With it’s garden this place is a jewel in the middle of the quadrilatero. The food is always great. I used to come to the papermoon across the street since I was a kid. The portions are bigger than before (the comments before mine were... complaining about that). The only problem is the hostess at the entrance that told me I couldn’t have lunch (I was with my two girls 8 and 6 years) because I arrived 10 min late than my reservation. More

Absolutely amazing! The place, the interior, the dishes, especially combination of ingredients in meals and most importantly the opportunity to shut yourself away with your loved one. Despite the fact that the restaurant was full of customers, a very special atmosphere reigned where you could... still have a conversation and hear everyone at your table. I think it was the first time in my experience that I noticed such a remarkable difference during dinner time on restaurant ambiance. Food is absolutely mind-blowing here, especially when you are sharing the meal with your partner. How is it even possible not to enjoy the evening there?! Our evening was an enjoyable one!Thank you! Went to Papermoon Giardino with my family under recommendation of a friend. Our experience was above expectations from the food that was well plated and extremely tasty, to a friendly but professional serving staff. The atmosphere was amazing. It’s almost magical. I definitely recommend it.... Great value for money. More

Booked this restaurant on 29 Dec for dinner. The restaurant is located in Via Napoleone, categorized as fine dining. The service is good, waiter pays pay attention to the customer. Food is also good, however, it's very much expensive .e.g. the lobster and spaghetti costs... you Euro43!! Believe you can get the same quality in other restaurant or Euro23. If you are not expend-or, you may want find somewhere else to get the money worth. If you don't care the dollar, then this is a good restaurant, dessert is nice, especially the tiramisu. It's good to try once, but won't be back b/c it's too pricey. More

I stayed in Milan for six weeks and, after having read about this restaurant in the Corriere della Sera not only once, I went there personally to reserve a table for a Saturday lunch. I was definitely lucky to meet Rodica, who received me with... a lot of warmth and some good additional advice as for Milan. Having liked my first lunch so much I definitely returned five more times. Unfortunately, due to a special diet I have to follow, my food choices are restricted, but I am deeply thankful that the chef did not hesitate to adapt dishes to my needs. For instance, the home made pasta was prepared just for me with freshly sautéed cherry tomates instead of sugo and panna, which turned out to be one of the best pasta dishes in my life. The fritto misto is of rare quality and the risotto milanese, served with tuna, a true delight. All these delights shine even more in the special atmosphere of a wonderful (winter) garden and to feel, especially on Sundays, that this is one of the very places the Milanesi like to take out their families and friends. As for service, I would like to thank especially Rey and Joseph, their warmth and generosity went far beyond just a professional approach. More

This is an elegant location close to the shopping streets with a beautiful garden inside. We got fishes and the quality was great, I tasted pin-squib and codfish, two excellent plates. I ranked 4/5 and I suggest more attention to details. We asked a quite... standard wine, Greco di tufò, which was on the list but they finished and they offered us appetizers which were not for everyone sat at the table. More

Absolutely fabulous restaurant, upscale, elegant, fashionable & buzzing with well heeled locals & visitors alike. The location is in the heart of the quadrilateral but tucked slightly away so it’s unlikely you’d fall upon it. The restaurant is made up of a series of small... rooms, plus the much coveted garden. Service was highly polished but very friendly. The food … sublime, I’d highly recommend the gazpacho & even more so the incredible pineapple dessert. Whilst not inexpensive I thought the price/quality ratio to be very fair given the excellent food, service & setting. Highly recommended. More

The location and outdoor patio at Paper Moon is really lovely. Unfortunately, we had very poor service, which affected our experience there. No one came to our table for quite a while to take our drink order. When we finally did get to order drinks,... it took a long time to get them. Our waiter was rather curt with us when taking our food order as well. It took a long time for our food to come out, when it seemed like others around us who had been seated after us were already getting their food. They did not cook my steak properly and when I sent it back, they had prepared me a new one that was just as rare as the first. The waiter never came to our table while we were waiting for our food to see if we needed anything or to explain why the food was taking so long. There are so many good restaurants in Milan - we had been to Il Salumaio the night before and it was nearly perfect. Go there instead! More

I have been going to this restaurant for quite some time now. The food is always expertly prepared and delicious . This past Wednesday I was there for dinner and the service was definitely not the same standard as I have been used to. Not... as attentive or friendly. That was disappointing , however the food was as delicious as ever. More

Despite the amazing reviews and high expectations, this was by far our worst dining experience in all of Italy on a ten day trip visiting many cities. It was also the priciest dinner, which has nothing to do with the one star. My daughter and... I were first greeted by a rude and snobbish hostess who proceeded to offer us only a table in the back corner of the garden. When we pointed out that there were three open tables in the center, she said they were reserved for four people or more. We opted to dine indoors where it felt like a sauna, and five minutes after being seated, we watched her escort two people to one of those tables “reserved for four.” Both my daughter and I were dressed appropriately in evening dresses so we could not imagine why we were made to feel unwelcome. Our waiter was nice man but just a terrible server. Some examples would be having to ask for times for more sparkling water. Four! We sat with empty wine glasses for about 40 minutes. Our two pasta dishes were served ice cold and tasted mediocre at best even after they brought out new dishes. The waiter sent the manager to us who apologized for the cold food but did nothing more. The only part of our meal we loved was dessert which was a passionfruit mousse of some kind. I would never ever recommend this restaurant to anyone !! It is VERY overrated. More

When in Milan you NEED to visit this restaurant. A little hidden behind some streets you will find this beautiful restaurant and will be greeted at the door by the hostess. Settled at the table we got served by Mike of Mikel. Originally from Jamaica... he now lived in Italy and spoken very good Dutch as well, what was a very nice surprise as we are from Amsterdam. Big shout out to him and the service this was fenomenale. We had the pasta and the squid. Both extremely nice and and absolute 9,5. Combined with some good wine, I think we were one of the last the leave the restaurant. If you are in Milan and you would like to have a nice fancy dinner this is absolutely the place. Not cheap but for sure worth it! PS: As dessert take the Sfera Cioccolato, best chocolade for sure. More

Lovely setting BUT indifferent service. A place to be seen....Good quality ingredients but I've had tastier. Huge portion of Gazpacho but not that great.. Only 1 toilet for ladies....not good enough for this Lots of young Amercan girls. Other Restaurants of this standard have offered... Prosecco and nibbles. We had our first lunch in Milan here and it was a great experience. We were given window seats facing the garden which it was a very romantic experience. This is not my first time dining there, and I would not mind dining there every time am in Milan. I have been to their new adventure Papermoon London just a week before this dinner, I had the feeling that the Milan restaurant is still... in the lead of setting a good example for the other branches - they have recently opened one in London, one in Hong Kong. Anyway, the dinner is absolutely up to my expectation - we ordered seafood mainly, they are fresh and tasty; we also ordered dessert (must try their Tiramisu). One of the waiters called Fabrizio was so helpful and attentive - he could even speak some Chinese! He made the dinner atmosphere so delightful and easy going as our next table Chinese dinners can only use translation app to manage everything. It was a wonderful night! More

We had lunch here on a Sunday and we were happy with our experience though the service was a bit discourteous. The atmosphere was nice and soothing. The meals were delicious. Especially gnocchi with truffles was my favorite. Prices were in Milan range as well.... Make sure you have reservation, otherwise it might be difficult to find a table. More

With it’s garden this place is a jewel in the middle of the quadrilatero. The food is always great. I used to come to the papermoon across the street since I was a kid. The portions are bigger than before (the comments before mine were... complaining about that). The only problem is the hostess at the entrance that told me I couldn’t have lunch (I was with my two girls 8 and 6 years) because I arrived 10 min late than my reservation. More

Absolutely amazing! The place, the interior, the dishes, especially combination of ingredients in meals and most importantly the opportunity to shut yourself away with your loved one. Despite the fact that the restaurant was full of customers, a very special atmosphere reigned where you could... still have a conversation and hear everyone at your table. I think it was the first time in my experience that I noticed such a remarkable difference during dinner time on restaurant ambiance. Went to Papermoon Giardino with my family under recommendation of a friend. Our experience was above expectations from the food that was well plated and extremely tasty, to a friendly but professional serving staff. The atmosphere was amazing. It’s almost magical. Booked this restaurant on 29 Dec for dinner. The restaurant is located in Via Napoleone, categorized as fine dining. The service is good, waiter pays pay attention to the customer. Food is also good, however, it's very much expensive .e.g. the lobster and spaghetti costs... you Euro43!! Believe you can get the same quality in other restaurant or Euro23. If you are not expend-or, you may want find somewhere else to get the money worth. If you don't care the dollar, then this is a good restaurant, dessert is nice, especially the tiramisu. It's good to try once, but won't be back b/c it's too pricey. More

I stayed in Milan for six weeks and, after having read about this restaurant in the Corriere della Sera not only once, I went there personally to reserve a table for a Saturday lunch. I was definitely lucky to meet Rodica, who received me with... a lot of warmth and some good additional advice as for Milan. Having liked my first lunch so much I definitely returned five more times. Unfortunately, due to a special diet I have to follow, my food choices are restricted, but I am deeply thankful that the chef did not hesitate to adapt dishes to my needs. For instance, the home made pasta was prepared just for me with freshly sautéed cherry tomates instead of sugo and panna, which turned out to be one of the best pasta dishes in my life. The fritto misto is of rare quality and the risotto milanese, served with tuna, a true delight. All these delights shine even more in the special atmosphere of a wonderful (winter) garden and to feel, especially on Sundays, that this is one of the very places the Milanesi like to take out their families and friends. As for service, I would like to thank especially Rey and Joseph, their warmth and generosity went far beyond just a professional approach. More

This is an elegant location close to the shopping streets with a beautiful garden inside. We got fishes and the quality was great, I tasted pin-squib and codfish, two excellent plates. The location is in the heart of the quadrilateral but tucked slightly away so it’s unlikely you’d fall upon it. The restaurant is made up of a series of small... rooms, plus the much coveted garden. Service was highly polished but very friendly. The food … sublime, I’d highly recommend the gazpacho & even more so the incredible pineapple dessert. The location and outdoor patio at Paper Moon is really lovely. Unfortunately, we had very poor service, which affected our experience there. No one came to our table for quite a while to take our drink order. When we finally did get to order drinks,... it took a long time to get them. Our waiter was rather curt with us when taking our food order as well. It took a long time for our food to come out, when it seemed like others around us who had been seated after us were already getting their food. They did not cook my steak properly and when I sent it back, they had prepared me a new one that was just as rare as the first. The waiter never came to our table while we were waiting for our food to see if we needed anything or to explain why the food was taking so long. There are so many good restaurants in Milan - we had been to Il Salumaio the night before and it was nearly perfect. Go there instead! More

This past Wednesday I was there for dinner and the service was definitely not the same standard as I have been used to. Not... as attentive or friendly. Despite the amazing reviews and high expectations, this was by far our worst dining experience in all of Italy on a ten day trip visiting many cities. It was also the priciest dinner, which has nothing to do with the one star. My daughter and... I were first greeted by a rude and snobbish hostess who proceeded to offer us only a table in the back corner of the garden. When we pointed out that there were three open tables in the center, she said they were reserved for four people or more. We opted to dine indoors where it felt like a sauna, and five minutes after being seated, we watched her escort two people to one of those tables “reserved for four.” Both my daughter and I were dressed appropriately in evening dresses so we could not imagine why we were made to feel unwelcome. Our waiter was nice man but just a terrible server. Some examples would be having to ask for times for more sparkling water. Four! We sat with empty wine glasses for about 40 minutes. Our two pasta dishes were served ice cold and tasted mediocre at best even after they brought out new dishes. The waiter sent the manager to us who apologized for the cold food but did nothing more. The only part of our meal we loved was dessert which was a passionfruit mousse of some kind. I would never ever recommend this restaurant to anyone !! It is VERY overrated. More

When in Milan you NEED to visit this restaurant. A little hidden behind some streets you will find this beautiful restaurant and will be greeted at the door by the hostess. Settled at the table we got served by Mike of Mikel. Originally from Jamaica... he now lived in Italy and spoken very good Dutch as well, what was a very nice surprise as we are from Amsterdam. Big shout out to him and the service this was fenomenale. We had the pasta and the squid. Both extremely nice and and absolute 9,5. Combined with some good wine, I think we were one of the last the leave the restaurant. If you are in Milan and you would like to have a nice fancy dinner this is absolutely the place. Not cheap but for sure worth it! PS: As dessert take the Sfera Cioccolato, best chocolade for sure. More

Lovely setting BUT indifferent service. A place to be seen....Good quality ingredients but I've had tastier. Huge portion of Gazpacho but not that great.. Only 1 toilet for ladies....not good enough for this Lots of young Amercan girls. Other Restaurants of this standard have offered... Prosecco and nibbles. Reservations are required. Place is always packed. Food is to die for and service is awesome. Everything on the menu is thoughtful and reasonably priced.

Stopped by because this place was recommended to me by a few people staying in my hotel. I came without a reservation but it was just me so I was able to be seated immediately. I ordered gnocchi, shrimp and a glass of grappa. Everything was good and the shrimp were huge. My waiter went above and beyond because he provided me with bug spray after I told him I was eaten alive earlier. I enjoyed the ambiance here and the architecture. Highly recommended.

Paper Moon Giardino is a hidden restaurant in the shopping district of Milan, Italy. My wife and I were shopping in the area and headed over on a Tuesday evening. We were able to grab a table without a reservation and were seated. The restaurant is very upscale, dark, and has excellent service. As soon as we sat down, we were served complimentary bread with olive oil and balsamic vinegar. This was great. I also ordered a red wine and a few items: [ANTIPASTA] +Burrata Pugliese (burrata cheese with tomatoes, fresh basil, and extra virgin olive oil) for €19 - 4.5/5 [PRIMI PIATTI] +Raviolo (homemade raviolo stuffed with burrata cheese, raw red shrimps, and cherry tomatoes) for €23 - 4.5/5 +Tagliatelle (homemade tagliatelle with Bolognese ragout sauce) for €18 - 4.5/5 [DOLCI] +Tiramisù (soft ladyfinger with mascarpone cheese and coffee) for €11 - This was the best Tiramisù I have ever had. It was delicious and moist. - 5/5 Overall, Paper Moon Giardino was an amazing experience. From my week in Italy across Milan and Rome, this place had to be the best spot in all categories from location, food, and service. Every food item hit the spot, and I had zero complaints. If you come to Milan, Paper Moon Giardino would be the first place I would recommend for a great meal out.

Very nice , a little fancy, plenty of options. The staff were kind and seemed genuinely happy to be there. Plenty of seating. My favorite was the fish of the day dish.

I have been today for lunch, the place it's amazing and food it's outstanding, I had a polpo as appetizer and a Scottona as main course, both were excellent.

Nel pieno centro di Milano, locale affascinante per la sua bellezza, un giardino dove regna la pace e cibo buonissimo.

Superb and attractive cousin to the pizza-oriented Paper Moon nearby, with a lovely garden and great seafood. Get the three fish tartare to start, along with the Burrata with Caponata. We split Orata with potatoes and asparagus, but I suspect the other fish entrees are equally good. A real winner not far from the Duomo.

Locale molto bello in un palazzo storico a due passi da pizza san Babila. Ben arredato, pochi fronzoli, hanno puntato sul far risaltare i soffitti affrescati e il giardino, che purtroppo non ho goduto perché ancora fuori stagione. Cucina nel complesso buona, si trova sia... carne che pesce, qualche alternativa vegetariana e sono ben preparati sulle intolleranze. Il cameriere è stato gentilissimo a elencarmi pazientemente quali piatti potevo ordinare senza problemi, quali potevo modificare e anche quali avrei dovuto evitare. Il locale è davvero molto bello, con una bella atmosfera. Una menzione particolare la merita il giardino interno, molto accogliente. Il servizio è attento e professionale, già dall'ingresso, e rapido. Nel mio caso, mi è anche piaciuto il modo in cui è stata gestita la... prenotazione. Per il nostro San Valentino il mio Amore ha organizzato un bel pranzetto in questo posto. Abbiamo preso appuntamento alle 1330 ma abbiamo dovuto aspettare almeno 15min in reception. Abbiamo preso un antipasto, una burrata con delle verdurine saltate a seguire una pasta al pomodoro... ed un filetto con le patate. Abbiamo deciso poi di chiudere con il tiramisù. Per quanto riguarda il cibo ma questo è un mio parere devo dire un pó scarso per il prezzo spero, mi sarei aspettata molto ma molto di più...il tiramisù non male...abbiamo speso 120€ senza vino...bho.. Ho già pranzato due volte tra dicembre e gennaio in questo ristorante e mi sono trovata benissimo! Locale molto carino in zona Montenapoleone, si distingue per un ambiente interno davvero elegante. Il personale è gentile e professionale. Per quanto riguarda il cibo, invece, ci siamo ritenuti solo parzialmente soddisfatti. Tutto discretamente buono ma non eccellente, porzioni piccole e prezzi molto alti. It’s become an institution since it opened in 1977, and now, Paper Moon has found its latest home in a 200-year-old neoclassical palazzo square in the centre of the city’s Golden Rectangle fashion district. The second location in the city, following a string of openings aboard, the flagship restaurant only strengthens owners Stefania Galligani and Claudio Berton’s hold on the city’s style scene as proprietors of fashion week’s unofficial post-catwalk canteen. Hong Kong-based design firm AB Concept has thoughtfully restored the handsome villa, originally built in 1830 by architect Nicola Dordoni for the noble Reina family. Dove grey walls, minimal lighting by glassmaker Lasvit and custom furniture by Promemoria leave space for the building’s exquisite original features — vaulted frescoed ceilings and Venetian terrazzo floors — to breathe. Giardino boasts a slightly more sophisticated bill of fare than its sister location across the road. The original sprawling menu has been whittled down and refined to a mostly seafood offering: king crab with confit tomatoes, scallops with zucchini flowers and whole grilled lobster sit alongside meatier dishes like pan-seared beef with black truffle and farm-grown chicken with lemon. Outdoors, a sunny courtyard has been purpose-designed for Milan’s generous months of warm weather. But come fashion week, make sure you’re on the list.

With it’s garden this place is a jewel in the middle of the quadrilatero. The food is always great. I used to come to the papermoon across the street since I was a kid. The portions are bigger than before (the comments before mine were... complaining about that). The only problem is the hostess at the entrance that told me I couldn’t have lunch (I was with my two girls 8 and 6 years) because I arrived 10 min late than my reservation. More

Absolutely amazing! The place, the interior, the dishes, especially combination of ingredients in meals and most importantly the opportunity to shut yourself away with your loved one. Despite the fact that the restaurant was full of customers, a very special atmosphere reigned where you could... still have a conversation and hear everyone at your table. Booked this restaurant on 29 Dec for dinner. The restaurant is located in Via Napoleone, categorized as fine dining. The service is good, waiter pays pay attention to the customer. Food is also good, however, it's very much expensive .e.g. the lobster and spaghetti costs... you Euro43!! Believe you can get the same quality in other restaurant or Euro23. If you are not expend-or, you may want find somewhere else to get the money worth. If you don't care the dollar, then this is a good restaurant, dessert is nice, especially the tiramisu. It's good to try once, but won't be back b/c it's too pricey. More

I stayed in Milan for six weeks and, after having read about this restaurant in the Corriere della Sera not only once, I went there personally to reserve a table for a Saturday lunch. I was definitely lucky to meet Rodica, who received me with... a lot of warmth and some good additional advice as for Milan. Having liked my first lunch so much I definitely returned five more times. Unfortunately, due to a special diet I have to follow, my food choices are restricted, but I am deeply thankful that the chef did not hesitate to adapt dishes to my needs. For instance, the home made pasta was prepared just for me with freshly sautéed cherry tomates instead of sugo and panna, which turned out to be one of the best pasta dishes in my life. The fritto misto is of rare quality and the risotto milanese, served with tuna, a true delight. All these delights shine even more in the special atmosphere of a wonderful (winter) garden and to feel, especially on Sundays, that this is one of the very places the Milanesi like to take out their families and friends. As for service, I would like to thank especially Rey and Joseph, their warmth and generosity went far beyond just a professional approach. More

This is an elegant location close to the shopping streets with a beautiful garden inside. We got fishes and the quality was great, I tasted pin-squib and codfish, two excellent plates. Absolutely fabulous restaurant, upscale, elegant, fashionable & buzzing with well heeled locals & visitors alike. The location is in the heart of the quadrilateral but tucked slightly away so it’s unlikely you’d fall upon it. The restaurant is made up of a series of small... rooms, plus the much coveted garden. The location and outdoor patio at Paper Moon is really lovely. Unfortunately, we had very poor service, which affected our experience there. No one came to our table for quite a while to take our drink order. When we finally did get to order drinks,... it took a long time to get them. Our waiter was rather curt with us when taking our food order as well. It took a long time for our food to come out, when it seemed like others around us who had been seated after us were already getting their food. They did not cook my steak properly and when I sent it back, they had prepared me a new one that was just as rare as the first. The waiter never came to our table while we were waiting for our food to see if we needed anything or to explain why the food was taking so long. There are so many good restaurants in Milan - we had been to Il Salumaio the night before and it was nearly perfect. Go there instead! More

I have been going to this restaurant for quite some time now. The food is always expertly prepared and delicious . This past Wednesday I was there for dinner and the service was definitely not the same standard as I have been used to. Not... as attentive or friendly. Despite the amazing reviews and high expectations, this was by far our worst dining experience in all of Italy on a ten day trip visiting many cities. It was also the priciest dinner, which has nothing to do with the one star. My daughter and... I were first greeted by a rude and snobbish hostess who proceeded to offer us only a table in the back corner of the garden. When we pointed out that there were three open tables in the center, she said they were reserved for four people or more. We opted to dine indoors where it felt like a sauna, and five minutes after being seated, we watched her escort two people to one of those tables “reserved for four.” Both my daughter and I were dressed appropriately in evening dresses so we could not imagine why we were made to feel unwelcome. Our waiter was nice man but just a terrible server. Some examples would be having to ask for times for more sparkling water. Four! We sat with empty wine glasses for about 40 minutes. Our two pasta dishes were served ice cold and tasted mediocre at best even after they brought out new dishes. The waiter sent the manager to us who apologized for the cold food but did nothing more. The only part of our meal we loved was dessert which was a passionfruit mousse of some kind. I would never ever recommend this restaurant to anyone !! It is VERY overrated. More

When in Milan you NEED to visit this restaurant. A little hidden behind some streets you will find this beautiful restaurant and will be greeted at the door by the hostess. Settled at the table we got served by Mike of Mikel. Originally from Jamaica... he now lived in Italy and spoken very good Dutch as well, what was a very nice surprise as we are from Amsterdam. Big shout out to him and the service this was fenomenale. We had the pasta and the squid. Both extremely nice and and absolute 9,5. Combined with some good wine, I think we were one of the last the leave the restaurant. If you are in Milan and you would like to have a nice fancy dinner this is absolutely the place. Not cheap but for sure worth it! PS: As dessert take the Sfera Cioccolato, best chocolade for sure. More

Lovely setting BUT indifferent service. A place to be seen....Good quality ingredients but I've had tastier. Huge portion of Gazpacho but not that great.. We had our first lunch in Milan here and it was a great experience. We were given window seats facing the garden which it was a very romantic experience. The food was fresh and delicious and the service by our waiter (Ansol) was the best.... Highly recommend this restaurant to everyone. Tip: do dress up and feel fabulous! More

This is not my first time dining there, and I would not mind dining there every time am in Milan. I have been to their new adventure Papermoon London just a week before this dinner, I had the feeling that the Milan restaurant is still... in the lead of setting a good example for the other branches - they have recently opened one in London, one in Hong Kong. Anyway, the dinner is absolutely up to my expectation - we ordered seafood mainly, they are fresh and tasty; we also ordered dessert (must try their Tiramisu). One of the waiters called Fabrizio was so helpful and attentive - he could even speak some Chinese! He made the dinner atmosphere so delightful and easy going as our next table Chinese dinners can only use translation app to manage everything. It was a wonderful night! More

We had lunch here on a Sunday and we were happy with our experience though the service was a bit discourteous. The atmosphere was nice and soothing. The meals were delicious. Especially gnocchi with truffles was my favorite. Prices were in Milan range as well.... Make sure you have reservation, otherwise it might be difficult to find a table. More

What Happens When a Happening Place Becomes Too Hot

City officials worked to make Milan attractive to visitors, but now that some neighborhoods are overwhelmed by rowdy crowds and noise, they’re trying to scale back.

Packed bars with carousing revelers spilling onto clogged streets. Takeaway booze swigged by drunken tourists and students. Earsplitting volumes in once quiet residential neighborhoods long after midnight.

When Milan’s authorities embarked years ago on plans to promote the city as a buzzy destination by building on its reputation as Italy’s hip fashion and design capital, the resulting noise and rowdy overcrowding were perhaps not quite what they had in mind.

Now, after years of complaints and a series of lawsuits, the city has passed an ordinance to strictly limit the sale of takeaway food and beverages after midnight — and not much later on weekends — in “movida” areas, a Spanish term that Italians have adopted to describe outdoor nightlife. It will go into effect next week and be in force until Nov. 11.

Outdoor seating for restaurants and bars will also end at 12:30 a.m. on weekdays, and an hour later on weekends, so that people who want to party longer will have to do so indoors.

The businesses that have profited from Milan’s success in promoting itself as a happening city are grumbling.

One trade association complained that the ordinance was so strict that Italians would no longer be able to take a late-night stroll with a gelato in hand.

Marco Granelli, the Milan council member who is responsible for public security, said those fears were overblown. Eating gelato on the fly would not be a problem, he said.

The ordinance, he said, was aimed at dealing with “behavior that impacts on residential neighborhoods” and with takeaway alcoholic drinks, which are seen as the main reason late-night revelers linger on certain streets and squares. “It’s clear that ice cream, pizza or brioches don’t create overcrowding,” he said.

Marco Barbieri, secretary general for the Milan branch of the Italian retailers’ association Confcommercio, said his group would fight the ordinance, which he estimated would affect about 30 percent of the city’s 10,000 restaurants and bars. The new rules, he said, would penalize retailers for the bad behavior of their customers.

But residents have been complaining about Milan nightlife for a while.

“It’s a nightmare,” said Gabriella Valassina of the Navigli Committee, one of several citizen’s groups formed to address the increasing numbers of people — and decibel levels — in Milan’s historic neighborhoods.

She outlined a list of complaints: noise pollution (peaks of 87 decibels, well over the allowed 55, according to municipal limits ); streets so packed with revelers that it is hard to walk or even reach one’s front door; an exodus of fed-up locals that is changing the character of picturesque neighborhoods.

With the new rules, the city has allocated 170,000 euros, a little over $180,000, to help bar owners hire private security services to stop revelers from loitering on the streets outside their establishments. And it is working with police unions to modify contracts to allow more officers to work night shifts to enforce the new rules.

The city may have been motivated to act more forcefully after decisions by local and national courts in Italy have sided with residents who sued city administrations for not reining in nighttime chaos.

Elena Montafia, a spokeswoman for the Milano Degrado, a neighborhood association, is one of 34 residents of the Porta Venezia neighborhood suing the municipal government and asking for damages on the grounds that inaction to their complaints had put their health at risk.

“Living in Milan has become really difficult,” she said, adding that it was only after a decade of pleading with unresponsive local administrators that she and the other residents had decided to go down the legal route.

Still, she and others doubted that the new ordinance would change much, and that enforcement would be a problem.

“When you have so many people around, there isn’t a law that is going to make them go home; it’s impossible,” especially because the crowds normally far outnumber police officers, said Fabrizio Ferretti, the manager of Funky, a bar in Navigli, one of the affected neighborhoods. He acknowledged he was persona non grata with the owners of the apartments above his bar.

The predicament that Milan finds itself in today comes after years of efforts by leaders to broaden the city’s image from Italy’s financial and industrial capital to a more service-oriented, tourist-friendly one.

A succession of municipal governments has also encouraged the development of the city’s less central neighborhoods, said Alessandro Balducci, who teaches planning and urban policies at the Politecnico di Milano.

One of the inspirations was the Fuorisalone, the sprawling network of events related to Milan Design Week, the design world’s largest annual global event, that “gave new life to neighborhoods that were in the shadows,” he said. “Even for the Milanese, it was a rediscovery of their city.”

There had been an increase, too, in the number of universities in the city — eight now — as well as design and fashion programs run by private institutes. Milanese universities are also increasingly offering courses in English to broaden their international appeal.

Today, students have replaced many of the laborers who once worked in now-closed factories — for automobiles, chemicals and heavy machinery — that had made Milan an industrial powerhouse, Mr. Balducci said.

The University of Milano-Bicocca , for example, opened some 25 years ago on the site of an abandoned Pirelli factory.

That surge in students is clearly evident in terms of how the nightlife has evolved, he said.

On top of that, he added, after the coronavirus pandemic, bars and restaurants replaced shops in many neighborhoods, accelerating the changing faces of those areas.

Last year, about 8.5 million visitors came to Milan — not counting those who didn’t stay overnight, according to YesMilano, the city’s tourism site. That was well over the 3.2 million visitors who slept in Milan in 2004 and the five million who did in 2016, according to Istat, the national statistics agency.

The Navigli neighborhood — a former working-class area built around two of Milan’s most scenic remaining canals — has experienced some of the most profound transformation in the city, evolving from a charmingly run-down district crossed by picturesque bridges into a hip quarter full of restaurants and bars.

Shops that catered to residents closed down, in part because rising rents and the general mayhem forced out many, including artists and artisans, residents say.

“The soul of the neighborhood is very different now,” said Ms. Valassina, of the Navigli Committee. “City administrations favored the idea of gentrification, thinking it was a positive objective. Instead, they altered the DNA of the neighborhood.”

On a recent evening, throngs of tourists, students and locals strolled along a canal, past sign after sign offering takeaway beer, wine or cocktails. Bars quickly filled, and the spillover crowds moved to the adjacent street, forcing passers-by to slalom through the crowds.

Some young revelers said they had doubts about the effectiveness of the new law.

“Young people are going to do what they do anyway; they’ll find different ways to get around it,” said Albassa Wane, 24, who is originally from Dakar, Senegal, and is an intern at a fashion label who has lived in Milan for five years.
