INTRODUCTION

Following the successful completion of the processing of the research proposals submitted to NRF under the 2019 Grants Cycle, culminating in the total award of N3.9 billion to support 128 research projects, the Tertiary Education Trust Fund (TETFund) wishes to inform the Nigerian research community, in particular, and the public in general, that President Muhammadu Buhari has approved the sum of N7.5 billion for the current 2020 NRF Grants Cycle. The process of accessing the 2020 NRF grants involves the response to this Call-for-Concept-Notes by the Principal Investigators of the proposed research projects, to be followed later by the submission of full proposals by only those whose concept notes have been evaluated and the research projects are considered fundable.

ELIGIBILITY

Lecturers in any of our public universities, polytechnics and colleges of education in Nigeria are eligible. Multi-Disciplinary and Interdisciplinary research projects, comprising researchers from various disciplines, are most highly encouraged. The Principal Investigator (PI), who must preferably be of professorial cadre in a university, chief lecturer in a polytechnic or college of education, will lead the research team and be personally responsible and held accountable for the conduct of the research. An added requirement is that the PI must be institution based, with the PI’s institution regarded as the Coordinating Institution. However, in line with the approval of Board of Trustees (BOT) of TETFund, additional members of the research team can be drawn from researchers in private tertiary institutions, research institutes, Centres of Excellence and the industry. This is consistent with the global best practice of involving non-governmental organizations and other non-state actors in research projects that are to address national needs.

APPLICATION PROCEDURE

The process of application is entirely on an online platform. The Principal Investigator is expected to visit nrftetfund.gov.ng upon the opening of the Portal, where he or she will be closely guided on the preparation and final submission of the concept note. All the submitted Concept Notes will be evaluated by the National Research Fund Screening and Monitoring Committee (NRFS&MC). The PIs of the successful Concept Notes will be communicated to proceed to the preparation of the Full Proposals which will also be processed online. The PI and, at least a member of the Research Team of an adjudged fundable proposal, shall be invited to defend their proposal before the NRFS&MC. Thereafter, the successful proposals for grant awards will be presented to the Board of Trustees ofTETFund for approval.

Call for Applications: CARTA PhD Fellowships 2025

The Consortium for Advanced Research Training in Africa (CARTA) invites applications for its prestigious PhD Fellowships for the year 2025. CARTA is a collaborative initiative involving eight African universities, four African research institutes, and eight non-African partners. Our mission is to bolster the capacity of African institutions to conduct globally competitive research, with a particular focus on addressing health and development challenges in the region.

CARTA PhD Fellowship

As part of its innovations, CARTA offers a collaborative doctoral training program in public and population health. This program has been developed in response to the great challenges faced by Africa’s institutions of higher education in addressing the training and retention of the next generation of academics in the region. Specifically, CARTA seeks to fund candidates who will be future leaders in their institutions. That is, young, capable, and committed individuals who, in time, will ensure that their universities will be the institutions of choice for future generations of academics and university administrators wishing to make a positive impact on public and population health in Africa.

The multi-disciplinary CARTA PhD fellowship is open to staff members of participating institutions who are interested in conducting their PhD research on topics relevant to the broad fields of public and population health. We welcome applications from any discipline, such as public health, demography, anthropology, communication, and economics, among others, as long as the research question aims to contribute to public and population health issues in Africa. CARTA is committed to gender equity in access to the training programs and governance structure and implements a series of interventions to support the progress of women in academia (see CARTA’s gender position ). Women are therefore particularly encouraged to apply. 

Successful applicants will attend CARTA’s innovative series of Joint Advanced Seminars (JASES) for cohorts of doctoral students admitted and registered in the participating African universities. Both the development and delivery of these courses are jointly led by regional and international experts. The seminars include didactic sessions, discussions, demonstrations, and practice labs. These activities collectively serve to: 

  • Expose students to key theories and concepts, seminal readings, and research methods of disciplines relevant to public and population health; 
  • Train students in critical research skills; and 
  • Build and maintain a network of researchers for scientific collaborations, professional support, and mutually beneficial exchange of scientific resources.

JASes are offered once annually for four years to each cohort and build skills and conceptual depth from year to year. Each JAS runs for 3 to 4 weeks. Specific topics covered in each JAS include the following: 

  • JAS-1 (March 2025) builds critical thinking, technical skills, and other core research competencies, and introduces  students to the essential concepts and seminal articles of the disciplines brought together under CARTA 
  • JAS-2   (November 2025)  focuses on data management and analysis. Fellows learn to use software packages for qualitative and quantitative data management and analyses. Practice sessions use real research data and current software packages for hands-on training 
  • JAS-3   (August 2027)  focuses on data presentation, the doctoral dissertation, and scientific writing and communication skills to facilitate results dissemination and policy engagement 
  • JAS-4   (March 2028)  addresses professional development including skills necessary to manage and teach large class sizes, raise and manage research funds, grant writing, and research management.

In 2025, the CARTA program plans to offer up to 15 PhD fellowships and two additional fellowships reserved for staff members of the Somali National University (SNU), Somalia, who will be mentored by one of the CARTA partners, Makerere University, Uganda. The fellowships, which are tenable at the CARTA African universities, include the following benefits:

  • The cost of the fellow’s participation in the advanced seminars; 
  • A modest monthly stipend; moderate support for research activities; 
  • A laptop loaded with relevant software;
  • Funds to attend one international conference; and 
  • Support to participate in training programs of choice. 

Note : The CARTA fellowships run for a maximum of four years. Fellowships will only cover tuition fees, medical insurance, and travel support for fellows registered at a partner institution different from their own.

Respective African partner institutions need to commit to continue paying fellows’ salaries (or equivalent) as faculty members and to modify their workloads for the fellows, to enable them to fully participate in CARTA-organized activities pertaining to their PhD program and also to concentrate on their PhD studies. The partner institutions will also need to commit to waive the fellows’ fees if they are registered at the institution where they are employed. Fellows are encouraged to seek supplemental funding to cover additional costs of their doctoral program.

  • University of the Witwatersrand, South Africa (Wits can only nominate staff members who are citizens of an African LMIC outside of South Africa)
  • Somali National University, Somalia (through collaboration with Makerere University)
  • African Population and Health Research Center, Kenya
  • Agincourt Health and Population Unit, South Africa
  • Ifakara Health Institute, Tanzania

Eligibility

  • A Master’s degree in a relevant field.
  • Prior admission into a PhD program is not required for application but awards are contingent on such admission being obtained at one of the participating African universities.
  • Applicants for this program  must be full-time teaching or research staff at one of the participating African institutions  and should be committed to contributing towards building capacity at their institutions.
  • Applicant’s PhD research proposal must be related to public and population health.
  • Fellowships are only open to individuals who have not yet registered for a PhD or are in the very early stages (first year) of the PhD program and are yet to define their research proposal. Fellows seeking support to complete a PhD or secure an additional PhD are not eligible to apply.
  • Applicants must commit to participation in all four annual residential Joint Advanced Seminars (JASes), and to engage in inter-seminar activities designed to keep fellows actively engaged and in continual communication with peers and mentors.
  • Male applicants must be under the age of 40 years and female applicants under the age 45 years.

Application Procedure

  • Contact the CARTA focal person at your institution to discuss your interest and obtain application materials. Application forms may also be downloaded below .
  • At this point, applicants are expected to submit their application forms and reference letters by April 15, 2024, to the Focal Persons at partner institutions WITH A COPY TO THE SECRETARIAT ( [email protected] ) . You can access the application here.  
  • CARTA partner institutions will nominate candidates who will be invited for the full application process. The institutional selection will take place between April 15 and May 15, 2024 . Institutions must submit a completed University CARTA PhD Fellowships Applications Screening Form by May 15, 2024 .
  • Only those who are nominated by their institutions will be invited to submit a full application between June 1 and July 15, 2024 . 

a. The full application includes:

  • A full research proposal
  • Letter of support from their institution committing to modify the workloads for the fellows, to enable them to fully participate in CARTA-organized activities pertaining to their PhD program and to waive the fellows’ fees if they are registered at the institution where they are employed. 
  • Critical review of a scientific article
  • Numeracy task 
  • Critical thinking task 
  • Understanding plagiarism course 
  • Basic Health Research Ethics course 

b. Applications will be accepted ONLY through the official portal. Nominated candidates need to make sure to receive an official ID to log in and submit within the time stipulated by the system. No late or incomplete application will be considered under any circumstance.

5. Final fellowship decision, which is independent of the university nomination, will be communicated by the CARTA Secretariat by  November 1, 2024 .

WHO WE ARE // ADDRF

African doctoral dissertation research fellowship (addrf).

In line with its mission to build sustainable research capacity in sub-Saharan Africa, APHRC in partnership with the International Development Research Centre (IDRC), established the African Doctoral Dissertation Research Fellowships (ADDRF) Program in 2008. The goals of the ADDRF program are to facilitate more rigorous engagement of doctoral students in health systems research, to provide them with an opportunity for timely completion of their doctoral training, and to launch fellows as independent scholars and support them to generate and contribute to health systems and policy evidence. Taken together, these are expected to lead to higher retention of a new generation of highly-skilled and locally-trained African scholars in research and academic positions within the region.

The African Doctoral Dissertation Research Fellowships are awarded to advanced doctoral students who are within two years of completing their doctoral thesis at an African university. The fellowships target candidates whose dissertation topics address health policy or health systems issues.

Funding The Program is currently funded by IDRC, the UK Department for International Development (DFID) through a grant to the London School of Hygiene and Tropical Medicine for the What Works to Prevent Violence against Women and Girls in Conflict and Humanitarian Settings project, Pathfinder International, which aims to support two fellows working in the Population, Health and the Environment (PHE field) and Bill and Melinda Gates Foundation which is funding five fellows working on sanitation management policy and practice, focused on fecal waste management. Previous phases of the ADDRF program have been co-funded by the Ford Foundation, the Bill and Melinda Gates Foundation through a project grant to APHRC, and the UK Department for International Development (DFID) through a grant to the Population Council for the Strengthening Evidence for Programming on Unintended Pregnancy (STEP UP) Research Programme Consortium.

Between 2014 and 2016, the Program awarded 60 dissertation fellowships (16 in 2014, 23 in 2015, and 21 in 2016) that were funded by IDRC (Grant Number 107508-001). In 2014, one additional fellowship supported by the Bill and Melinda Gates Foundation was awarded to a doctoral student conducting research on the governance of the Free Maternal and Child Healthcare Programme in Enugu State, Southeast Nigeria. In 2015, the Program also awarded seven (7) fellowships to support doctoral research on HIV/AIDS Prevention and Vaccine Trials in West Africa. These 7 fellowships are supported by IDRC as part of a separate grant. The goal of these fellowships is to contribute to the creation of sustainable capacity and leadership to conduct HIV/AIDS prevention trials with special focus on innovations in HIV/AIDS prevention technologies, particularly HIV vaccines in the following countries: Benin, Gambia, Guinea Bissau, Nigeria and Senegal. In 2016, two fellowships supported by DFID were awarded to doctoral students working on projects related to the prevention of gender-based violence and violence against women and girls (VAWG).

The Program also continued to support 133 doctoral fellows who were awarded fellowships between 2008 and 2013 with grants from various funders including IDRC, Ford Foundation, Bill and Melinda Gates Foundation, and the Foreign, Commonwealth & Development Office (FCDO) formerly the Department for International Development (DFID).

In 2014, I left the United Kingdom after earning a master’s degree in medical physics at the University of Aberdeen, followed by clinical training at the Royal Marsden Hospital hospital in Sutton, London. When I returned to Nigeria, I enrolled in a PhD programme, also in medical physics, at the Obafemi Awolowo University in Ile-Ife.

Epidemiological research is an important tool to assess health effects in populations and can be used to optimise disease surveillance, facilitate outbreak investigation and provide vital evidence for the evaluation of changes in health policy. This is a concentrated   three-week course which will take students through from the basic principles of epidemiology up to the application of statistical methods, such as logistic regression using Stata software.

The aim of the Research Development Fellowship Programme is to provide opportunities for talented health researchers based in Africa, so that they can lead research that is responsive to its African settings and can contribute to reducing the burden of disease. It aims to develop emerging African scientists through developing their skills, experience, confidence and research outputs.

Fellowships offer awardees the opportunity to develop their own research ideas, research skills and capabilities, to grow their research relationships through collaboration and mentorship, and to work towards a substantial research funding proposal.

We receive many updates from AREF Fellows who report how their Fellowship has progressed their career. Many have gone on to win fellowships and grants: this includes funding from institutions including the National Institutes of Health (NIH), Wellcome Trust, African Academy of Sciences (AESA, FLAIR), the UK Medical Research Council (MRC) and others.

Description

The Partnership for skills in Applied Sciences, Engineering and Technology (PASET) is an African-led initiative with the goal of strengthening skills in the Applied Sciences, Engineering and Technology to further socio-economic transformation in sub-Saharan Africa (SSA). The Regional Scholarship and Innovation Fund (Rsif) is the flagship program of PASET. Rsif focuses on transformative technologies that have a far-reaching positive impact on society. It is funded by contributions from African governments, the World Bank and the Government of Korea and facilitated by the International Centre of Insect Physiology and Ecology ( icipe ) in Nairobi, Kenya.

Rsif aims to train quality PhD students and post-doctoral researchers to address the human resource gap of highly qualified specialists in the fields of applied sciences, engineering, and technology (ASET) and to contribute to improving research and innovation capacities in those fields in SSA. Rsif also supports the strengthening of research and innovation ecosystems at selected African Host Universities (AHU) by providing funding through competitive grants. Rsif supports training, research and innovation in five Priority Thematic Areas: (1) ICT including big data and artificial intelligence, (2) Food security and agri-business, (3) Minerals, mining and materials engineering, (4) Energy including renewables and (5) Climate change.

The specific objectives of Rsif are to:

  • Create a stock of highly skilled scientists, professionals and innovators in ASET areas.
  • Identify and nurture young talented Africans who wish to further their studies in ASET fields where expertise is needed most.
  • Address imbalances in the number of women and disadvantaged groups in ASET fields in Africa.
  • Build African university capacity to provide relevant ASET training and to ensure continued investment in scaling up ASET education and workforce.

About the PASET-Rsif PhD Scholarship Program

  • Rsif PhD Scholarships are open to candidates interested in receiving international-quality PhD training.
  • Applicants apply for a scholarship to conduct PhD research in a PASET Priority Thematic Area.
  • Applicants apply simultaneously to the icipe online portal indicating their preference for a PhD program at approved AHUs (a current list of Rsif AHUs and PhD programs is available here ). This is an indication of application to the selected PhD program.
  • The AHU and Rsif selection panels will review applications and make recommendation to the PASET EB for scholarship awards.
  • On award of Rsif Scholarships, awardees must immediately complete registration to the selected Rsif AHU.

The duration of the PhD Scholarship is 3 to 4 years, including 6-12 months in a ‘sandwich’ training placement at an international partner university, research institute or private company. Priority for the scholarships will be given to women and existing young academic faculty who do not have a PhDs. The Rsif scholarships will be awarded in July 2023.

ELIGIBILITY

In order to be eligible for the Rsif PhD Scholarship, applicants must:

  • Be a citizen of Rwanda and Nigeria.
  • Have a relevant master’s degree in one of the fields of study.
  • Meet the specific admission requirements of the Rsif African Host University where they would like to pursue a PhD.
  • Preference will be given to applicants who are 35 years of age and below.
  • Be willing to enroll full-time in a PhD program at an Rsif AHU in the 2023-2024 academic year.
  • Should not be holding another PhD scholarship when applying to the Rsif PhD scholarship.
  • Be willing to spend 6-12 months in a ‘sandwich’ training at an international partner university, research institute or private company.
  • Demonstrate that their research goals are well aligned to the Rsif Priority Thematic Areas and contribute to Africa’s development.

Rsif PhD Scholars will receive the following benefits:

  • The Rsif PhD Scholarship covers university tuition and related fees, competitive stipend to cover living expenses, travel, medical insurance, and research costs.
  • Rsif PhD scholars will be supported to spend 6 -12 months in a ‘sandwich’ training at an international partner university, research institute or private company.
  • Rsif PhD scholars become part of a growing network of emerging leaders in ASET fields in SSA.
  • Rsif PhD scholars will have access to Rsif competitive research grants upon completion of their PhD.

TWAS-Samira Omar Innovation for Sustainability Award

Swedish International Development Cooperation Agency

The Swedish International Development Cooperation Agency ( Sida ) provides essential support to TWAS, OWSD and GenderInSITE. Sida-supported programmes focus on research grants and PhD fellowships in 66 S&T-lagging countries , and support the TWAS Regional Offices and its science diplomacy programme. Sida is a government agency working under the Swedish Foreign Ministry. It administers approximately half of Sweden's budget for development assistance to developing countries.

Under this scheme, grants are awarded to promising high-level research projects in biology, chemistry, mathematics and physics carried out by research units in the S&T-lagging countries identified by TWAS.

Under this scheme, grants are awarded to high-level scientists for interdisciplinary research projects. Each grant supports a collaborative project jointly carried out by two Principal Investigators (PIs) in the S&T-lagging countries identified by TWAS.

Under this scheme, grants are awarded to past grant recipients of the TWAS Research Grant programme who procured equipment through the grant in one of the S&T-lagging countries identified by TWAS.

With the support of the German Federal Ministry of Education and Research (BMBF), UNESCO-TWAS launched a new programme to strengthen the capacity of African countries lagging in science and technology. The programme is aimed at young scientists who are getting established in their country or are about to return home to an academic position. Grants are awarded to promising high-level research projects in Agriculture, Biology, Chemistry, Earth sciences, Engineering, Information Computer Technology, Mathematics, Medical Sciences and Physics carried out in African countries lagging in science and technology identified by TWAS.

The Islamic Development Bank , founded in 1974, works to foster the economic development and social progress of member countries and Muslim communities in accordance with the principles of Islamic Law. It has made significant investments in areas related to science and science capacity, as well as in infrastructure and education. IsDB, based in Jeddah, Saudi Arabia, has 57 member countries. It has regional offices in Rabat, Morocco; Kuala Lumpur, Malaysia; Almaty, Kazakhstan; and Dakar, Senegal. It also has country gateway offices in Ankara, Turkey, and Jakarta, Indonesia, plus field representatives in 14 member countries.

Under this scheme, grants are awarded to teams of 2-5 women for action-based projects which, although scientific in nature, will take them outside the lab to promote practical and tangible change under the umbrella of the “climate action” SDG in their local context. The principal applicant and project leader is a woman scientist, holding a PhD, living and working in a science and technology lagging country (STLC). Co-applicants are either scientists or technical experts in a field relevant to the project, from any developing country.

The Elsevier Foundation

The Elsevier Foundation provides grants to knowledge centered organizations around the world, with a focus on diversity and inclusion in science, technology and health, research in developing countries and global health. Since 2006, the Foundation has awarded more than 100 grants worth over $6 million to non-profit organizations working in these fields. The Elsevier Foundation is a US based, corporate not-for-profit 501(c)(3), funded by Elsevier , a leading scientific, technical and medical information solutions provider.

The DECIMALS fund has been set up to provide grants to small research teams in developing countries, allowing them to analyze the impacts that Solar Radiation Management might have in their regions. It was launched in response to a common concern voiced at SRMGI’s engagement workshops, where local participants often proposed and widely supported the idea that scientists in developing countries should undertake research on the potential local impacts of SRM, noting that there is typically very little funding available to support research in this area.

Solar Radiation Management Governance Initiative

The Organization for Women in Science for the Developing World (OWSD) offers fellowships for women who have completed their PhDs in science, technology, engineering and mathematics subjects and are employed at an academic or scientific research institute in a science and technology lagging country. Early Career fellows will be supported to establish an environment at their institution where they can maintain an international standard of research and attract scholars from all over the world to collaborate.

1. Introduction

This report looks at the journeys of foreign nationals who came to study in the UK, with a particular focus on those entering and leaving the Graduate route. It looks at who is entering the Graduate route, what they do after their Graduate leave expires, and if they extended into other leave. Additionally, it includes early insights on their earnings and employment by linking Home Office visa records to HMRC earnings data.

This report uses data that underpins the Home Office migrant journey statistical publications. The next full update of the Migrant journey covering 2023 is due to be published on 23 May 2024.

The report seeks to complement the Migration Advisory Committee’s (MAC’s) rapid review of the Graduate route published on 14 May 2024.

The report defines a migrant journey as a series of grants of leave to an individual where each grant is no more than 12 months after the expiry of the previous grant. As such, the number of new journeys in a given year within the report will not match the total number of overseas visa grants in the same period as published in the Immigration system statistics.

The Graduate route was introduced in July 2021 and allows foreign students who have successfully completed a UK bachelor’s degree, postgraduate degree or other eligible course to stay in the UK for at least 2 years. Graduate visa holders can work or look for work during this period and may switch to another immigration route at any point.

It is too early to say whether the behaviours of the early adopters of the scheme will be indicative of the behaviours of later cohorts. This also applies when looking at Graduate visa holders’ earnings.

2. The Graduate Journey

What are study visa holders doing after their studies?

The proportion of students granted further leave to remain in the UK following their studies more than tripled between 2019 and 2023, from 18% to 56%.

Over half (56%) the number of students who came to the end of their studies in 2023 had further leave to remain in the UK, mostly on the Graduate route (32%) and other work routes (18%).

  • ‘Other work’ includes all work routes excluding the Graduate route. For example ‘Skilled Worker’ and ‘Skilled Worker - Health and Care’ visas.
  • ‘Other leave’ includes all non-work routes.
  • The numbers at the top of the bars are the total number of people leaving the student route in each year. This includes people whose leave came to end, and people who switched onto another route before their leave expired.

Figure 1 shows the proportion of students who remained in the UK after their studies by switching to another type of leave was between 15% and 20% in 2019 and 2020. This proportion has since increased reaching 52% in 2022 and 56% in 2023. In addition, the number of people leaving the student route increased in each year since 2019 (from 160,104 in 2019 to 350,365 in 2023), so both the number and proportion of students remaining in the UK beyond their studies has increased. While more students appear to be extending their stay by making use of the Graduate visa and other routes, we do not yet know if they will remain in the UK permanently, or whether they are just staying longer.

Before 2021, between 80% and 85% of students held no valid leave to remain in the UK following the expiry of their student leave. This proportion has fallen since 2020, reaching 44% in 2023. This period saw a number of different factors which may have affected the proportion of foreign students remaining in the UK, including the COVID-19 pandemic, the introduction of the Graduate route, and the ending of freedom of movement for EU nationals. It is difficult to unpick the extent to which these factors are impacting recent trends, however 2022 was the first year on record where more than half of student leavers were granted further leave.

Who is on the Graduate route?

The latest Immigration system statistics extensions data shows that 213,250 main applicants and 45,836 dependants were granted Graduate visas between its launch in July 2021 and the end of 2023.

The top 5 nationalities account for almost three-quarters (74%) of Graduate visas issued to main applicants with Indian nationals accounting for 42%.

Table 1 shows that Indian (42%), Nigerian (11%) and Chinese (10%) nationals accounted for two-thirds of those entering the Graduate route in 2023. Indian students were proportionally more likely to switch to the Graduate route, accounting for 42% of Graduate visa grants but only 23% of Student visa expiries between 2021 and 2023; while Chinese students were proportionally less likely, accounting for only 10% of Graduate visa grants but 30% of Student visa expiries.

Those entering the Graduate route tend to be in their mid-to-late 20s, with more than half (58%) being between the ages of 24 and 29. Slightly more (52%) of the 2023 graduate entrants were male than female (48%).

113,105 students switched to the Graduate route in 2023; 69% of these students had been studying for one year or less.

  • Length of study leave is the number of complete years of valid study leave held before switching to the Graduate route.
  • The numbers at the top of the bars are the total number of Graduate route entrants in each year.

Figure 3 shows that more than two-thirds (69%) of people taking up the Graduate route in 2023 had been studying for one year or less, compared with 56% in 2022. ​This is slightly higher than for those extending onto non-Graduate routes, where 60% had studied for one year or less​. This broadly aligns with the length of time students are studying in the UK more generally, with 66% of all students who came to the end of their studies in 2023 having studied for one year or less, up from 58% in 2022.

The increase in people switching within one year follows an increase in the number of one-year study visas being issued, which has more than doubled from 137,885 in 2019 to 298,383 in 2023.

For students who started their studies between 2011 and 2018, two-thirds (66%) held no leave to remain in the UK after 3 years. This fell to 61% for 2019, and 44% for the 2020 cohort who are the latest 3-year cohort. The numbers who hold no leave to remain are indicative of the proportion who should have left the UK at the point of analysis.

What do people do once their Graduate route leave ends?

25,469 people’s Graduate visas had expired by the end of 2023, with 63% switching to other routes.

The chart below presents what foreign students who had switched to the Graduate route did before their Graduate leave expired, indicated by their latest visa. However, it is too early to say whether the behaviours of early adopters of the scheme will be indicative of the behaviours of later cohorts. ​

Figure 4 shows that 63% of the 25,469 people whose Graduate visas had expired by the end of 2023 had switched to another route. Just under half (46%) had switched to a work route (33% extending into Skilled Worker, 9% into Skilled Worker - Health and Care, and 4% into other work routes). Smaller proportions had returned to study (7%) or switched to family (6%) or other routes (5%).

An additional 17,080 people had extended out of the Graduate route despite still holding valid leave at the end of 2023 with the majority (12,549) switching to work routes (with 8,485 into Skilled Worker, and 3,245 into Skilled Worker - Health and Care).

3. Graduate visa holder earnings

This section presents early findings on the earnings and employment of Graduate visa holders by linking Home Office visa records to HMRC’s Pay As You Earn ( PAYE ) Real Time Information ( RTI ) data.

Data is available from July 2021 (when the Graduate route was introduced) to March 2023. This means insights can be provided over one entire financial year, from April 2022 to March 2023. Findings over the whole period are provided where relevant and stated as such.

All figures and tables in this section relate to the PAYE reported gross earnings of main applicant Graduate visa holders who were aged between 18 and 65, whose visa was granted before the start of the period being looked at (and who had not switched onto any other visa type during this period).

Of the approximately 131,000 unique Graduate visa records extracted from Home Office case working systems that were granted between July 2021 and March 2023, 101,000 (77%) yielded a robust match to HMRC’s Migrant Worker Scan ( MWS ) database, allowing for the linking of these records to HMRC PAYE RTI data. A further 9,000 Graduate visas (7%) were partially matched but have been excluded from all analysis as their match was not deemed robust. Most of those who were not successfully matched to MWS are assumed to have never worked in the UK given that the reason they did not match is likely due to them not applying for a National Insurance number. However, there may be a small number of records that did not match due to differences in the information held by the Home Office and HMRC. These unmatched Graduate visa records are counted as unemployed within all figures reporting on proportions of Graduate visa holders in employment but are excluded from all analyses on earnings. See ‘ About the data ’ section for further details on methodology.

How many Graduate visa holders were in employment?

Of all Graduate visa holders in scope to earn across the whole financial year ending 2023, 73% of Graduate visa holders were in employment at some point during financial year ending 2023; however, of this 73%, the majority (63%) were not in employment for the full year.

Figure 5 shows the number of months in which Graduate visa holders worked during this period varied. This generally leaned towards longer spans, with 61% in employment for at least half of the financial year, and a further 27% consistently working throughout this period. Only 12% worked for less than 6 (but more than 0 months) out of the full 12 months, while 27% did not work at all. While figure 5 includes all Graduate visa holders in scope to earn across financial year ending 2023, this includes those who may have only recently graduated before this period and therefore had less time to seek employment.

How long did it take for Graduate visa holders to start earning?

Of all Graduate visa holders in scope to earn across the whole financial year ending 2023 who were in employment at some point in the financial year, 62% of Graduate visa holders were earning in the first month following their visa being granted.

One in ten (10%) started earning in the second month following their visa being granted and this proportion continues to decrease over subsequent months.

  • A small number of Graduate visa holders first earned in months that were more than 12 months following the grant of their visa. These proportions each rounded to zero and have therefore not been shown in figure 6.

How did Graduate visa holder employment differ by demographic characteristics?

Of the top 5 nationalities granted Graduate visas, Nigerian nationals were most likely to have worked at least one month (86%).

Chinese nationals were least likely of the top 5 nationalities to have worked at least one month (60%) and for the full year (18%).

Graduate visa holders aged between 25 to 34 and 35 to 49 were more likely to work at least one month compared to those aged 18 to 24 (both 76% compared to 68%). There was no notable difference in the proportion of Graduate visa holders in employment across gender.

How much did Graduate visa holders earn in each month?

Since the launch of the Graduate route in July 2021, the median monthly pay gradually rose from £1,227 to £1,937 in March 2023.

  • August 2021 represents the first full month of earnings for those granted the Graduate visa in July 2021. This time series looks at each month in isolation and does not track the earnings of the same cohort over time.

While not directly comparable to UK labour market statistics (see ‘ About the data ’ section for further information), this reflects the wider general trend of monthly median earning for the general UK population aged between 18 and 65 across the same period ( Earnings and employment from Pay As You Earn Real Time Information ). Graduate visa holders tended to earn slightly less compared to the general UK population (approximately £300 less as of March 23). However, caution is required when comparing due to variations in cohort composition relative to the general UK population (including factors such as age, region of employment and other characteristics).

How much did Graduate visa holders earn in financial year ending 2023?

The median annual earning for the 73% of Graduate visa holders who were in employment for at least one month in financial year ending 2023 was £17,815. Whereas, for the 27% who were in employment across the entire year, this was £26,460.

Figure 8 shows that 41% of Graduate visa holders who earned in at least one month in financial year ending 2023 earned less than £15,000. 9% of those who earned for the full year earned less than £15,000. For those in employment across the entire year, just under half (46%) earned between £20,000 and £29,999.

How did annual Graduate visa holder earnings differ by demographic characteristics?

Of the top 5 nationalities granted Graduate visas, USA nationals who worked at least one month had a noticeably higher median annual earning during financial year ending 2023 (£21,135).

In comparison, those from Pakistan had a lower median annual earning (£14,402), as did those from China (£15,762). The differences between nationalities amongst those who were employed over the full year are less stark, although the pattern is broadly similar; median earnings for USA nationals sat above the overall level at £28,000, with earnings for Pakistan nationals sitting below the overall level at £24,955.

Graduate visa holders aged between 35 to 49 who worked at least one month had a higher median annual earning (£19,328) compared to those aged between 18 to 24 and 25 to 34 (£17,701 and £17,746 respectively). Men earned a median of £17,792 (£26,879 where employed over the full year) and women earned £17,856 (£25,988 where employed over the full year).

What sectors do Graduate visa holders tend to work in?

Graduate visa holders were most likely to be employed within the administrative and support services sector (25%) followed by health and social work and professional, scientific and technical activities (16% and 14% respectively).

Of all Graduate visa holders in scope to earn across the whole financial year ending 2023 who were in employment at some point in the financial year (As categorised using UK Standard Industrial Classification ( SIC ) codes as defined by the Office for National Statistics ( ONS )).

  • Sectors are based on the UK SIC codes, as defined by the ONS . These codes have been determined from both the Inter-Departmental Business Register ( IDBR ) and data from Companies House for each PAYE enterprise. Sector information is included where available in the data. ‘Other sectors’ contains remaining sectors with below 175 Graduate visa holders earning at some point in financial year ending 2023. Graduate visa holders may have worked in multiple sectors either concurrently across the financial year or even simultaneously.

Graduate visa holders were least likely to be employed in real estate (1%) and transportation and storage sectors (1%). A smaller proportion of Graduate visa holders worked in the administrative and support services sector for the full financial year (19%) compared to the proportion who were in employment in this sector for at least one month (25%). Compared to the other sectors, this relative proportion was notably larger, suggesting Graduate visa holders are more likely to have worked in this sector for a short period compared to other sectors.

Of the 5 largest sectors of Graduate visa holder employment, Nigerian nationals were the most likely to be working in the health and social work sector. 41% of Nigerian nationals were in employment in this sector for at least one month compared to 14% of Indian nationals, 11% of Pakistani nationals, 10% of USA nationals and 3% of Chinese nationals. Pakistani and Indian nationals were most likely to be employed in the administrative and support service activities sector (38% and 33% respectively). Chinese and USA nationals were most likely to be employed in professional, scientific and technical activities (21% of both).

How much do Graduate visa holders working in different sectors earn?

The sector with the highest annual earning for financial year ending 2023 was finance and insurance. The median earning was £34,846 for those who earned for the entire year and £27,879 for who earned in at least one month.

These annual earnings are substantially above the median annual earning for the full cohort (£26,460).

Figure 10 shows that the lowest median annual earning for those Graduate visa holders employed in in at least one month of the financial year ending 2023 was for the accommodation and food service activities sector (£12,805). The administrative and support services sector had the second lowest median annual earning of £14,438 for those who earned in at least one month. The health and social work sector (the second most common sector for Graduate visa holder employment as shown in figure 9) ranked comparatively higher (£16,559). However, those in the administrative and support services sector who worked for the full financial year still earned more than those in the health and social work sector who did the same (£25,550 compared to £24,242).

The gap between the median annual earnings of those working for the full year, compared to those who worked in at least one month, was notably wider for the accommodation and food service activities (£12,805 vs £21,852) and the administrative and support services sectors (£14,438 vs £25,550) compared to the health and social work sector (£16,559 vs £24,242). This suggests that those in these 2 sectors were more likely to be in part-year or seasonal employment compared to those in the health and social work sector.

4. About the data

Migrant journey data

The ‘Migrant journey: user guide’ provides further details on this topic including definitions used, how figures are compiled, data quality and issues arising from figures based on data sourced from an administrative database.

The analysis in this report is based on an earlier data extract than the one which will be used in the upcoming Migrant journey 2023 report. As extracts are taken from a live data-matching system, there may be differences between numbers included in this report and in the upcoming Migrant journey report.

Unless stated otherwise, figures refer to the number of people (main applicants only) whose sponsored study visas and Graduate route extension visas have been successfully matched. Therefore, these figures may not match visa totals published in the Immigration system statistics .

Earnings data

Earnings data used for this report comes from a range of Home Office case working systems. Data is extracted from the Initial Status Analysis ( ISA ) system comprising data from the Case Information Database (CID), the Central Reference System (CRS) and Atlas. This includes data on grant of entry clearance (visas issues) and extensions of stay within the UK.

This data is then matched against HMRC Real Time Information ( RTI ) for Pay As You Earn ( PAYE ) data using the available common identifiers.

Where a visa record had a National Insurance number ( NINo ), this was verified against the Migrant Worker Scan ( MWS ) – a list of individuals who successfully applied for a NINo through the Department for Work and Pensions (DWP) post-16 registration process, or have had a NINo allocated to them as part of their visa granted by the Home Office – before linking to RTI . A record was deemed robust if it matched on at least 5 out of 6 of the following identifiers:

  • date of birth
  • nationality

Where the visa record had no NINo , fuzzy matching to MWS to assign a NINo was done using the same variables. Two primary matching methods are employed:

  • precision matching
  • Levenshtein edit distance ( LED )

Precision matching assesses specific variables from visa data against HMRC tax records. LED is used to match visa applicants with minor input errors in key fields, employing substitution, deletion, and replacement to compare strings. Matches where a NINo was not available were deemed robust if the record matched an MWS record on date of birth, surname, forename and at least 2 out of 3 of the following:

The visa records extracted for the purpose of matching to HMRC records in time to produce analyses for this report were extracted in a bespoke way for this data set. This means the number of records extracted may not necessarily reflect total figures presented in other published statistics for the immigration system.

These data and all figures produced from it are classified as ‘Official Statistics in Development’. This means statistics remain subject to further development and will have a wider degree of uncertainty. Please see ‘Official Statistics in Development’ . New methods are being tested to improve quality and provide better coverage across wider visa routes. Limitations of the data is explained in further detail below.

Further information about the data set used for this analysis

The data set contains all unique Graduate visa records that were successfully extracted from Home Office’ case working information databases and securely shared with HMRC.

The data set only contains main applicant Graduate visas granted to those aged 18 and over. It does not contain information on their dependants.

The data set only includes PAYE employment earnings in the UK and does not contain self-employed earnings or earnings from any other sources. This has meant that a small number of Graduate visa holders counted as unemployed might in fact have been self employed, however, the number of self employed Graduate visa holders is very small.

All figures and tables in this section relate to Graduate visa holders whose visa was granted before the start of the period being looked at and who had not switched onto any other visa type during the period.

We currently are unable to identify hours worked or whether employment is part-time or full-time.

By ‘in employment’ for the full financial year, at least some part of it or in a single month, this refers to the monthly employment level gross pay for this period being greater than £0.

Percentages are rounded to the nearest per cent. Figures are rounded to the nearest £. Where percentages are rounded, they may not total 100% because they have been rounded independently.

Age is calculated as of 5 April 2022 for analyses focusing on financial year ending March 2023 and as of the start of the month for analysis focusing on earnings within each month. All other demographic characteristics are recorded as of the time of the Graduate visa application.

A small number of Graduate visa records were missing an expiry date. All held a grant date. Where an expiry date was missing, one was imputed by adding 2 years to the grant date. This will have likely been the correct expiry date for most of these records where an expiry date was missing, however, if the Graduate visa holder was granted the 3-year visa after completing a PhD or had obtained a Graduate visa under a different expiry date, this imputation may be incorrect.

Sectors are based on the UK SIC codes, as defined by the ONS . These codes have been determined from both the IDBR and data from Companies House for each PAYE enterprise. Sector information is included where available in the data. Graduate visa holders may have worked in multiple sectors either concurrently across the financial year or even simultaneously.

Limitations of the data

While figures are derived from HMRC matched data, figures are calculated using a separate methodology to the UK labour market statistics, jointly produced by HMRC and the ONS , and cannot be directly compared to these statistics. Caution is advised when comparing to any other similar data sources of graduate or UK population earning statistics.

As with all administrative data, there will be a small number of cases where data is missing or has been inputted incorrectly. Some information submitted by employers for RTI is late, missing or incorrect.

Data cleaning was performed prior to analysis to allow for optimal matching outcomes. Duplicated visa data was also removed prior to analysis; however, some may remain in the data. We are exploring the use of an alternative data extraction method for visa records to minimise data processing errors and better reflect other published sources.

While standards for a ‘robust’ match to HMRC data have been set high, matches may still not be 100% accurate. Individuals with near identical personal details may be incorrectly identified as the same person.

Unmatched Graduate visa records are counted as unemployed within all figures reporting on proportions of Graduate visa holders in employment. Some Graduate visa holders may have been in employment but were not successfully matched due to discrepancies in the personal identifier information held in either Home Office or HMRC data used for matching. There may be instances where the likelihood of being matched differs by certain demographics or other characteristics

Ill Nigerian PhD student who complained faces losing UK visa

Home office notification of sue agazie highlights ‘weaponisation of immigration status’ by universities when students complain, say critics.

Supporters of a Nigerian PhD student facing potential deportation after her doctoral studies were halted by illness and a breakdown in relations with her supervisor have claimed her plight highlights the precarity of international students who complain about their course.

Sue Agazie, a copywriter from Lagos, moved to the UK in January 2023 to begin a PhD in marketing at Newcastle University Business School on the understanding, she claimed, that she was likely to receive a full scholarship for her studies or would gain enough part-time academic work to cover her living costs.

However, funding and paid work did not materialise in the way suggested, said Ms Agazie, who added that she has run up huge debts to finance her PhD.

Amid a breakdown in relations with her primary supervisor over her money troubles, Ms Agazie was then diagnosed with kidney failure in September 2023.

With a formal complaint launched against Newcastle and her supervisor over allegedly misleading her over funding, Ms Agazie has now been informed that Newcastle has contacted the Home Office over her absence from supervisions – a move that could see her visa revoked.

That would mean her husband and young child, who travelled with Ms Agazie to north-east England, would also be forced to leave the country.

Her case is now being championed by Unis Resist Border Controls, a campaign group that raises awareness of how migrant university staff have  been affected by the UK’s hostile environment policies.  More than 250 people – including many PhD students and scholars – have signed a  petition  urging the Home Office to stop any visa curtailment.

Its spokeswoman Sanaz Raji, a visiting researcher at Northumbria University , said the notification of the Home Office was an example of the “weaponisation of her immigration status” in a disputes process.

In a statement, Newcastle said “complaints are investigated following the university’s standard procedures”. “Where a complaint has been made by a postgraduate student about their supervisor, our normal practice would be to investigate the matter and explore arrangements for an alternative supervisor if that becomes necessary,” it continued.

“We can’t discuss individual cases, but we offer a range of support to postgraduate students including advice on visa issues, hardship funding, and support to have a break in study where there is an illness or other circumstances.”

Under Home Office rules, higher education institutions must notify authorities if students fail to attend class or discontinue their course, although Ms Agazie said she intends to finish her studies.

The lack of support for a “critically ill” student  also indicated how “universities instrumentalise migrant students from the Global South as sources of income that they can afterwards dispose of”, said Ms Raji in a reference to the multimillion-pound revenues received by universities from international postgraduates.

According to official statistics, Nigeria is the UK’s third largest source of international students behind China and India with about  44,000 studying in 2021-22,  mostly at postgraduate level.

According to Ms Raji, Ms Agazie was led to believe that many PhD students in her situation had found plentiful paid work and obtained scholarships, but these apparent success stories did not stand up once they were investigated.

With the threat of visa revocation looming, students would, however, be reluctant to complain if things go wrong, said Ms Agazie. “Forcing an international student into immigration problems while a complaint is under way…is basically telling international students not to complain,” she said.

The graduate visa route should remain as it is key to funding British universities and is "not undermining the quality and integrity" of higher education, a new report has said.

The Migration Advisory Committee (MAC) looked at whether the visa was being abused and if it was not being "driven more by a desire for immigration" after Home Secretary James Cleverly requested an emergency review in March.

A graduate visa permits overseas students to stay in the UK for up to three years after completing a university course in the UK. Partners and children can also apply as dependents.

Former immigration minister Robert Jenrick published a report last week calling for the graduate visa to be abolished, claiming it "allowed people to come and work in the gig economy and on very low wages".

University and industry leaders had voiced fears that the route, introduced in 2021, could be axed or curtailed if the report had been negative, with universities reporting a steep drop in international students applying over fears of restrictions being introduced.

But the committee, made up of five university professors and a Home Office representative, said they found "no evidence of widespread abuse" of the graduate route.

"The risks of abuse are relatively low due to the limited number of conditions the route imposes," the report said.

It also found the visa route is helping universities to expand the range of courses offered while making up for financial losses from domestic students and research, and is "supporting the government's international educational strategy".

The report said 114,000 graduate route visas were granted for applicants in 2023, with a further 30,000 for dependents.

It said students from India, Nigeria, China and Pakistan account for 70% of all graduate visas, with India accounting for more than 40%.

MAC chair and leading labour economist Professor Brian Bell, the head of economics at King's College London, said: "Our review recommends the graduate route should remain as it is, and is not undermining the quality and integrity of the UK's higher education system.

"The graduate route is a key part of the offer that we make to international students to come and study in the UK.

"The fees that these students pay help universities to cover the losses they make in teaching British students and doing research.

"Without those students, many universities would need to shrink and less research would be done.

"This highlights the complex interaction between immigration policy and higher education policy."

A government spokesman said: "We are committed to attracting the best and brightest to study at our world-class universities, whilst preventing abuse of our immigration system, which is why the home secretary commissioned an independent review of the graduate route.

"We have already taken decisive action to address unsustainable levels of migration and our plans are working, with a 24% drop in visa applications across key routes in the first three months of this year, compared with the same period last year.

"We are considering the review's findings very closely and we will respond fully in due course."

Reacting to the report, Mr Jenrick said the graduate route "should be scrapped" and the UK needs to "urgently unwind the sector's growing dependency on foreign students" as he called the route a "backdoor for foreign students to do low-wage work...that isn't attracting top talent".

He said the review's conclusions were "constrained by the narrow terms of reference deliberately set by the government" to back up their International Education Strategy that includes the "arbitrary target" of attracting 600,000 foreign students a year.

"If you order white paint, you get a whitewash," he said.

The British Chambers of Commerce welcomed the report and said businesses have told them finding people with the right skills to plug the gaps "remains a serious issue".

The MAC recommended the government establishes a mandatory registration system for international recruitment agents and that universities should be required to publish data on their spend on recruitment agents and the number of students recruited through such means to ensure the route is not exploited.

The report found most people on the graduate route had completed postgraduate courses, with the highest growth in the visa from non-Russell Group universities' postgraduate courses - accounting for 66% of all graduate visas.

Since 2021, the proportion of main applicants aged over 25 has increased by 15 percentage points to 54% in 2023.

It also found graduate visa holders are initially overrepresented in lower-paid work but their job prospects and wages improve over time.

Among the first cohort of graduate visa holders, about half moved to skilled worker visas, primarily into skilled roles.
