Incoming tenure-track assistant professor in the Computer Science department at Rutgers University.
Current Affiliation : Research Associate at Harvard T.H. Chan School of Public Health Prior to this, I was a CRCS Postdoctoral Fellow at the John A. Paulson School of Engineering and Applied Sciences (SEAS), Harvard University. I earned my Ph.D. degree from the Department of Computer Science and Automation (CSA), Indian Institute of Science (IISc). My dissertation provides algorithms for fair decision-making in three main contexts---resource allocation, recommendation, and classification. I have received the Best Thesis Prize from the Indian Academy of Engineering (INAE) 2021, Best Thesis Award by the Dept. of CSA, IISc (2020-2021), a Google Ph.D. Fellowship (2016-2020), and a GHCI scholarship (2018). I am extremely grateful to have been recognized as a Rising Star in STOC 2021 and in the Trustworthy ML Seminar Series for my contributions to algorithms for fair decision-making.
My broad areas of interest include Algorithmic Game Theory, Optimization, and Machine Learning . I am particularly interested in responsible decision-making. My research spans a range of problems in intervention planning, multi-agent learning (multi-armed bandit), incentive mechanisms, market algorithms, scheduling, etc. and thus far, I have worked on problems arising from real-world scenarios like healthcare, recommendation, resource allocation, online crowd-sourcing, dynamic pricing in transportation, and ride-sharing. My long-term goal as a researcher is to help provide responsible and resilient decision-support solutions to socially impactful problems.

The last date for the receipt of nominations is august 31, 2020, indian national academy of engineering (inae), an autonomous institute of the department of science & technology, govt. of india, has invited n ominations for the innovative student projects award 2020..
The nominations are invited for the Innovative Student Projects Award 2020. Projects of students from three categories are eligible for participation -- Final Year (4th year) B.E, B.Tech or B.Sc. (Engg) projects completed up to July 31, 2020, for the academic year 2019-2020, M.E. or M.Tech, M.Sc. (Engg) thesis examined from July 1, 2019, up to July 31, 2020, during the academic year 2019-2020 and Ph.D. thesis examined and accepted/recommended for Award from June 1, 2019, up to May 31, 2020.
INAE instituted the Innovative Student Projects award in 1998 to identify innovative and creative research projects undertaken by the students at any of the three stages of tertiary engineering education, namely undergraduate, post-graduate and doctoral levels in engineering institutions. The award particularly encourages joint projects among industry, research laboratories, and academic institutions. The endeavour is meant to encourage young talent and accord recognition and incentives to them. Though the response to the award during the last twenty-two years has been quite encouraging, the Academy earnestly wishes to reach out to a wider cross-section of the community and profession.
The nominations are required to be sent by Principal, Deans, Heads, Registrar or Director of Engineering College or Institution where the candidate has carried out his project/thesis for the award of degree and not through the organization where the candidate is presently working. The nominations are invited for project/thesis pertaining to the Bachelors's, Masters or Doctoral level from the engineering College/Institutions. The last date for the receipt of nominations is August 31, 2020.

About Indian National Academy of Engineering INAE Innovative Student Projects Award 2022 Purpose of the Award
The Indian National Academy of Engineering (INAE) , established in 1987, is a ‘Peer’ body of some of the most distinguished engineers in India and abroad. The salient objects of the Academy are to promote the advancement of and excellence in the practice of engineering and technology and the related science disciplines and their application to problems of national importance. The Academy also aims at presenting research and development activities in engineering at academic and professional forums in India and abroad. INAE encourages inventions, scientific investigations and research, and promotes their application for development of all sectors of the national economy.
There is a need to encourage research and development culture amongst engineers during the formative years of their undergraduate and postgraduate training, so that they begin their professional career well prepared with ideas and innovative skills.
The Academy instituted the above Award since 1998 to identify innovative and creative research projects undertaken by the students in the engineering institutions, and to give an early recognition and incentives to them.
Eligibility
The nominations are accepted from the students studying in Institutions/ Universities registered under UGC/AICTE/Ministry of Education/competent Government authority of India for potentially innovative projects/theses are assessed at three levels, viz., B.E./B.Tech/ B.Sc.(Engg)/ BTech and MTech dual degree, M.E./M.Tech/ M.Sc. (Engg)/MS by Research/ MTech/PhD dual Degree and Ph.D. Nominations for the awards 2022 will be accepted by the Academy according to the following eligibility requirement.
* Final Year (4th year) B.E./B.Tech/B.Sc.(Engg)/ B.Tech and M.Tech dual degree projects completed from July 16, 2021 – July 15, 2022 for the academic year 2021-2022.
* M.E./M.Tech, M.Sc. (Engg)/MS by Research/ MTech/PhD dual Degree theses examined from July 16, 2021 – July 15, 2022 for the academic year 2021-2022.
* Ph.D. theses examined and accepted/recommended for Award from July 1, 2021 –June 30, 2022.
It is compulsory that Degree / Provisional Degree Certificate must accompany the nomination proforma.
BTech and MTech students of BTech and MTech and MTech/PhD dual Degree courses, respectively, would be eligible to apply only on submission of certificate of successful completion of the requirements of BTech and MTech course respectively, as the case may be, from the competent authority of the institution/university for any nominee from dual degree courses.
Call for Nominations
Only one nomination for projects/theses in each of the Engineering Sections of INAE listed in Serial 7 of the Nomination Form, at each level, viz., Doctoral, Master’s and Bachelor are accepted from an Engineering College for assessing their innovative potential and intrinsic merit. The nominations must be sent by Principal/Deans/Heads/Registrar/Director of Engineering College, where the candidate has carried out his/her project/thesis for award of degree and not through the organization, where the candidate is presently working.
A scanned soft copy of the completed nomination form along with all supporting documents / appendices as per the prescribed format should be sent by email to [email protected]. In case, the document is not signed (with scanned copy of the signature), an email should be sent by the sponsor viz Principal/Deans/ Heads/Registrar/Director of Engineering College/Institution, where the candidate has carried out his/her project/thesis for award of degree, authenticating the nomination. Please note, there is no requirement to send a hard copy of the nomination form. Reprints are also not required in any form.
Last Date for Nominations : The last date of the receipt of nomination is July 31, 2022.

All that you need to know about Innovative Student Projects Award 2022
Innovative Student Projects Award 2022 is an initiative by the Indian National Academy of Engineering (INAE) for Graduate/Postgraduate/Ph.D./Dual degree students. The award aims to identify innovative and creative research projects undertaken by the students in the engineering institutions and give early recognition and incentive to them. The award carries a cash award of up to INR 25,000 and a certificate.
Eligibility:
- Be an Indian citizen
- Have completed the final year (4th year) BE/ B.Tech/ B.Sc (Engg)/ B.Tech/ M.Tech dual degree projects from 16th July 2021 to 15th July 2022 for the academic year 2021-2022
- Have completed ME/ M.Tech, M.Sc (Engg)/ MS by Research/ M.Tech/ PhD dual degree theses from 16th July 2021 to 15th July 2022, for the academic year 2021-2022
- Have his/her PhD thesis examined and accepted/ recommended for award from 1st July 2021 to 30th June 2022
- A maximum of 10 awardees at each level will be conferred with the Award.
- Doctoral Level - A certificate and INR 25,000 in cash for the awardees
- Master’s Level - INR 15,000 in cash for the awardees
- Bachelor's Level - INR 10,000 in cash for each team member, subject to a maximum of four team members
- Degree/ provision degree certificate
- Academic degrees and certificates
Selection Criteria:
- There would be a two-tier selection process wherein the initial shortlisting would be done by the selection committee
- The shortlisted nominees will be invited to make a presentation before the selection committee
- The selection committee would then recommend the nominee for conferment of the award for approval by the governing council
Terms and Conditions:
The awardees will be invited to the INAE Annual Convention being held in December each year wherein they would be conferred with the Award and also inducted as “Student-Members” for a period of five years.

INAE Innovative Student Project Award 2023: Nomination Form, Eligibility
INAE Innovative Student Project Award 2023: The Indian National Academy of Engineering (INAE) was created in 1987 and is made up of India’s most illustrious engineers, engineer scientists, and technologists from all fields of engineering. INAE serves as an apex body that promotes the practice of engineering and technology, as well as allied disciplines, with the purpose of solving national challenges. The Academy also serves as a venue for long-term planning for a country’s growth that requires engineering and technology contributions, as well as bringing together experts from many sectors to deliver holistic answers to the country’s requirements. Nominations are the sole way to get into the Academy.
By nominations submitted from INAE Fellows, up to 50 Fellows from academia, research and development, industry, and other organizations may be chosen each year. According to the Academy’s Rules and Regulations, the total number of Fellows at any given moment cannot exceed 1000. INAE honors Indian and foreign citizens who have been chosen by “peer” committees for their remarkable brilliance and distinctive eminence in new and growing domains of technology. Fellows are authorized to use the shortened term “FNAE” after being elected to the Academy.

About INAE Innovative Student Project Award 2023
Every year, the Indian National Academy of Engineering, which is part of the Indian government’s Department of Science and Technology, welcomes nominations for the Innovative Student Projects Awards. The awards program creates to recognize students who have unique ideas and are creative researchers at any of the three levels of engineering. The prize will provide to encourage the country’s youthful talents. In the previous 22 years, the award scheme’s work and comments have been highly effective and encouraging. The Indian National Academy of Engineering (INAE), founded in 1987, is a ‘Peer’ body comprising some of India’s and the world’s most illustrious engineers. The Academy’s main goals are to foster progress and quality in engineering and technological practice, as well as allied science areas, and their application to national challenges. In addition, the Academy aspires to exhibit engineering research and development efforts in academic and professional venues in India and overseas. INAE fosters the implementation of inventions, scientific discoveries, and research for the growth of all sectors of the national economy. Engineers must encourage to build a research and development culture during their undergraduate and postgraduate education so that they may enter their professional careers well-prepared with ideas and inventive abilities.
Since 1998, the Academy has given the above Award to find unique and creative research projects done by engineering students and to provide early recognition and incentives to them.
Benefits of INAE Innovative Student Project Award
Each team member will get a certificate and Rs.25000/- in cash for awards selected at the Doctoral level; Rs.15000/- in cash for awardees selected at the Master’s level; and Rs 10,000/- in cash for awardees selected at the Bachelor level, up to a maximum of four team members.
During the INAE Annual Convention’s Awards Ceremony, all Innovative Student Project Awardees will admit as “Student-Members.” For a period of five years, the Student membership is valid.
Eligibility Criteria
Projects/theses that have the potential to be creative evaluate at three levels: B.E./B. Tech, M.E./M.Tech, and Ph.D. The Academy will accept nominations for the awards in 2023 if they meet the following qualifying requirements.
- Final year (4th year) B.E./B.Tech/B.Sc.(Engg) projects completed for the academic year 2023.
- During the academic year 2023, M.E./M. Tech and M.Sc. (Engg) was assess.
- Ph.D. theses will assess and accepted/recommended for award.
The nomination proforma must be accompanied by a degree or provisional degree certificate.

Selection Procedure
There would be a two-tier selection process wherein the initial shortlisting would be done by the Selection Committee. The shortlisted nominees will be invited to make a presentation before the Selection Committee on dates to be announced later. The Selection Committee would then recommend the nominee for conferment of the Award for approval by the Governing Council.

Winner of the SAIS Best AI Master’s Thesis 2022
This year we received 6 nominations, which were all reviewed by several SAIS board members. After the review process, one thesis stood out, receiving the highest ranking by the reviewers:
The SAIS Best AI Master’s Thesis Award 2022 goes to Gustavo Teodoro Döhler Beck for the thesis entitled “ Wavebender GAN: Deep architecture for high-quality and controllable speech synthesis through interpretable features and exchangeable neural synthesizers “, conducted at KTH.
Motivation: The thesis is in the area of speech generation and presents a novel architecture for controllable speech generation, and evaluates it showing impressive results. The thesis is well written, with a thorough discussion of related work, interesting discussion of results, and in addition covers aspects such as ethical considerations. A paper based on the thesis has been accepted at the 2022 International Conference on Acoustics, Speech and Signal Processing, further establishing the substantial research contribution made by the thesis.
We hope that the thesis will be presented at the SAIS workshop 2022 (see: https://www.ri.se/sv/sais-2022 ), in Stockholm in June.

INYAS Awards 2022
Inyas national awards for research excellence 2022.
For the year 2022, the INYAS research excellence awards are announced in 5 areas. The requirements for each award vary and thus the candidates are advised to go through the requirements carefully
Last date has been closed on 7th January, 2022
- Applicants can apply for a maximum of 2 awards. These should be submitted separately.
- Those who have applied in previous rounds are not eligible.
- For most awards, only those who have received their PhD degree or submitted or anticipate to submit their thesis in 2021 (1 st Jan 2021 to 07 th Jan 2022) are eligible to apply. Proofs will have to be uploaded. This might vary with awards. Please check eligibility for each award carefully.
- Candidates can make only one submission for each award. In case more than one application is received from an applicant for a particular award, the submission shall be disqualified.
- In order to apply, the candidates should first select the award from dropdown menu below. This will direct them to the specific submission form of the award.
- Candidates will receive a confirmation email of submission.
- You must keep the documents ready as per the requirements given below. You will also be required to submit a proof of eligibility (thesis submission certificate/degree certificate as .jpg). In case you are anticipating to submit within the time frame, a letter from guide shall suffice at this stage. Later the certificate will have to be produced when asked.
- A reference /consent letter from Guide will be required if you are shortlisted for final round.
Deadline for submission of all awards has been extended till 07 th January 2022.

A) Best Research in Natural Nanofibers with Societal Impact
Sponsored by Mudrika Khandelwal, Associate Professor, Cellulose and composites Group, IIT Hyderabad. Research area: Natural nanofibrous bear a huge potential in providing sustainable solutions for various societal problems in health and environment. This award is to acknowledge the research contribution in applied research where natural nanofibers (fibres below 100 nm originating from natural sources) or their modified forms are utilised in the area of healthcare and environmental remediation.
Eligibility:
- Ph.D. students from any discipline, graduated or submitted thesis in the year 2021 from any institute, university or R&D lab are eligible to apply.
- They must have published at least one paper in a peer reviewed international journal as first author.
Form of submission: A graphical abstract with a 500 words description of the work which can be easily understood by non-scientific community. Shortlisted candidates will be invited to make a 10 min presentation before the selection committee in the second and final round. The write-up should quantify the impact of research on society and environment. Award: INR 10,000 cash prize + certificate.

B) Best PhD Thesis in the area of Carbon Materials
Sponsored by Chandra Shekhar Sharma, Associate Professor, Carbon Lab, IIT Hyderabad. Research Area: Carbon is nature’s building block and one of the most versatile engineering materials. Carbon materials have received tremendous attention in a variety of applications including energy, environment and healthcare. This award is instituted to appreciate the best doctoral research in the area of carbon materials. Eligibility:
- Ph.D. students from any area of Basic Sciences or Applied Engineering who worked in the broad area of carbon materials and are graduated in the year 2021 from any institute, university or R&D lab. PhD students who submitted their thesis before the last date of submission are also eligible to apply.
- They must have published at least two paper in a peer reviewed international journal (Scopus/Web of Science indexed) as first author.
Form of submission: Applicants need to submit their PhD thesis synopsis (approved by their supervisor) along with the soft copies of their publications. Shortlisted candidates will be invited to make a 15 min presentation before the selection committee in the second and final round. Award: INR 10,000 cash prize, citation and an award plaque.
C) Excellence in Nano Innovation Award
Sponsored by E-Spin Nanotech Pvt Ltd Research Area: The award will be given for ground breaking invention in the field of nanotechnology especially in Chemical engineering, Material Sciences and Biological Sciences. The invention should have a large social impact . Eligibility : Ph.D. students from any area of Basic Sciences or Applied Engineering who are graduated in the year 2021 from any institute, university or R&D lab. PhD students who submitted their thesis before the last date of submission are also eligible to apply. Form of submission: Presentation (up-to 15 slides) and synopsis (1 page). The presentation should include a business model. Shortlisted candidates will be invited to make a 15 min presentation before the selection committee in the second and final round. D) Best PhD Thesis in the area of Electrochemistry

Sponsored by Mr Sivaraman, Karaikudi. Research Area: Fundamental research carried out in the interdisciplinary fields of Atmospheric Sciences, Astrochemistry and Planetary Sciences. Eligibility :
- Ph.D. students from interdisciplinary fields of Atmospheric Sciences, Astrochemistry and Planetary Sciences graduated or submitted thesis in the year 2021 from any University (and affiliated colleges) and autonomous colleges are eligible to apply. In the case of woman candidates, if they have graduated (with Viva) in the year 2020 are also eligible to apply.
- They must have published at least one paper in a peer-reviewed international journal as the first author.
(To promote interdisciplinary research, preference will be given to candidates who had completed Bachelor and Master degree in different areas).

The Indian National Academy of Engineering (INAE), founded in 1987 comprises India’s most distinguished engineers, engineer-scientists and technologists covering the entire spectrum of engineering disciplines. INAE functions as an apex body and promotes the practice of engineering & technology and the related sciences for their application to solving problems of national importance.The Academy also provides a forum for futuristic planning for country’s development requiring engineering and technological inputs and brings together specialists from such fields as may be necessary for comprehensive solutions to the needs of the country.
INAE’s activities include programmes on issues of technology policy and overall development for the benefit of society, and the Academy promotes research projects, pilot studies, engineering education, fellowships, scholarships, awards and other benefactions. Seminars/Workshops/ Round Tables are conducted on topics of current national importance. The actionable recommendations emanating from the deliberations are submitted to the concerned Department/ Government agencies to assist in formulation of national policies.
Election to the Academy is by nomination only. Upto 50 Fellows from Academia, Research & Development, Industry and other organizations may be elected each year from nominations received from Fellows of INAE. Read More

PhD Student Kangle (Phil) Mu Wins Best Paper Award at IEEE DySPAN 2024
Mu and berry proposed a new method for wireless spectrum regulators to allocate spectrum resources shared concurrently among commercial service providers and other high-priority users.
Northwestern Engineering’s Kangle (Phil) Mu earned the Best Paper Award in the policy track at the 2024 Institute of Electrical and Electronics Engineers (IEEE) International Symposium on Dynamic Spectrum Access Networks (DySPAN) , held May 13 – 16 in Washington, DC.
The DySPAN symposium showcases pioneering advancements and collaboration in the domain of radio frequency spectrum, including spectrum sensing, access, sharing, and utilization across emerging wireless technologies.
The winning paper, "Market Impacts of Pooling Intermittent Spectrum," is co-authored by Mu’s adviser, Randall Berry , John A. Dever Chair of Electrical and Computer Engineering at the McCormick School of Engineering.
“Receiving the Best Paper Award is an incredible honor and a significant personal achievement. This award is a big milestone in my PhD journey and really boosts my confidence. I’m incredibly grateful to Randy and everyone who supported me along the way. This award is a team effort, and I couldn’t have done it without their help and encouragement.”
In this work, Mu and Berry studied a new method for wireless spectrum regulators to allocate spectrum resources shared concurrently among commercial service providers (AT&T, T-Mobile) and other high-priority users (US Navy and fixed satellites) more efficiently.
Mu explained that the temporal sharing of systems such as the Citizens Broadband Radio Service results in intermittently available spectrum for wireless service providers.
“Based on our model, service providers are expected to incur less traffic congestion so that they can provide better service to their users and make more profits,” Mu said.
As a next step, Mu and Berry are considering writing an extended version of this research for an academic journal. They plan to incorporate a more generalized model and provide additional experimental results to strengthen their findings.
Mu earned a master’s degree in electrical and computer engineering from the University of Michigan in 2022 and a bachelor’s degree in telecommunication engineering in 2020 from Xidian University in Xi'an, Shaanxi, China.
