CEOs’ top priorities for IT leaders today

Chief executives are displaying a deeper understanding of technology’s impact on achieving organizational objectives — and they are shifting their directives for it leaders to ensure that impact is a success..

Lawrence Bilker can easily articulate the business values that his IT initiatives should deliver: better experiences for both employees and customers, more insights from data to enable smarter decision-making, and more intelligence for improved operations.

Overall, IT projects are meant to create a leaner, more profitable company, says Bilker, CIO of manufacturer Lift Solutions Holding.

To do that, Bilker and his IT team are bringing its disparate data sets together in a data lakehouse. That move, in turn, boosts the company’s automation, analytics, and artificial intelligence goals by delivering the high-quality data that those technologies crave — thereby improving both decision-making capabilities and user experiences.

“We know what we’re trying to achieve, because we know the business goals and objectives,” We want to grow substantially, and we want to do that with speed,” says Bilker, whose clarity on IT’s business objectives mirror the top directives CEOs are giving their CIOs, according to the 2024 State of the CIO Study from Foundry, publisher of CIO.com.

The study identified the top CEO priorities as, among others, leading digital transformation, reducing security risk, strengthening collaboration with executive colleagues, and implementing AI.

Tech leaders and executive advisors say most CIOs would not be surprised by this list. In fact, they say CIOs have been focused on these objectives in recent years, noting that only their order changes from year to year.

However, they do see in 2024 some new components: a deeper understanding from the CEO and other C-suite leaders about how integral technology has become for achieving organizational objectives; how each of these objectives is intertwined with the others; and — perhaps most important — how IT and the organization’s strategies should not just be aligned but one and the same.

“I believe we’re in a post-alignment world. Corporate and IT strategy are one, and technology is the tool to deliver strategic objectives. CEOs increasingly know and understand that,” says RJ Juliano, senior vice president, CIO, and chief marketing officer of Parkway Corp., a real estate and parking investment, development, and operations company.

Improved experiences support growth

The priorities at Juliano’s company mostly match those identified by the survey.

For example, his company has prioritized delivering superior customer experiences. That, he says, comes from the executive team’s recognition that there is an ever-accelerating rise in user expectations. In response, Juliano says his IT team — which includes a director of customer experience, a role added three years ago — is tasked with continually improving experiences by integrating with key partners and taking advantage of new technologies.

That work also ties into another CEO priority: growth as the company competes in both the B2B and B2C space.

“You now have an increasing number of products enabled by tech, and customers expect digital experiences, AI-driven experiences, and [employees who serve them] to be heavily augmented by digital tools,” Juliano explains. “And CEOs are looking to CIOs to create those products.”

The company, which started more than a century ago with a single parking lot in Philadelphia, now has its own platform supporting mobile reservations and payments and uses license plate–recognition technology to create a modern, user-friendly parking process.

Juliano says that CEO expectations have reshaped some of his CIO duties, noting that he now spends “more time working with app developers and customers and finding industry partners.”

“It creates more emphasis on 365-degree relationship management, particularly with external partners and vendors and with customers,” Juliano says. “Even my CIO peers without the CMO role are developing closer relationships with customer-focused executives and expecting their teams to do so, too, because customer experience is so important for companies today.”

Those duties are, not surprisingly, in addition to all the other fundamental ones expected of a CIO, such as ensuring that the company has a reliable, agile, and secure IT environment, as well as a robust, well-governed data program.

Extracting business value from AI

Although most CEO priorities for CIOs look familiar, CEOs added a new objective to the 2024 list: AI, which debuted at No. 3, according to the State of the CIO survey.

In contrast, CEOs didn’t even list AI in their top 10 priorities for CIOs in 2023 .

Other reports also highlight the strong CEO interest in AI.

The Conference Board’s C-Suite Outlook 2024 , which surveyed 1,200-plus global executives, found that investing in AI is a top strategy for enabling long-term revenue growth, innovation, and digital transformation. (The other key strategies are investing in new lines of business; marketing and promotions; and upskilling and retaining existing talent.)

“Everybody is talking about AI and more specifically generative AI, how much of an investment they’re going to make in these, and whether they’re going to buy tools or get involved in their own development. But where the puck is moving to is really around business use cases and identifying use cases where they will see value from their AI investments,” says Dera Nevin, a data lawyer, information risk management expert, and managing director in the technology segment at FTI Consulting.

Nevins says many companies have struggled to articulate anticipated ROIs from their AI investments, even those investments that leverage AI tools built into existing enterprise software. And many aren’t seeing returns after adopting AI.

CEOs today are getting stricter around their AI initiatives in response, she says. They’re asking CIOs to work with project sponsors on the business side to calculate and prove out anticipated ROIs as they develop AI initiatives; it’s no longer about experimenting and testing for learning’s sake.

“I do see companies having more conversations about AI and adjusting expectations as they make investments to take advantage of the benefits that AI brings,” she says. “I see it as a maturation of understanding of the capabilities and the ongoing rate of investments required.”

Bilker’s approach to AI projects at Lift Solutions illustrates those points. He is working with his colleagues to incorporate AI into business processes, focusing on practical applications that will yield measurable returns — rather than chasing after ideas “that may turn into nothing.”

He adds: “We want to make sure we are clear about what we’re trying to achieve by identifying goals, objectives, and timelines.”

As is the case with the other priorities CEOs listed for their CIOs, the C-suite drive for AI use cases is really about staying competitive, says Jay Shan, an assistant professor of information systems and analytics at Miami University’s Farmer School of Business.

“For most CEOs it is about innovation and growth; that’s why CEOs are looking to get into this game as soon as possible,” he says.

Recurring priorities, other key agenda items

AI and other top CEO priorities don’t displace the fundamentals CIOs are expected to deliver — flawlessly.

In fact, CEOs are asking even more from CIOs on that front, as enabling other CEO priorities — such as using AI for business gain — amp up the focus that CIOs must put on conventional IT responsibilities such as modernizing and securing IT infrastructure.

“CIOs still have to focus on modernizing, shifting more to the cloud, fixing platforms that are still going down. Those things can’t just take a back seat now that gen AI is in play,” says Danielle Phaneuf, cloud and digital strategy operational model leader at professional services firm PwC.

Such expectations fit squarely with the No. 1 priority that CEOs have for their CIOs: leading digital business transformation.

Similarly, Phaneuf says the CEO focus on AI has heightened longstanding expectations that the CIO is deploying the needed technologies to safeguard data, meet regulatory privacy requirements, and protect critical systems.

CIOs, too, say CEOs are delivering that message.

For example, Goya Foods CIO Suvajit Basu says his chief executive recently sent him a news article about US FBI Director Christopher Wray warning about the cybersecurity threat posed by China and then asking for updates on the company’s own security posture.

“It’s top of mind for the CEO, so it’s at the top of my mind — and it has been top of mind for me for years,” Basu adds.

That’s not the only message CEOs are sharing.

CEOs are facing their own concerns about the economy, inflation, and higher interest rates. In turn, CEOs are letting their CIOs know that they need to keep costs in check — a message seen in the CIO.com survey, where reducing/rationalizing IT spending ranked sixth among CEO priorities for CIOs.

As Phaneuf notes: “Most CIOs are now under pressure to deliver more value from their spend.”

That’s not all, though, says Yang Shim, technology consulting leader with professional services firm EY Americas.

He sees CEOs also asking CIOs to educate and train employees on AI , and prepare them for the changes AI and other technologies will bring. Addressing diversity and equity within the IT ranks is another chief executive directive Shim sees on the rise for CIOs today, as is advancing the organization’s sustainability efforts by enabling applications that track and support ESG data and by devising green IT strategies .

Shim also notes CIOs’ need to strengthen their organization’s data infrastructure so it can glean more value from data as something CEOs continue to seek from IT execs today.

And he  predicts these areas will only become higher priorities for CEOs in the coming years — and thus higher priorities for CIOs, too.

“These may be topics where a CIO can work to get ahead now rather than wait,” he adds.

Piecing the priorities together

CEOs’ priorities for their CIOs demonstrate that the C-suite now knows that IT is instrumental for organizational success, experts say.

“CEOs today have a sophistication around understanding tech, and they are more technology literate than before,” PwC’s Phaneuf says. “They’re getting informed, and they know enough to ask the right questions. And it’s not just CEOs. It’s boards and all of the C-suite. They’re all becoming more tech literate and more tech savvy, and that has elevated IT.”

Phaneuf says CEO priorities for IT also demonstrate a recognition of how work in one area of technology enables others.

It’s no surprise then, she says, that CEOs’ No. 1 mandate to for CIOs to lead digital transformation. More and more CEOs understand that they need a modern IT environment if they want to adopt AI, rationalize IT spend, and implement modern security protocols.

Likewise, CEOs realize they need AI to enable differentiating customer experiences, she adds.

At the same time, Phaneuf says CEOs want CIOs and their business colleagues to be strong collaborators (No. 3 on the State of the CIO list) so that together they can identify use cases where technologies will deliver demonstrative value and “to make sure that business-embedded technology is accreditive, that it adds to the business versus distracts from it.”

“CEOs are asking CIOs to modernize, to get rid of tech debt, to get data in shape, to work with others, because they know if they don’t do all that, they cannot innovate and adopt new technologies,” Phaneuf says. “It’s about the ability to be as nimble and agile as others in the market.”

Professor Emeritus David Lanning, nuclear engineer and key contributor to the MIT Reactor, dies at 96

David Lanning, MIT professor emeritus of nuclear science and engineering and a key contributor to the MIT Reactor project, passed away on April 26 at the Lahey Clinic in Burlington, Massachusetts, at the age of 96.

Born in Baker, Oregon, on March 30, 1928, Lanning graduated in 1951 from the University of Oregon with a BS in physics. While taking night classes in nuclear engineering, in lieu of an available degree program at the time, he started his career path working for General Electric in Richland, Washington. There he conducted critical-mass studies for handling and designing safe plutonium-bearing systems in separation plants at the Hanford Atomic Products Operation, making him a pioneer in nuclear fuel cycle management.

Lanning was then involved in the design, construction, and startup of the Physical Constants Testing Reactor (PCTR). As one of the few people qualified to operate the experimental reactor, he trained others to safely assess and handle its highly radioactive components.

Lanning supervised experiments at the PCTR to find the critical conditions of various lattices in a safe manner and conduct reactivity measurements to determine relative flux distributions. This primed him to be an indispensable asset to the MIT Reactor (MITR), which was being constructed on the opposite side of the country.

An early authority in nuclear engineering comes to MIT

Lanning came to MIT in 1957 to join what was being called the “MIT Reactor Project” after being recruited by the MITR’s designer and first director, Theos “Tommy” J. Thompson, to serve as one of the MITR’s first operating supervisors. With only a handful of people on the operations team at the time, Lanning also completed the emergency plan and startup procedures for the MITR, which achieved criticality on July 21, 1958.

In addition to becoming a faculty member in the Department of Nuclear Engineering in 1962, Lanning’s roles at the MITR went from reactor operations superintendent in the 1950s and early 1960s, to assistant director in 1962, and then acting director in 1963, when Thompson went on sabbatical.

In his faculty position, Lanning took responsibility for supervising lab subjects and research projects at the MITR, including the Heavy Water Lattice Project. This project supported the thesis work of more than 30 students doing experimental studies of sub-critical uranium fuel rods — including Lanning’s own thesis. He received his PhD in nuclear engineering from MIT in fall 1963.

Lanning decided to leave MIT in July 1965 and return to Hanford as the manager of their Reactor Neutronics Section. Despite not having plans to return to work for MIT, Lanning agreed when Thompson requested that he renew his MITR operator’s license shortly after leaving.

“Because of his thorough familiarity with our facility, it is anticipated that Dr. Lanning may be asked to return to MIT for temporary tours of duty at our reactor. It is always possible that there may be changes in the key personnel presently operating the MIT Reactor and the possible availability of Dr. Lanning to fill in, even temporarily, could be a very important factor in maintaining a high level of competence at the reactor during its continued operation,” Theos J. Thompson wrote in a letter to the Atomic Energy Commission on Sept. 21, 1965

One modification, many changes

This was an invaluable decision to continue the MITR’s success as a nuclear research facility. In 1969 Thompson accepted a two-year term appointment as a U.S. atomic energy commissioner and requested Lanning to return to MIT to take his place during his temporary absence. Thompson initiated feasibility studies for a new MITR core design and believed Lanning was the most capable person to continue the task of seeing the MITR redesign to fruition.

Lanning returned to MIT in July 1969 with a faculty appointment to take over the subjects Thompson was teaching, in addition to being co-director of the MITR with Lincoln Clark Jr. during the redesign. Tragically, Thompson was killed in a plane accident in November 1970, just one week after Lanning and his team submitted the application for the redesign’s construction permit.

Thompson’s death meant his responsibilities were now Lanning’s on a permanent basis. Lanning continued to completion the redesign of the MITR, known today as the MITR-II. The redesign increased the neutron flux level by a factor of three without changing its operating power — expanding the reactor’s research capabilities and refreshing its status as a premier research facility.

Construction and startup tests for the MITR-II were completed in 1975 and the MITR-II went critical on Aug. 14, 1975. Management of the MITR-II was transferred the following year from the Nuclear Engineering Department to its own interdepartmental research center, the Nuclear Reactor Laboratory , where Lanning continued to use the MITR-II for research.

Beyond the redesign

In 1970, Lanning combined two reactor design courses he inherited and introduced a new course in which he had students apply their knowledge and critique the design and economic considerations of a reactor presented by a student in a prior term. He taught these courses through the late 1990s, in addition to leading new courses with other faculty for industry professionals on reactor safety.

Co-author of over 70 papers , many on the forefront of nuclear engineering, Lanning’s research included studies to improve the efficiency, cycle management, and design of nuclear fuel, as well as making reactors safer and more economical to operate.

Lanning was part of an ongoing research project team that introduced and demonstrated digital control and automation in nuclear reactor control mechanisms before any of the sort were found in reactors in the United States. Their research improved the regulatory barriers preventing commercial plants from replacing aging analog reactor control components with digital ones. The project also demonstrated that reactor operations would be more reliable, safe, and economical by introducing automation in certain reactor control systems. This led to the MITR being one of the first reactors in the United States licensed to operate using digital technology to control reactor power.

Lanning became professor emeritus in May 1989 and retired in 1994, but continued his passion for teaching through the late 1990s as a thesis advisor and reader. His legacy lives on in the still-operational MITR-II, with his former students following in his footsteps by working on fuel studies for the next version of the MITR core. 

Lanning is predeceased by his wife of 60 years, Gloria Lanning, and is survived by his two children, a brother, and his many grandchildren .

A Blockbuster Trilogy for First Responders

The Science and Technology Directorate (S&T) is premiering a trio of new resource guides for our partners in law enforcement, the fire and emergency medical services, and emergency management.

Our nation’s first responders often don’t seek out the spotlight or consider themselves to be superheroes, but we at S&T know that’s exactly what they are. It’s why S&T has a dedicated research and development (R&D) mission and why we work directly with responders of all disciplines to deliver the technology solutions they need.

Two weeks ago, I had the pleasure of kicking off the annual gathering of our First Responder Resource Group (FRRG) and meeting many of its more than 140 volunteer members, and I’ll say that these heroes did not disappoint. They came ready to roll up their sleeves and get to work, and we came ready to listen and document their priorities. It was a thrill to witness firsthand one of the first steps in S&T’s responder R&D lifecycle and also a great source of pride for me being able to brief them on how far we’ve come in delivering what they’ve asked for. For instance, at previous years’ meetings, the FRRG expressed a need for enhanced situational awareness technologies—the impetus for efforts like C-THRU and DePLife™ . When they shared a desire for next-generation navigational tools, the seeds were planted for Mappedin and POINTER . And when they requested personal protective equipment to help them breathe easier, well, there’s the Wildland Firefighter Respirator .

All of these and more are documented in S&T’s new series of resource guides: Supporting First Responders Through Science and Technology . The guides aggregate S&T’s available assets and in-process R&D in support of the fire and emergency medical services (EMS), emergency management, and law enforcement. They are living reports that will be updated as our responder mission expands alongside the evolving responder threat and safety landscapes. For the first time, this year’s FRRG-identified priority areas include a big focus on S&T investments in artificial intelligence—to support everything from assessing mass-casualty incidents to analyzing crowd flow at large events to streamlining incident reporting. I can’t wait to keep them (and all of you) posted on how we plan to tackle all of this moving forward.

Potential power and pitfalls of harnessing artificial intelligence for sleep medicine

Ai has potential uses in the sleep field for clinical applications, lifestyle management, and population health.

In a new research commentary, the Artificial Intelligence in Sleep Medicine Committee of the American Academy of Sleep Medicine highlights how artificial intelligence stands on the threshold of making monumental contributions to the field of sleep medicine. Through a strategic analysis, the committee examined advancements in AI within sleep medicine and spotlighted its potential in revolutionizing care in three critical areas: clinical applications, lifestyle management, and population health. The committee also reviewed barriers and challenges associated with using AI-enabled technologies.

"AI is disrupting all areas of medicine, and the future of sleep medicine is poised at a transformational crossroad," said lead author Dr. Anuja Bandyopadhyay, chair of the Artificial Intelligence in Sleep Medicine Committee. "This commentary outlines the powerful potential and challenges for sleep medicine physicians to be aware of as they begin leveraging AI to deliver precise, personalized patient care and enhance preventive health strategies on a larger scale while ensuring its ethical deployment."

According to the authors, AI has potential uses in the sleep field in three key areas:

  • Clinical Applications :In the clinical realm, AI-driven technologies offer comprehensive data analysis, nuanced pattern recognition and automation in diagnosis, all while addressing chronic problems like sleep-related breathing disorders. Despite understated beginnings, the utilization of AI can offer improvements in efficiency and patient access, which can contribute to a reduction in burnout among health care professionals.
  • Lifestyle Management :Incorporating AI also offers clear benefits for lifestyle management through the use of consumer sleep technology. These devices come in various forms like fitness wristbands, smartphone apps, and smart rings, and they contribute to better sleep health through tracking, assessment and enhancement. Wearable sleep technology and data-driven lifestyle recommendations can empower patients to take an active role in managing their health, as shown in a recent AASM survey, which reported that 68% of adults who have used a sleep tracker said they have changed their behavior based on what they have learned. But, as these AI-driven applications grow ever more intuitive, the importance of ongoing dialogue between patients and clinicians about the potential and limitations of these innovations remains vital.
  • Population Health : Beyond individual care, AI technology reveals a new approach to public health regarding sleep. "AI has the exciting potential to synthesize environmental, behavioral and physiological data, contributing to informed population-level interventions and bridging existing health care gaps," noted Bandyopadhyay.

The paper also offers warnings about the integration of AI into sleep medicine. Issues of data privacy, security, accuracy, and the potential for reinforcing existing biases present new challenges for health care professionals. Additionally, reliance on AI without sufficient clinical judgment could lead to complexities in patient treatment.

"While AI can significantly strengthen the evaluation and management of sleep disorders, it is intended to complement, not replace, the expertise of a sleep medicine professional," Bandyopadhyay stated.

Navigating this emerging landscape requires comprehensive validation and standardization protocols to responsibly and ethically implement AI technologies in health care. It's critical that AI tools are validated against varied datasets to ensure their reliability and accuracy in all patient populations.

"Our commentary provides not just a vision, but a roadmap for leveraging the technology to promote better sleep health outcomes," Bandyopadhyay said. "It lays the foundation for future discussions on the ethical deployment of AI, the importance of clinician education, and the harmonization of this new technology with existing practices to optimize patient care."
