IACAP 2024 Call for Abstracts and Symposia Proposals – University of Oregon

The International Association for Computing and Philosophy (IACAP, https://www.iacap.org) has a long-lasting tradition of promoting philosophical dialogue and interdisciplinary research on all aspects of computing as it relates to philosophy. IACAP’s members have contributed to shaping the philosophical and ethical debate about computing, information technologies, and artificial intelligence. After its 2023 conference in Prague, IACAP is pleased to put out this call for abstracts for on-site presentations for its 2024 conference.

Epistemology of ml.

Machine learning technologies from deep neural networks to language models are being increasingly used in both formal and practical inquiry—e.g., science, policy-making, finance, etc.—in novel and important ways. Yet, their epistemic properties, roles, import, and status are far from established. We invite papers that explore epistemological matters in ML technology. 

Ethics of AI

The recent rise in the use of multimodal data science technologies—often categorized under the umbrella of AI—in diverse socially consequential contexts (e.g., governance, medicine, etc.) has brought with it an abundance of ethical concerns across several domains deemed of moral relevance. While much has been written on the possible harms of AI technologies related to discrimination, privacy, governance and automation, an ethics of AI from a philosophical perspective can also offer a much more fundamental understanding of ethical concerns that go beyond just the accounting or the mitigating of harms. We invite papers that aim to expand on this latter, broader dimension of ethical concerns in AI.

The 14th Computer Science On-line Conference 2025 brings together researchers and practitioners (young and experienced) interested in strengthening the scientific foundations in computer science, informatics, and software engineering.

CSOC2025 is an environmentally-friendly scientific meeting as all attendees will participate using a web-based conferencing solution.

The traditional concepts of scientific conferences are improved by modern communication technology. CSOC2025 uses an innovative methodology to allow scientists, postdocs and doctoral students to share their knowledge and ideas on-line. This makes scientific conferencing more environmentally-friendly and ecological as well as more economical for participants too. There are no travel costs or accommodation costs . • Corresponding authors will log into their account to upload the camera-ready version of their paper + copyright form, if the paper is accepted
• At least three reviewers will evaluate the submission in a blind-peer review. Authors will be informed by e-mail about the acceptance results

• All documents can be found in the Download section too.

Conference Fees:

EUR 390,- per accepted paper. The conference fee includes the Springer conference proceedings (PDF) of the section in which the paper is presented.

The American Society of Civil Engineers (ASCE) welcomes you to attend the leading international conference on advancements computing as it directs and relates to improvements in civil engineering. Submissions, author guidelines.

• Paper is evaluated on such items as relevant, originality, practical value and technical correctness. • Reviewers examine abstracts clarity and readability, and keyword matching to comment. • Reviewers also check out the paper relevancy to Journal topics and predecessors works quoting. • The important question is the scientific material organization and clarity of presentation. • A typical length of submitted papers should be at least 6 - 8 pages. Authors with substantial work to publish can do so without a page limit.

Authors are encouraged to upload high quality, original work in English only that has not appeared in, nor is under consideration by, other journals. Extended versions of papers that have previously published in conference proceedings may also be considered (this must be indicated at the time of submission). Authors must submit their two copies of manuscript: in MS Word file (as a .doc, .docx, .rtf) and Adobe Acrobat file (as .pdf).

Please upload .pdf file as supplementary file. It is highly appreciated instead of the hard copy.

Paper title has to be informative within a reasonable number of words, but it may not include more than 90 characters. Please avoid abbreviations and formulae where possible. • Author names and affiliations. Where the family name may be ambiguous (e.g., a double name), please indicate this clearly. Present the authors' affiliation addresses (where the actual work was done) below the names. Indicate all affiliations with a lower-case superscript letter immediately after the author's name and in front of the appropriate address. Provide the full postal address of each affiliation, including the country name and, if available, the e-mail address of each author. Please mark an corresponding author. • Abstract A concise and factual abstract is required. The abstract should state briefly the purpose of the research, the principal results and major conclusions. An abstract is often presented separately from the article, so it must be able to stand alone. For this reason, References should be avoided, but if essential, then cite the author(s) and year(s). Also, non-standard or uncommon abbreviations should be avoided, but if essential they must be defined at their first mention in the abstract itself. The abstract must summarize the paper content and should have a reasonable number of words – 150-175 is an optimum number. • Keywords Immediately after the abstract, provide a maximum of 10 keywords, using American spelling and avoiding general and plural terms and multiple concepts (avoid, for example, 'and', 'of'). Be sparing with abbreviations: only abbreviations firmly established in the field may be eligible. These keywords will be used for indexing purposes. • Introduction There needs to be an adequate summary of references to describe the current state-of-the-art or a summary of the results. • Material and methods Provide sufficient detail to allow the work to be reproduced. Methods already published should be indicated by a reference: only relevant modifications should be described. • Results Results should be clear and concise. • Conclusions The main conclusions of the study may be presented in a short Conclusions section, which may stand alone or form a subsection of a Discussion or Results and Discussion section. • Acknowledgements Collate acknowledgements in a separate section at the end of the article before the references and do not, therefore, include them on the title page, as a footnote to the title or otherwise. List here those individuals who provided help during the research (e.g., providing language help, writing assistance or proof reading the article, etc.). • Subdivision Divide your paper into clearly defined and numbered sections. Subsections should be numbered 1.1, 1.2, etc. (the abstract is not included in section numbering). Use this numbering also for internal cross-referencing: do not just refer to 'the text'. Any subsection may be given a brief heading. Each heading should appear on its own separate line. • Formulae Mathematical expressions and Greek or other symbols must be written clearly with ample spacing. • Units Follow internationally accepted rules and conventions: use the international system of units (SI). If other units are mentioned, please give their equivalent in SI. • Footnotes Footnotes should be used sparingly. Number them consecutively throughout the article, using superscript Arabic numbers. Many wordprocessors build footnotes into the text, and this feature may be used. Should this not be the case, indicate the position of footnotes in the text and present the footnotes themselves separately at the end of the article. Do not include footnotes in the Reference list. • References

At least 25 quality references should be cited.

References must appear as a separate bibliography at the end of the paper, numbered by numerals in square brackets. References to papers published in languages other than English must be translated into English indicating the original language given in brackets in the end of the reference e.g. (in German). References in the text are indicated in square brackets. Journal titles must not be abbreviated. Please give journal volumes, issues (numbers) and page numbers. • Figures Electronic version in EPS (Encapsulated Postscript) is preferred. The illustrations must be sharp, noise free and of good contrast. Please do not: - Supply files that are optimised for screen use (e.g., GIF, BMP, PICT, WPG); the resolution is too low; - Supply files that are too low in resolution; - Submit graphics that are disproportionately large for the content.

European Union criticizes Russia for removing Estonian buoys, demand an explanation from Moscow

BRUSSELS (AP) — European Union foreign policy chief Josep Borrell on Friday called the removal of Estonian buoys by Russian border guards on a river separating the Baltic country from Russia “unacceptable,” and demanded an explanation from Moscow and the immediate return of the orange floats.

Early Thursday, Estonian border guards noticed that their Russian counterparts had removed 25 of the 50 buoys that Estonia had installed on the Narva River to prevent boats from accidentally crossing the border.

Borrell said the incident “is part of a broader pattern of provocative behavior and hybrid actions by Russia.”

Estonia also dubbed it “unacceptable,” but said its response “remains calm and clear-eyed.”

"We treat this as a provocative border incident,” the Foreign Ministry in Tallinn said Thursday.

For decades, Estonia and Russia have installed buoys on the Narva River for the summer, with the towns of Narva on the Estonian side and Ivangorod on the Russian bank, largely in mutual agreement.

Every year, the marking of the shipping routes is rechecked because “the riverbed changes over time,” said Eerik Purgel, the local Estonian Border Guard head. Last year, Russia said it did not agree with the locations of the Estonian buoys.

This year, "we decided to release the floating marks into the water for the summer season according to a 2022 agreement, because they are necessary to avoid navigational errors, so that our fishermen and other hobbyists do not accidentally wander into Russian waters,” he said.

The first 50 buoys were installed on May 13. However, 25 of them were removed by their Russian counterparts early in the morning 10 days later, he added.

The Estonian Ministry of Foreign Affairs on Friday summoned Russia’s deputy head of mission, the Baltic News Service agency said. BNS quoted Foreign Minister Margus Tsahkna as saying that they “clearly expressed to the Russian charge d’affaires that such actions are provocative and unacceptable."

Estonia’s Foreign Ministry said the action “fits well within the broader pattern of Russia’s provocative behavior,” and drew parallels to the border mapping incidents in the Baltic Sea earlier this week. According to media reports, Moscow could revise the borders of its territorial waters in the region.

The draft proposal was published on an official Russian government website for draft legislation but disappeared hours after it was posted on Wednesday. It wasn’t immediately clear why.

Russian media said the Defense Ministry in Moscow had suggested updating the coordinates used to measure the strip of territorial waters off its mainland coast and that of its islands in the Baltic Sea. The existing coordinates were approved in 1985, the ministry says, adding that they were “based on small-scale nautical navigation maps” and don’t correspond to the “modern geographical situation.”

Kremlin spokesman Dmitry Peskov later said there was “nothing political” in the Defense Ministry’s proposal, and Russian news agencies said Moscow did not intend to revise the border or the width of its territorial waters.

Since Russia’s full-scale invasion of Ukraine in early 2022, Finland and Sweden have joined NATO, meaning that the Baltic Sea — Russia’s maritime point of access to the city of St. Petersburg and its Kaliningrad enclave — is now almost surrounded by members of the military alliance.

5/18/23. There appears to be an exploit out on the Internet that's attacking ASUS routers. A firmware update appears to solve the problem.

Log into your ASUS router at http://router.asus.com and click on the version number at the top of the screen.  For the RT-AX55 it says v3.0.0.4.386.xxxxx.  It will take you to the update page.  There should be a button on the page to check for updates.  Push it.  If the check for updates button doesn't work, you will need to download the update files manually from Asus.com. Because this can happen, we suggest that you enable the auto-update feature once your router is up to date.

If you are our Internet customer, you may bring the router to Cactus, along with its AC adapter and the router's password, and we'll update it for you.
