 I became interested in the field of law after taking a criminology class in my first year of undergrad. I was amazed at some of the statistics regarding disproportionate sentencing and the challenges certain criminals faced when they were released from prison as they attempted to assimilate back into society. Compounding with this new statistical knowledge, was a situation in which I was asked to pull over to the side during a routine traffic stop. I wondered if it was possible that part of the reason I was pulled over was due to the fact that I’m a person of color. Having this direct experience reminded me of what I read in class, and was immediately looking for ways to get involved in some small way in rectifying small injustices. When I mentioned to my parents that I was the only one being asked to pull over, my father mentioned that when I was too young to remember, he served a small sentence for possession of marijuana, despite having a medical prescription to manage chronic pain. What disturbed me the most about this epiphany about injustice was that there were examples that were far worse than both mine and my father’s.

This topic is your chance to describe an event or experience from your formative years that you think influenced your decision to want to apply to law school. This topic is a variation of the “why do you want to study law” interview question, which you will get a chance to practice in your law school mock interview . Programs ask this question because they want to get an idea of who you are as a person and what makes you right for this career path. Leveraging critical events or experiences from your background also allows you to demonstrate how the skills and proclivities you gained during these years will help you contribute to their program. While there aren’t any “wrong” personal experiences that may have led to your decision to pursue a career in law, an admissions committee is looking for specific details about your past, such as accomplishments or memorable moments that tell a story about who you are. Growing up as the child of a politician and a professor of criminal justice, I travelled around the country a lot as my parents had new career opportunities. Because both of my parents were heavily involved in various community service programs, I was also exposed to a lot of the incongruities in outcomes among families of diverse backgrounds. Having parents who were working in a very closely related field to law, I had the benefit of early exposure to some of the issues that the field faces, and the people they often encounter. Despite the frequent travel, one thing that I took for granted prior to campaigning around with my father was how stable my upbringing was. All my needs were constantly met, and I never had to worry about the things that were often addressed in certain social services programs like meal plans, financial services, and homelessness. This realization sparked the development of my critical thinking about social issues.

One year, my dad had been working on implementing a new social service program focusing on investments for families with disabilities or financial strife. During the campaign in which he was promoting this new development and ensuring various cities could provide the educational resources for those who wanted to access this program, we were visiting some of the families who were among the first to access it. We were sitting down with the family at their home to discuss what the program would involve. The family included two young children and their mother. She explained that her husband passed away from a work accident, and while she was able to work from home to support her children, it was still difficult to balance other needs with supporting them financially. Seeing how emotional and grateful she was for what my father had developed was inspiring to witness, and I knew immediately that I wanted to follow in my parents’ footsteps and get involved in something similar.

Law schools want to identify the students who they think can not only succeed in their program, but who can also improve the reputation of their program. In other words, these kinds of prompts are asking “why our school?” Your long-term career goals should explain what you hope to achieve in five to ten years from now, and how you think the program can help you achieve those goals. Take this opportunity to outline one or more of your major goals and the steps you can take to achieve them. To impress the admissions committee, make your answer personal but also organized, detailed, and concise. Admissions committees read hundreds of essays from applicants, so you want to show that your goals have been the subject of deliberation and that you’re serious about executing them. Anyone can have goals. A committee is looking for someone who can deliver on those goals by developing a plan of action. If you have examples of when you delivered on your goals in the past, you may also use this to support the main content of this essay. Be precise with your wording here, as any vagueness can corrupt the intent behind this topic. Review the program overview to determine what kind of goals you want to highlight in your essay. For instance, if a program emphasizes community outreach and diversity, mention a volunteering experience involving a situation where you were directly involve in such initiatives, and how this contributed to your long-term goals.

In my sophomore year of college, I joined my school’s journal team for the philosophy section of the monthly issue. Most of the philosophy content was comprised of recent developments in the field from contributions made by our faculty and students. My job was to read various submissions from the student body about topics within the field of philosophy. One of the essays I read was about how implicit bias affects admissions rates among different races, ethnicities, ages, and sex/genders, which I found so profoundly interesting that I decided I wanted to investigate this issue further. In my studies, I learned about the Civil Rights Act of 1964 that introduced the term ‘affirmative action’ in an attempt to remedy the alleged discrimination taking place within schools and workplaces. I also learned that while schools no longer employ an affirmative action framework for admissions, they still focus on trying to make their student body diverse though a more qualitative metric. Learning about the fact that discrimination still takes place on the implicit level was what inspired me to want to be an advocate for diversity. My goal was to promulgate the inaccessibility of certain educational resources that prevent people from being able to attend a post-secondary institution. I was able to find an organization in my community that was partnered with one of the local high schools to help low-income students afford college.

My goal since then hasn’t changed. My primary long-term career goal is to become a lobbyist so I can integrate the reality of disparate outcomes among different classes of social groups into government decisions and actions. This will give me the best chance to become a spokesperson for the issues that affect my clients so I can make the case for certain actions that will improve the outcomes for specific groups of people. My long-term goal is to have my own lobbying firm, but I know that to gain the necessary experience, I will want to join a lobbying firm that has a reputation of championing the issues and client base that I can effectively represent. Because I know that in order to realize this goal I will have to apply for a line of credit and build a reputation through networking and other advocacy initiatives, a key step to achieving this goal is to apply for the internship offered at your program for congressional aide. This internship will give me the opportunity to develop key relationships with influential members within the field, and gain the experience I need handling research and other administrative tasks that are crucial to becoming lobbyist, and eventually opening my own firm. Being someone who is already familiar with how to conduct quality research to build persuasive arguments as per my training in philosophy, I know that if I continue to refine my public speaking skills and knowledge through your program in law, my goal is attainable.

The issue I want to address is the difficulty some groups of students have in accessing higher education. I believe that everybody should be able to attend college or university if they wish to, and the fact that there are still many barriers is an issue that deserves more attention. I hope that you will consider my zealous attitude toward achieving my goals within the field of law as evidence of my ability to thrive in your program.

For those who have long argued against the use of noncompetes, this moment has been a long time coming. While the rule already faces legal challenges, company leaders would be well advised to make sure they understand what’s in the rule, its potential impact, and what it could mean for employees. Far from being an anti-business rule, the ban on noncompetes stands to spur innovation and grow markets.

TikTok and its parent company on Tuesday filed a legal challenge against the United States over a law that President Biden signed last month outlawing the app nationwide unless it finds a buyer within a year.

In the petition filed in the Court of Appeals for the District of Columbia Circuit, the company said the legislation exceeds the bounds of the constitution and suppresses the speech of millions of Americans.

"Banning TikTok is so obviously unconstitutional, in fact, that even the Act's sponsors recognized that reality, and therefore have tried mightily to depict the law not as a ban at all, but merely a regulation of TikTok's ownership," according to the filing.

The law, passed through Congress at lightning speed, which caught many inside TikTok off guard, is intended to force TikTok to be sold to a non-Chinese company in nine months, with the possibility of a three month extension if a possible sale is in play.

Yet lawyers for TikTok say the law offers the company a false choice, since fully divesting from its parent company, ByteDance, is "simply not possible: not commercially, not technologically, not legally," the challenge states. "And certainly not on the 270-day timeline required by the Act."

Anupam Chander, a law professor at Georgetown University who specializes in technology regulations, said if TikTok loses this legal fight, it will likely shut down in the U.S.

"The problem for TikTok is that they have a parent company that has these obligation in China, but they're trying to live by free speech rules by the United States," Chander said in an interview. "The question is whether American courts will believe that that's even possible."

Constitutional scholars say there are few ways for the government to restrict speech in a way that would survive a legal challenge. One of those ways is if the government can demonstrate a national security risk. Also key, legal experts say, is the government showing the speech suppression was the least restrictive option on the table.

TikTok said Congress ignored less restrictive ways of addressing the government's national security concerns.

"If Congress can do this, it can circumvent the First Amendment by invoking national security and ordering the publisher of any individual newspaper or website to sell to avoid being shut down," the filing states. "And for TikTok, any such divestiture would disconnect Americans from the rest of the global community."

Since more than 90% of TikTok's users are outside of America, Georgetown's Chander said selling the U.S.-based app to a different owner would cannibalize its own business.

"You can't really create a TikTok U.S., while having a different company manage TikTok Canada," Chander said in an interview. "What you're doing essentially is creating a rival between two TikToks," he said. " It may be better to take your marbles out of the United States and hope to make money outside of the U.S., rather than sell it at a fire-sale price."

The filing sets off what could be the most important battle for TikTok. It has been fending off legal challenges to its existence since former President Trump first sought to ban the app through an executive order in the summer of 2020. That effort was blocked by federal courts.

Since then, Democrats and Republicans have shown a rare moment of unity around calls to pressure TikTok to sever its ties with ByteDance, the Beijing-based tech giant that owns the video-streaming app.

Trump's Ban On TikTok Suffers Another Legal Setback

Congress has never before passed legislation that could outright ban a wildly popular social media app, a gesture the U.S. government has criticized authoritarian nations for doing.

In the case of TikTok, however, lawmakers have called the app a "spy balloon on your phone," emphasizing how the Chinese government could gain access to the personal data of U.S. citizens.

Worries also persist in Washington that Beijing could influence the views of Americans by dictating what videos are boosted on the platform. That concern has only become heightened seven months before a presidential election.

Yet the fears so far indeed remain hypothetical.

There is no publicly available example of the Chinese government attempting to use TikTok as an espionage or data collection tool. And no proof that the Chinese government has ever had a hand over what TikTok's 170 million American users see every day on the app.

TikTok, for its part, says it has invested $2 billion on a plan, dubbed Project Texas, to separate its U.S. operation from its Chinese parent company. It deleted all of Americans' data from foreign servers and relocated all of the data to servers on U.S. soil overseen by the Austin-based tech company Oracle.

While the plan was intended to build trust with U.S. lawmakers and users, reports surfaced showing that data was still moving between staff in California and Beijing.

In the filing on Tuesday, TikTok said it submitted an agreement to the Committee on Foreign Investment in the United States, which has been probing the app for five years, that would allow the U.S. to suspend TikTok if it violated terms set forth in a national security plan.

But, lawyers for TikTok say, the deal was swept aside, "in favor of the politically expedient and punitive approach," the petition states.

Mnuchin claims he will place a bid to buy TikTok, even though app is not for sale

Despite the new law giving TikTok the ultimatum of selling or being shut down, there are many questions around how the app could even be bought by another company or group of investors.

Former Treasury Secretary Steven Mnuchin told NPR on Monday, he is planning to assemble a group of investors to try to purchase TikTok without the app's algorithm.

Mnuchin, who declined to answer additional questions, said in between sessions at the Milken Institute Global Conference in Los Angeles that the proposal to buy the app is still in the works, but he would not say when it would be formally submitted.

One major obstacle in any possible sale of TikTok is a glaring problem: The app is not for sale.

Despite the new law in the U.S., ByteDance says it does not intend to let go of the service. Furthermore, winning the support of China would be necessary, and officials in Beijing are adamantly against any forced sale.

In 2020, amid the Trump administration's clamp down on the app, China added "content-recommendation algorithms" to its export-control list, effectively adding new regulations over how TikTok's all-powerful algorithm could ever be sold.

ByteDance, not TikTok, developed and controls the algorithm that determines what millions see on the app every day. The technology has become the envy of Silicon Valley, and no U.S. tech company has been able dislodge TikTok's firm hold on the short-form video market. Experts say key to its success is its highly engaging and hyper-personalized video-ranking algorithm.

The algorithm, which involves millions of lines of software code developed by thousands of engineers over many years, cannot be easily transferred to the U.S., even if China did allow it, TikTok's challenge states.

Lawyers for TikTok argue that "any severance [of the algorithm] would leave TikTok without access to the recommendation engine that has created a unique style and community that cannot be replicated on any other platform today."

USA TODAY spoke with law experts, including Professor of Law at the University of Colorado Paul Campos, Professor of Law at Sturm College of Law at the University of Denver Martin Katz, and Election Law Professor at the University of Colorado Doug Spencer. Each expert concluded that the U.S. Constitution and U.S. law do not prohibit a convicted criminal from becoming president.

Katz explained that the U.S. Constitution sets out a list of qualifications to become president: the person must be 35 years old, a natural-born citizen, and a resident of the United States for at least 14 years.

"So, a person can meet the qualifications on the Constitutional list even if they are a convicted felon.  And the Constitutional list tends to be seen as exclusive," Katz said in an email to USA TODAY.

Can states create requirements for presidential candidates?

Katz stated that if someone meets the qualifications on the Constitutional list, it is not likely that states could impose additional requirements to get on the ballot for President, such as not having a felony conviction, since the election is at a federal level.

In fact, the 1994 U.S. Supreme Court Case U.S. Term Limits versus Thornton decided that states cannot impose additional restrictions, such as term limits, on their representatives in the federal government beyond those provided by the Constitution.

Campos and Spencer also mentioned a specific case during World War I, in which a man named Eugene Debs ran for president despite his jail sentence.

"Socialist Eugene Debs was imprisoned at the time for publicly opposing the U.S. involvement in World War I, and he didn't win, but he got a couple million votes," Campos said. "It's one of those curious things. Can you hold office while in prison? Well, while it might pose logistical problems, there aren't any laws stopping anyone."

How will the hush money trial affect voting this year?

While, yes, there are no laws keeping someone convicted of a crime from appearing on the 2024 General Election ballot, Spencer asks voters, "Do you really want a felon running your country?"

Whether or not Trump is convicted in his current trial, he is still the presumptive Republican presidential nominee. And if the Republican National Convention chooses him as expected, voters will see his name on their Nov. 4 election ballots.

"If he's found guilty, voters in the country should take that into account when they make their vote. Voters should choose law-abiding citizens to run the country," Spencer said.

Gov. Ron DeSantis regularly jets around the state.

Stops over the last month have included Coral Gables, Jacksonville and Cape Canaveral , all to sign bills passed by the Florida Legislature earlier this year.

His constituents may know DeSantis went to these three cities, but they won't know how much it cost them. The state says such financial records are exempt from public records disclosure, citing a 2023 law geared at concealing certain information to prevent the endangerment of the governor and other officials.

A total amount for how much is spent on the governor's travel is released every year by the Florida Department of Law Enforcement, but the agency recently denied a public records request from the USA TODAY NETWORK-Florida seeking a detailed breakdown.

Open government advocates and others argue the new law prevents the public from clearly knowing whether personal and political trips, which shouldn't be paid for with tax dollars, were kept separate from official travel.

"I don't understand this inconsistency.... He was at a public event, it doesn't make any sense to protect that," said Michael Barfield, director of public access initiatives for the Florida Center for Government Accountability, which has filed multiple public records lawsuits against the governor. "It's my understanding the legislation did not preclude the release of financial amounts."

He wasn't the only one given that impression.

State Rep. Anna Eskamani, an Orlando Democrat, asked a sponsor of the legislation ( SB 1616 ) about financial transparency on the House floor in early May 2023: "How do you strike the balance between ensuring that the public still knows how their money is being spent with travel?"

“None of the finances that are currently public records ... or the reports that are currently available are changing,” replied Rep. Jeff Holcomb, R-Spring Hill.

In a phone interview with a reporter a year later, Eskamani said the GOP supporters of the bill should now be working to get such information out to the public.

"Based on the constant response by the bill sponsor and by others who attempted to say that this bill was all about safety and security, the impression by those in support of the bill was that this information would still be made available," Eskamani said. "I never bought that reasoning or that excuse, but that was definitely what they were pitching to their colleagues."

On the road again: Florida governors' travels long a topic of interest

The travel of Florida's governors has been a topic of intrigue and controversy for decades . Attention on DeSantis' travel ramped up even more when he was barnstorming the nation in the months leading up to his unsuccessful presidential campaign, which formally began on May 24, 2023.

FDLE's report, released in August , showed that it spent more than $8 million protecting and transporting the governor during the 2022-23 fiscal year. It marked a multi-million dollar increase in spending over the previous year.

The law enforcement agency denied the USA TODAY Network-Florida's breakdown request in early May, about nine months after it was made.

The governor's office has not responded to requests for comment, but representatives of DeSantis have previously dismissed concerns about his travel practices.

"The state does not coordinate or plan political travel, nor does the taxpayer fund political travel," spokesperson Bryan Griffin said in an email last year.

Dana Kelly, an FDLE spokesperson, responded via email only that the annual report is "the public record of expenses."

The law took effect on May 11, 2023, the day DeSantis signed it .

“With the security situation, how you do patterns of movements, if you’re somebody that is targeted, which unfortunately I am, and I get a lot of threats, that could be something that could be helpful for people that may not want to do good things,” DeSantis said at the time.

And that's how the bill's GOP champions framed the exemption, which also concealed records about who visits the governor's mansion. The law applies not just to the governor but his immediate family, as well as the House speaker, Senate president and state Supreme Court chief justice.

"We are government in the sunshine," said state Sen. Jonathan Martin, a bill sponsor and Fort Myers Republican, on the Senate floor. "This allows us to continue to do that in these new and interesting times that we find ourselves, where seemingly innocent information can be conglomerated to reveal very personal aspects of your life."

And Holcomb said before the House vote, "unfortunately, this very simple bill that is truly about the safety and security of our most senior elected officials has become politicized," responding to a slew of criticism from lawmakers on the other side of the aisle.

Eskamani wasn't the only legislative Democrat who had doubts. All of them voted against the measure.

"If someone is running for president and they hold the governor's office, that travel should be transparent, and those finances and all of those things and whatever they do should be transparent," said Rep. Michele Rayner, D-St. Petersburg.

Holcomb and Martin didn't respond to requests for comments.

Transparency advocates call foul on latest records exemption

American Oversight, a government accountability watchdog that sued the governor's office for alleged public records violations a couple of months ago , said the law doesn’t apply to expenditures. In an emailed statement, the group pointed out that the Florida Constitution requires that any exemption “shall be no broader than necessary to accomplish the stated purpose of the law.” 

“That means that the exemption must be interpreted narrowly (in line with its stated purpose); otherwise, it would be unconstitutional because it would be broader than necessary to accomplish its purpose,” said Ron Fein, American Oversight’s chief counsel. “If a financial record does happen to contain security information covered by the exemption, it can be redacted.” 

The legislation listed out multiple examples of exempt records; Fein says financial records don’t fall under any of them. And he says such records don’t fall under the law’s purpose to prevent records disclosures that “could endanger the protected person.”

The law shouldn’t have been passed in the first place, Fein added: “Not only is it overbroad and probably unconstitutional under the state’s Constitution, it flies in the face of Florida’s commitment to government transparency."

Bobby Block, executive director of Florida's First Amendment Foundation, had warned lawmakers last year about how all-encompassing the exemption could be. Reading the bill, he noticed how it didn't explicitly exclude financial records.

And, as a result, if the state chooses to consider those as exempt security records, it takes legal challenge to contest it. "The time to fight that is before it passes from the legislature," Block said in a recent phone call. "Once it passes its law, and it's a lot harder to push back."

The Washington Post is pushing back. It filed a lawsuit last year in Leon County Circuit Civil court, saying the records exemption law was unconstitutional.

It's a high-profile case that became even more noteworthy after the litigation uncovered that,  as reported by The Post , top DeSantis aides prevented records on taxpayer-funded travel from being released – and retaliated against those who disagreed.

The Florida Center for Government Accountability's Barfield said Florida's public records system, once nationally esteemed for its transparency, was "broken at the state level."

"The bottleneck is in the governor's office," he said, pointing to a News 6 story showing how DeSantis' team reviews public records requests to state agencies.

"They know that our resources are thin to challenge the denial of access to public records, whether it's an excessive fee or an excessive, inordinate delay. And they're taking full advantage of that."

Investigators return to Long Island home of Gilgo Beach serial killing suspect

Police vehicles were seen outside Rex Heuermann's single-family home.

MASSAPEQUA PARK, N.Y. -- Investigators returned Monday to the home of a New York architect charged in a string of slayings known as the Gilgo Beach killings.

State and county police officials descended on Rex Heuermann's rundown, single-family home in Massapequa Park on Long Island sometime before 7 a.m.

They used their vehicles and set up barriers to cordon off the block and raised white tents in front of the red house.

Officers removed boxes and bags of evidence from the house as forensic and crime lab units spent much of the day on site. Officials from the Suffolk County medical examiner’s office also visited.

Spokespersons for the New York State Police and Suffolk County Police Department deferred questions to Suffolk County District Attorney Ray Tierney's office, which declined to comment.

“As District Attorney Tierney has previously stated, the work of the Gilgo Beach Homicide Task force is continuing,” his spokesperson Tania Lopez said in an emailed statement. "We do not comment on investigative steps while ongoing."

Lawyers for Heuermann and his family didn't respond to calls and emails seeking comment Monday, but told local news outlets that his wife and two adult children were not in the home at the time. Heuermann has been in custody since his arrest last July and has maintained his innocence.

Police searched the home, located in a suburban town about 40 miles (64 kilometers) east of Manhattan, for about two weeks after his arrest.

Monday's search also comes about a month after authorities spent more than a week searching in a wooded area in Manorville. The remains of two women were found years earlier in the area, located about 40 miles (64 kilometers) east of Heuermann's home, though he hasn't been charged in those killings.

Heuermann, 60, is expected to be back in court June 18 for a status hearing in Suffolk County Criminal Court in Riverhead. No trial date has been set.

In January, he was charged in the death of a fourth woman, Maureen Brainard-Barnes, who vanished in 2007 and whose remains were found more than three years later along a coastal highway on Long Island.

The formal charges came months after authorities labeled him the prime suspect in the Connecticut mother's death when he was arrested in July in the deaths of three other women.
