a delegate, Melania Trump  “put her foot down” and announced that her son wouldn’t participate in nominating his father to be the 2024 GOP presidential candidate, the Daily Mail reported.

“While Barron is honored to have been chosen as a delegate by the Florida Republican Party, he regretfully declines to participate due to prior commitments,” Melania Trump’s office said in a statement last week. While no details were given for why Barron was withdrawing from the convention, it’s been known that the former first lady has long worked protect her son from the rough-and-tumble world of her husband’s MAGA politics and his controversies.

As Donald Trump has been embroiled in his criminal trial in Manhattan, Melania Trump has locked herself in a “tight bubble” in Mar-a-Lago, the Daily Mail reported. Her chief priority has been Barron, with a source close to the Trumps telling the U.K. news outlet: “He’s so regal. He’s a little Melania.”

But the Daily Mail said it’s become difficult for Trump’s third wife to keep her husband’s alleged personal indiscretions from spilling over into their private family life. The trial has included lurid testimony from Stormy Daniels, detailing her alleged sexual encounter with Trump in July 2006, when Barron was a few months old.

Observers also told the Daily Mail that Melania Trump wouldn’t have been happy about the way her husband used Barron’s graduation as a reason to complain about the judge in his criminal trial.

After the first day of court proceedings in Manhattan in April, Trump came outside and briefly spoke to the TV cameras, lambasting Judge Juan M. Merchan for saying that he may have to skip his son’s high school graduation in Florida, the Daily Mail reported.

“(Barron’s) a great student and he’s very proud of the fact he did so well and was looking forward for years to having his graduation with his mother and father there, and it looks like the judge isn’t going to allow me to escape this scam. It’s a scam trial,” the former president said.

“He talked about missing Barron’s graduation to the cameras and then again on Truth Social because it (created) a lot of coverage about that and it’s just not something she would have liked,” Grisham said.

News that Barron would serve as a delegate at the convention came the same week that Daniels testified. The news also was accompanied by reports that Barron was prepared to step into the political limelight, joining his older half-siblings, Don Jr., Eric and Tiffany, at the convention.

Some Trumpworld figures raved about the prospect of Barron being his father’s true political heir, the Daily Mail said in a profile of the teenager.

“Barron is handsome, tall — taller even than his father — and very knowledgeable for someone his age. He’s also far more politically interested than people realize,” an insider said in a glowing Daily Mail profile.

“I see all the attributes of a future president if he has the appetite for it. And why not? He has the Trump genes,” the insider said.

Another Trumpworld figure, Iranian-American business mogul Patrick Bet-David, voiced his delight in meeting Barron during a recent dinner at Mar-a-Lago, according to the Daily Mail.  Bet-David described Barron on his podcast as “sharp, funny, sarcastic, tough — not weak,” the Daily Mail reported.

Moreover, in a clip posted to X, formerly Twitter, Bet-David praised Barron’s good manners and humility, calling him a “freaking stud of a kid.”

Bet-David furthermore explained on his podcast that Barron is prepared for the challenges of entering the political arena on behalf of his controversial father and his 2024 campaign to return to the White House. He said Barron told him, “It’s officially fair game to come after me.”

The teen apparently was referring to the media and to Trump’s opponents, who had taken a hands-off approach to writing about him or criticizing him when he was a minor. “‘I don’t care. Good, do it,” Barron reportedly said, according to Bet-David.

19-year-old becomes youngest ever to graduate from ASU Law School

PHOENIX (AZFamily) — Charmaine Chien-Yu Chui has achieved another milestone at only 19 years old, becoming the youngest person to ever graduate from Sandra Day O’Connor College of Law at Arizona State University.

This week, Chui received her Juris Doctorate and earned one of the highest number of pro bono hours in her graduating class: 182.

“Anything you do, it’s always going to be hard work,” Chui said. “It’s going to take intentional effort to move forward and achieve the goals you set for yourself.”

A Los Angeles native, Chui was homeschooled by her mom in second grade.

“During that time, I was just at home,” she recalled. “My mom would enroll me in a bunch of classes in standard subjects: English, math, history, some science.”

And when her friends were entering middle school, Chui graduated from California State University, Los Angeles, at the age of 16 with dual degrees in psychology and criminal justice before deciding to go to law school.

She credits her teachers and classmates who have helped her along the way.

“I was never treated as the youngest law student or the person who would become the youngest law graduate. My classmates always treated me as an equal, as a peer,” Chui said. “I feel like my professors were just as invested in my success as they were in the success of any of my other classmates.”

In the fall, Chui will take on her new role as a judicial law clerk at the Arizona Supreme Court with Justice James P. Beene. She hopes her story will encourage other teens to pursue their dreams and never give up no matter the limits.

“If it interests you, it’s important for you to go and apply because you never know what could happen,” Chui said.
