The best restaurants in Victoria

There's a host of foodie gems and fine dining hotspots in Westminster and nearby Pimlico. We've picked the best

Leonie Cooper

There’s enough colour and flavour in Victoria to satisfy any culinary craving and at any price – whether you’re after an Aussie brunch, a delicate tasting menu, Danish baked goodies, a good old British roast or the best burgers for miles. Moving out towards Pimlico, you’ll find fancy contemporary cooking, opulent Ottoman eats and some stonking Chinese cuisine. Here’s our pick of the best.

RECOMMENDED: The 50 Best Restaurants in London .

An email you’ll actually love

A Wong

1.  A Wong

  • Restaurants

Andrew Wong’s big-hitting but pared-back Pimlico Chinese restaurant offers elevated cuisine such as preserved duck egg with marinated tofu, chilli and soy or poached razor clam with sea cucumber, vinegar tapioca and wind-dried sausage. Take a trip round China with the spectacular evening tasting menu or simply park up at the bar-counter and nibble away at your leisure. Incredible stuff.

Muse

2.  Muse

Skip down a magical mews to discover this elegant 23-cover restaurant from Michelin-starred chef Tom Aikens. Serving up a sensational tasting menu inspired by his childhood in Norfolk and esteemed career to date, expect accomplished cuisine and stories with every course, which are explained with grace and skill by dedicated, genuinely interested servers. The seasonal, 10-course menu is £170 per head, but it's memory-making stuff.

Market Halls Victoria

3.  Market Halls Victoria

  • price 1 of 4

A fabulous foodie complex at Terminus Place. What was an Edwardian shopping arcade is now a vibrant, opulent space complete with bars, a coffee shop, eight kitchens and a 100-seater roof terrace. It’s a vibey sort of place and gets pretty noisy at peak times, but the food traders are excellent – Black Bear Burger, Gopal's Corner, Butchie's, DF Tacos – with lots of big names alongside hopeful young contenders.

Bleecker

4.  Bleecker

When only a filthy-good US-style burger made with rare-breed dry-aged beef will do, Bleecker’s first bricks-and-mortar outlet comes up trumps. The oozing bacon cheeseburger is a carnivore’s dream – load it with ketchup and mustard, and order a side of ‘angry fries’ drizzled in blue cheese and hot sauce, too. Our advice? Come hungry, eat fast and don’t linger – this place is quick and dirty.

Casa Do Frango

5.  Casa Do Frango

Come here for pretty damn perfect Portuguese piri-piri. From that addictive chicken to pork croquettes and garlic prawns as well as the classic pudding that is the Pastéis de Nata, Casa Do Frango is a classy mini-chain to rival, well... that other piri-piri chicken chain. You can also find branches in London Bridge, Shoreditch and Piccadilly.

Lorne Restaurant

6.  Lorne Restaurant

  • Contemporary European
  • price 3 of 4

Elegant enough for mature sloanes, stylish enough for yuppies and a no-brainer for business entertaining, Lorne is the restaurant of Pimlico’s dreams – and a bookmark if you’re around Victoria station. The swishly turned-out dining room is a perfect fit for the kitchen’s good-looking but unfussy modern cooking, which yields dishes such as grilled plaice with garganelli, ’nduja, white crab, peas, celery and samphire. There are excellent Sunday roasts, too, and tip-top wines to match the food.

Rail House Cafe

7.  Rail House Cafe

The airy younger sibling of Fitzrovia’s Riding House Café , this all-day café and diner in Victoria’s Nova development is a friendly, social hangout full of interesting design quirks and trendy detailing. The food is a bit of a mixed bag, although you’ll have a nice time if you stick to the Anglo-US stuff rather than veering off into Latin or Asian territory – the reuben sandwiches and caesar salad are brilliant. Staff are full of smiles.

Ole & Steen

8.  Ole & Steen

We love Ole & Steen’s on-trend Danish bakery. Its counters are loaded with sweet and savoury delights galore – cinnamon social slices, flaky croissants, fancy cakes, muffins, baguettes, smørrebrød (open sandwiches on rye bread) and much more besides. Uncluttered seating and tall ceilings emphasise the Scandi-chic vibe and you can watch the bakers in action if you nab a seat upstairs.

Dragon Inn Club

9.  Dragon Inn Club

  • price 2 of 4

Midway between Victoria and Pimlico, Dragon Inn Club tries to be all things to all people. The menu covers a lot of Chinese territory but stick to the Sichuan dishes if you’re looking for the authentic stuff – magnificent chilled appetisers and punchy chilli-laced specialities with hints of sweetness and deep-rich saltiness. You’re encouraged to eat in the basement – a low-lit, atmospheric space done out like a beach bar, with log booths and a soundtrack of monotonous beats.

Timmy Green

10.  Timmy Green

Slotted into Nova’s foodie hub, Timmy Green (part of the Daisy Green Collection) is a stylish and spacious all-day Aussie diner spread over two floors, with snazzy Art Deco touches and a cute baby grand in one corner. Bondi-style bottomless brunch brings in the punters, but there are all sorts of goodies on offer, from trendy small plates and fresh salads to grilled grass-fed meats. To drink, you’ll find craft beers, Aussie natural wines and innovative cocktails.

11.  Kazan

This opulent Ottoman grill has been a Pimlico mainstay since 2002 – a polished, atmospheric spot complete with carved screens, glowing lanterns and flower-topped tables. Expect to pay a little more your nosh, but in return you’ll get creative mezze plates, prettily presented kebabs, full-flavoured regional specialities (the Albanian-style calf’s liver is a must-order) and a few resolutely un-Ottoman offerings (but stick to the Middle Eastern classics).

Stoke House

12.  Stoke House

Billed as a ‘modern take on the great British carvery’, but occupying a noisy, cavernous space within Victoria’s Nova centre, Stoke House is (thankfully) better than expected – especially if you fancy a trencherman’s plate of roasted flesh (perfectly cooked beef rump, crispy and fatty lamb belly etc). Sadly, sundries and sides can be a bit of a let-down, but this is still a sound option for hungry local office workers and travellers.

Victoria's Marilena takes top spot as best new restaurant in Canada in magazine ranking

The interior of Marilena Cafe + Raw Bar on Douglas Street seats 185 and specializes in local and global seafood. VIA TOP TABLE GROUP

Victoria’s Marilena Cafe + Raw Bar has been served a top honour in its field — it placed first in the new restaurant category of Canada’s 100 Best magazine. It is also 27th in the list of the country’s best restaurants.

Marilena is approaching its one year anniversary after opening in June 2023, long past the original planned opening for the restaurant, which features local and global seafood.

Chef Kristian Eligh, who grew up in Gordon Head, had moved his young family to his hometown from Vancouver but then the brakes went on. “That was actually almost four years ago because the restaurant was supposed to open pre-pandemic.

“Right on the verge of getting ready to embark on a restaurant opening the world shut down.”

Worries about the future gave Eligh some sleepless nights but he kept busy with other projects for the owner.

The 185-seat Marilena at 1595 Douglas St. is part of the Toptable Group of restaurants, owned by the Aquilini Investment Group. Its diverse interests include the Vancouver Canucks, Rogers Arena, hotels and office buildings.

Three Victoria bars were recognized this year.

• Clive’s Classic Lounge in the Chateau Victoria, 740 Burdett Ave. is in 15th place.

• Citrus and Cane, 1900 Douglas St., is in 29th spot

• The Humboldt Bar, 722 Humboldt St. is 36th.

After 18 years working at top restaurants in Vancouver, Eligh was ready for the new venture.

“I’ve always loved the ocean and I’ve always loved cooking seafood. So to bring out what is a seafood-centric concept to an Island surrounded by water was kind of a no-brainer and a challenge I was willing to accept.”

He’s especially fond of Dungeness crab and halibut and points out that spot prawn season has just started.

Attention to detail, creating a warm non-pretentious atmosphere and using quality products from local producers are among his goals.

Diners can sit close to the kitchen and watch as Eligh and other team members prepare the food in what he calls a “very theatrical experience.”

Another watchable kitchen is scheduled to open next month. The Janevca Kitchen and Lounge in Rosemead House, the former English Inn on Lampson Street, will allow guests in the lounge to watch the team prepare food using wood-fired ovens.

Consultant Frank Bourree, of Bourree and Associates, said Marilena offers a sophisticated experience at a world-class level. “The food and the service are impeccable.”

The capital region is a place where “you can pretty much find whatever you’re looking for,” he said.

“We’ve got a good variety of ethnic food here in Victoria.”

Because Victoria is a tourist town it has always had a high proportion of restaurants, many of them downtown, Bourree said. “The variety is really good, really interesting.”

However, challenges around profitability have been “brutal over the last couple of years” and have hit small family operations particularly hard, he said.

Inflation has pushed costs higher for restaurants which in turn raise prices at the same time they face higher labour costs. They are paying higher wages to keep and retain staff, Bourree said.

Just finding servers and line cooks can be difficult, he said.

He was disappointed to see Bear & Joey close in May because of debt accumulated to open and run the 1025 Cook St. restaurant. It opened in May 2020 during the pandemic.

The 11 Best Restaurants In Victoria

June 12, 2023

Sure, 99% of our memories of Victoria involve being late for a train, being late for a coach, or—hello professionalism—being late for a meeting. But that isn’t Victoria’s fault so we’re not going to hold it against this area of London. Although it might not have the same concentrated number of excellent restaurants as other parts of this city, there are still some real winners here. You just need to know where to find them.

photo credit: La Poule Au Pot

La Poule Au Pot image

La Poule Au Pot

For times when you’re in Victoria but would like to be transported literally anywhere else, there’s charming French restaurant La Poule Au Pot. It’s stuffed to the wooden beams with baskets of dried flowers, hanging grape decorations, and yellowing framed prints, while well-dressed groups sip wine as though it’s a gathering in one of their charming French farmhouses. The food is just as transportive and wholesome—wine-infused beef bourguignon, rich cassoulet, and perfectly cooked guinea fowl, all served with vegetables that are heavy on butter and bacon.

Westminster

Like nut butter protein balls for dessert, anything called a ‘superfood salad’ makes us suspicious. Not the ones at Mood though. On any given day this little sandwich shop and salad bar has an excellent spread of options. Choose the buckwheat base for a nutty hit and load it up with the crispy okra with harissa and parsley, and sticky, miso aubergine. The best option is the lunch tray—it’s a chunky salt beef reuben sandwich on rye bread with a choice of two salads. There are a couple of tables to sit in and quietly work through your mountain of salt beef, but really this is a casual takeaway spot. It's always worth the 10-minute walk from Victoria station.

Ben Venuti image

Less than 10 minutes from the station, Ben Venuti is an Italian deli with suntrap seating, a racing green front door, and shelves stuffed with bottles of sauces and jars of pickled things. The sandwiches are made fresh—slices of coppa and prosciutto are cut to order and fresh mozzarella is plucked out of its little water bath and torn open. Perfectly bronzed cannoli shells also sit empty, waiting to be piped with silky smooth pistachio cream. There’s street-side seating but nothing inside, so on rainy days you’ll have to take away your food.

Gopal’s Corner Victoria

There are several food outlets at Market Halls Victoria, but Gopal’s Corner is the stall where you’ll find a queue starting to form the moment it opens at 12pm. And after that? It’s a free-for-all with buzzers vibrating against tables as order after order of roti canai are delivered to hungry diners. This spot is from the folks behind Roti King , and just like the Malaysian mini-chain, it’s got a winning formula of reasonably priced, soft, flaky flatbreads served with bowls of hearty curry. Just opposite Victoria Station, it’s a quick win for commuters and coach-goers.

Iris & June

Bakery/Cafe

Victoria Street isn’t exactly loaded with interesting options for coffee, but if you peek behind Pret, you’ll find Iris & June. This place serves great coffee, tasty stuffed milk bread sandwiches, and a warm welcome. The lofty space and museum-like white walls make it a good spot for business meetings fuelled by toasted slices of banana bread with butter. The lack of wifi also means you can have catch-ups without having to fight for space among a sea of laptops. Come early and stay for the 12pm roll-out of focaccia.

Chestnut Bakery Belgravia image

Chestnut Bakery Belgravia

Royalty get all the good stuff. By which we mean, crowns and easy access to Chestnut Bakery on Elizabeth Street. We can’t confirm whether members of Buckingham Palace regularly invest in huge merguez flatbreads and the zucchini and pistachio loaf, but they really should. Sweet, savoury, or loaded with cheese, everything here is very satisfying and if you’re in the market for a proper little sugar high, you can’t beat the sweet zing factor of the twice-baked lemon meringue croissant. There are several tables available for an eat-in situation but you can also take your cinnamon bun on a romantic stroll back to the office.

Hunan image

Hunan is one of the ultimate if you know, you know restaurants in London. The Chinese fine dining restaurant is discretely located on the Belgravia side, with a “trust me” tasting menu situation. Just tell them what you don’t like and they’ll do the rest. We’ve tried incredible prawn toast and crispy duck here, along with spicy pork that arrives on your plate in a bag. It’s a great shout for lunch, but ask for the seats closest to the window as the back of the restaurant can feel a bit cramped.

Lorne image

Modern European

Every group of mates has a designated ‘nice one’, and in Victoria, Lorne is it. The menu skews British with some Mediterranean influences—think a nice piece of smoked eel with new potatoes and Sicilian cucumbers, or a cracking chocolate pavé with praline that would rival anything in France. The wines are excellent and it’s also more grown-up than a lot of the other options in the area. There’s an airy, all-neutral main dining space at the back, but the orange booths and marble window counter seats are more fun.

Boisdale Of Belgravia image

Boisdale of Belgravia

Whether you’re an MP or a proud tartan enthusiast, Boisdale is the restaurant for you. If you’re not either of those but are on the lookout for great steak or live music near Victoria station, then Boisdale will also work. The old-school Scottish restaurant serves haggis, whole grilled lobsters, and hefty slabs of prime rib-eye. Know that the dining room can feel a little serious, so for a more raucous time head for their downstairs bar. They have live jazz every night of the week, oysters delivered straight to your table, and classic drinks you can swirl in time with the music. They also have a cigar terrace if Cubans are your thing.

Bleecker Burger image

Bleecker Burger

Bleecker started as a market stall, but all of London’s carnivores were happy when they opened bricks-and-mortar spots. The double cheeseburger is one of the best in London, but there are other even meatier options to appeal to your most carnivorous instincts. It has good milkshakes, a nice selection of craft beers in the fridge, and a couple of counters for you to sit and eat at. Simple, easy, meat cravings covered.

The Goring Dining Room image

The Goring Dining Room

Before Victoria became synonymous with carbon dioxide emissions and chain sushi restaurants, it was associated with a certain level of affluence. Buckingham Palace is a diamond's throw from here, after all. The Goring hotel is a fitting throwback to this era, and so is its lovely dining room which serves modern takes on old-world British dishes like lobster omelette and Hereford beef short rib. You can expect all the trappings of a traditional fine dining joint—silver service, petits fours—and lunch is a good way to make the most of it. It’s a good shout for treating your parents or friends from out of town, especially when you factor in the Goring’s bar and excellent afternoon tea service.

'Bar Rescue' transforms Port St. Lucie restaurant with remodel, new name and new recipes

P ORT ST. LUCIE — The "Bar Rescue" crew rolled into town and transformed a Caribbean restaurant — run by three brothers with no prior restaurant experience — with new drinks, updated decorations and a new name: Three Tides.

"Bar Rescue" is a reality TV show where nightlife expert Jon Taffer and his team go into struggling bars and restaurants to transform them into successful businesses. New episodes for Season 9 air on the Paramount Network 10 p.m. Sunday.

Award-winning chef Ashish Alfred went to the formerly named Los Cocos Restaurant & Bar, at Shoppes of Victoria Square in Port St. Lucie, where he condemned the three owners for how they were running their business.

The show took viewers into the kitchen, where there were cockroaches, mold on the walk-in freezer curtains and piles of grease built up on the floor.

What changes were made to the restaurant?

The restaurant was started by three brothers — Karl, Eddy and Evens LaTortue — in 2021. Part of the revamp included removing Eddy LaTortue as general manager and having all three brothers alternating as the front-of-the-house manager, checking in on the service.

Alfred recommended there be two general managers — one for the kitchen and one for the bar — and suggested Evens LaTortue's wife and son to assume each role, respectively.

In the grand reveal, Alfred unveiled the restaurant's new name and signs, adding two bar workstations, tropical decorations and new themed bar glassware for cocktails.

The name reveal was emotional for the brothers, who told Alfred "Three Tides" was a nickname from their father. It was something Alfred did not know before renaming the restaurant, he said in the hour-long episode.

At the end of the episode, a six-week update shows the restaurant doing well, with the new drink options driving sales and the brothers growing closer.

Where is Three Tides?

Three Tides remains in the same location as Los Cocos Restaurant and Bar, but the name has not been updated on Google as of Monday.

CaféTO curb lane patios up and ready for long weekend, city says

Restaurant owners pleased city has improved program this year.

Carl Pratt, owner of Beaches Brewery

Social Sharing

Toronto's CaféTO program is ready for the Victoria Day long weekend, with 95 per cent of participating restaurants now equipped to open their curb lane cafés, the mayor says.

Speaking to reporters on Thursday, Olivia Chow said the CaféTO program has more than 290 curb-lane participants this year, including 81 new and 215 returning restaurants. CaféTO curb lane patios are allowed to stay open until Oct. 15.

"It's going to be a lot of eating and drinking and enjoying the beautiful sun out," Chow said at the Pho Tien Thanh restaurant in the city's Ossington neighbourhood.

Chow said more than 1,000 patios will be available this weekend. That includes more than 500 sidewalk cafés that can remain in place all year round and 650 patios on private properties.

Earlier this year, the city promised an improved CaféTO experience after last season's program was rife with challenges and delays.

CaféTO, which became a permanent program in 2023, allows restaurants and bars to open expanded outdoor spaces on sidewalks and in curb lanes from spring to fall. The program was introduced with much fanfare in 2020 after public health measures during the pandemic restricted indoor dining.

Last year, restaurant owners complained about the program, saying the application process started too late and the approvals process was too lengthy. Some councillors also weighed in, saying too many city divisions were involved.

Toronto Mayor Olivia Chow speaks to reporters on Thursday to kick off the city's CaféTO curb lane café season this year.

Coun. Brad Bradford, who represents Beaches-East York, said the program is working better this year.

"Well, you know what they say, fourth time's a charm," Bradford said Thursday. "It's taken the city so long to get this thing right," he added. "Last year, the city brought forward a lot of requirements that, frankly, were quite challenging for small businesses. The requirement to have designers, architects, engineers involved was probably a little bit of overkill."

  • Most CaféTO patios to be ready for Victoria Day weekend: city
  • After frustrating summer, city launches revised CaféTO application process

In a news release on Thursday, the city said the look and feel of curb lane cafés was improved this year with painted concrete barriers in line with city safety standards. It also said the application and renewals processes are now more user-friendly and streamlined and that it has increased staff support.

Business owners said they've noticed the changes.

'A real help to us': brewery owner

Carl Pratt, owner of Beaches Brewing Company, said he is happy that his customers will have the chance to sip their beers outside.

"This year is amazing. We got approved and our paperwork from March versus last year where they dropped these concrete blocks in mid-June," said Pratt, adding his establishment doesn't have its own native patio.

"CaféTO is a real help to us. It improves our visibility on the street tenfold," he said. "It allows people the opportunity to dine outdoors if they want."

The CaféTO program has more than 290 curb-lane participants this year, a number that includes 81 new and 215 returning restaurants. CaféTO curb lane patios are allowed to stay open until Oct. 15.

For Dana Kerbel, owner of the Gull and Firkin, the process was smoother this year.

"It was actually fairly painless," Kerbel said.

"We got our tables all ready, all sanded and varnished. And the umbrellas came in. And we did our planting yesterday. We are excited to be open for the long weekend."

'People really enjoy it,' café owner says of patio

Helena Kosikova, owner and operator of the E.L. Ruddy Cafe in the west end, said its CaféTO patio enables the restaurant to increase its seating capacity. The extra space means a lot, Kosikova said.

"It has changed the business significantly, having the patio, positively. People really enjoy it," she said.

  • Toronto mayor says 'messy' CaféTO approvals process will be faster in 2024
  • Lengthy approval process for CaféTO program results in huge financial losses: restaurant owner

"Before we had the patio, we had a hard time having people come inside. We don't have air conditioning, and people want to be outside in the sun in the summer so the patio is really well used."

The city said it hopes the sunny patios encourage more people to support local businesses this summer.

Red Lobster considered filing for bankruptcy in April

The seafood chain considered filing for Chapter 11 bankruptcy last month in an effort to restructure its debt,  according to Bloomberg .

The company had been getting advice from law firm King & Spalding as it looked to shed some long-term contracts and renegotiate leases, Bloomberg reported, noting that Red Lobster's cash flows had been weighed down by leases and labor costs, among other issues.

Red Lobster suffered big losses with 'Ultimate Endless Shrimp' promotion

In 2023, the seafood chain's " Ultimate Endless Shrimp " deal became more popular than expected, inadvertently becoming a key factor in a $11 million loss in the third quarter.

The limited-time promotional deal, in which guests picked two types of shrimp to enjoy nonstop for $20, landed a permanent spot on Red Lobster menus in June. Red Lobster's parent company, Thai Union Group, said in November 2023 that the chain was headed toward a $20 million loss for 2023. Now the endless shrimp deal costs $25.

Thai Union Group CFO Ludovic Regis Henri Garnier said in an earnings report call that the company was aware the initial price for the endless-shrimp deal was cheap. The offer was intended to draw customers into restaurants, but orders exceeded expectations, he said.

"We wanted to boost our traffic, and it didn't work," Garnier told investors in November 2023, according to  Restaurant Business Magazine . "We want to keep it on the menu. And of course we need to be much more careful regarding what are the entry points and what is the price point we are offering for this promotion."

New to the list is the William Street wine bar Buvette Daphnée , which ranked 97th. Opened in late August 2023, Buvette Daphnée also cracked the Canada’s 100 Best Restaurants list of best new restaurants. On that list, it ranked eighth of 10 restaurants.

In a comparison of cities, Ottawa’s total tally of six restaurants on the list came far behind Toronto (25), Montreal (21) and Vancouver (18), but ahead of all other Canadian cities, including Calgary (4), Winnipeg (3) and Edmonton (0).

Jacob Richler, publisher and editor of the list, said in an interview that Ottawa’s showing this year proves that it’s “a good culinary destination.

“We’re fulfilling a mandate to recommend the best places to go,” Richler said. “Six restaurants is a lot of places to choose between for somebody who’s unfamiliar with Ottawa.”

Richler said that 150 judges cast votes for this year’s list and that the judges are distributed across the country in proportion to populations in regions and urban centres.

Each judge, including reporter Peter Hum, submitted a ranked list in early January of 10 favourite restaurants that they had visited in the previous year or so. At least three of the 10 picks had to be outside of the judge’s region.

Last year, local chef Briana Kim’s cutting-edge plant-based restaurant Alice fared best of Ottawa’s restaurants, ranking 31st. It didn’t make this year’s list, but only because Kim closed Alice several months ago with the intention of opening its successor, Antheia, later this year.

Two other Ottawa restaurants that made the 2023 list dropped off this year’s list. They were Perch , a tasting-menu restaurant on Preston Street that ranked 85th last year, and Gitanes , a French-influenced restaurant on Elgin Street that ranked 97th last year.

Richler said many judges cast votes for Alice, and it would have ranked in the high 20s had those votes counted. “We don’t recommend restaurants that are closed,” Richler said, adding that he was keenly looking forward to Antheia opening.

Richler added that he wants to visit Buvette Daphnée. “That room looks gorgeous,” he said. “The menu concept looks good too, but what a stunning spot. Wow.”

The Montreal restaurant Mon Lapin , which specializes in imaginative small plates and recherché wines, was this year’s top-ranked restaurant, as it was in 2023. Next were the Toronto fine-dining restaurants Edulis , Alo and 20 Victoria .

Each of the three Toronto restaurants also has a Michelin star to its name. Mon Lapin does not, as Michelin inspectors do not survey Montreal restaurants as they do the dining-out scenes in Toronto and Vancouver. The inspectors also do not consider restaurants in Ottawa.

Richler said the restaurants on this year’s list are very diverse. “There’s so many different kinds of dining represented,” he said. “It’s really a struggle to think of something that unifies them all, except for great cooking and great service and a super all-round experience.

“That’s the way I want it. To nominate a bunch of very similar restaurants would be unexciting for the consumer. To have a whole bunch of incredibly varied, different sorts of places, unified only by their incredibly high culinary standards, is a great thing.”
