I.  General Rules

The general function of your paper's conclusion is to restate the main argument . It reminds the reader of the strengths of your main argument(s) and reiterates the most important evidence supporting those argument(s). Do this by clearly summarizing the context, background, and necessity of pursuing the research problem you investigated in relation to an issue, controversy, or a gap found in the literature. However, make sure that your conclusion is not simply a repetitive summary of the findings. This reduces the impact of the argument(s) you have developed in your paper.

When writing the conclusion to your paper, follow these general rules:

  • Present your conclusions in clear, concise language. Re-state the purpose of your study, then describe how your findings differ or support those of other studies and why [i.e., what were the unique, new, or crucial contributions your study made to the overall research about your topic?].
  • Do not simply reiterate your findings or the discussion of your results. Provide a synthesis of arguments presented in the paper to show how these converge to address the research problem and the overall objectives of your study.
  • Indicate opportunities for future research if you haven't already done so in the discussion section of your paper. Highlighting the need for further research provides the reader with evidence that you have an in-depth awareness of the research problem but that further investigations should take place beyond the scope of your investigation.

Consider the following points to help ensure your conclusion is presented well:

  • If the argument or purpose of your paper is complex, you may need to summarize the argument for your reader.
  • If, prior to your conclusion, you have not yet explained the significance of your findings or if you are proceeding inductively, use the end of your paper to describe your main points and explain their significance.

However, the nature of being introspective about the research you have conducted will depend on the topic and whether your professor wants you to express your observations in this way. If asked to think introspectively about the topics, do not delve into idle speculation. Being introspective means looking within yourself as an author to try and understand an issue more deeply, not to guess at possible outcomes or make up scenarios not supported by the evidence.

II.  Developing a Compelling Conclusion

Although an effective conclusion needs to be clear and succinct, it does not need to be written passively or lack a compelling narrative. Strategies to help you move beyond merely summarizing the key points of your research paper may include any of the following:

  • If your essay deals with a critical, contemporary problem, warn readers of the possible consequences of not attending to the problem proactively.
  • Recommend a specific course or courses of action that, if adopted, could address a specific problem in practice or in the development of new knowledge leading to positive change.
  • Cite a relevant quotation or expert opinion already noted in your paper in order to lend authority and support to the conclusion(s) you have reached [a good source would be from your literature review].
  • Explain the consequences of your research in a way that elicits action or demonstrates urgency in seeking change.
  • Restate a key statistic, fact, or visual image to emphasize the most important finding of your paper.
  • If your discipline encourages personal reflection, illustrate your concluding point by drawing from your own life experiences.
  • Return to an anecdote, an example, or a quotation that you presented in your introduction, but add further insight derived from the findings of your study; use your interpretation of results from your study to recast it in new or important ways.

III. Problems to Avoid

Failure to be concise Your conclusion section should be concise and to the point. Conclusions that are too lengthy often have unnecessary information in them. The conclusion is not the place for details about your methodology or results. Although you should give a summary of what was learned from your research, this summary should be relatively brief, since the emphasis in the conclusion is on the implications, evaluations, insights, and other forms of analysis that you make. Failure to comment on larger, more significant issues In the introduction, your task was to move from the general [the field of study] to the specific [the research problem]. However, in the conclusion, your task is to move from a specific discussion [your research problem] back to a general discussion framed around the implications and significance of your findings [i.e., how your research contributes new understanding or fills an important gap in the literature]. In short, the conclusion is where you should place your research within a larger context [visualize your paper as an hourglass--start with a broad introduction and review of the literature, move to the specific analysis and discussion, conclude with a broad summary of the study's implications and significance].

Failure to reveal problems and negative results Negative aspects of the research process should never be ignored. These are problems, deficiencies, or challenges encountered during your study. They should be summarized as a way of qualifying your overall conclusions. If you encountered negative or unintended results [i.e., findings that are validated outside the research context in which they were generated], you must report them in the results section and discuss their implications in the discussion section of your paper. In the conclusion, use negative results as an opportunity to explain their possible significance and/or how they may form the basis for future research.

Failure to provide a clear summary of what was learned In order to be able to discuss how your research fits within your field of study [and possibly the world at large], you need to summarize briefly and succinctly how it contributes to new knowledge or a new understanding about the research problem. Failure to match the objectives of your research Often research objectives in the social and behavioral sciences change while the research is being carried out. This is not a problem unless you forget to go back and refine the original objectives in your introduction. As these changes emerge they must be documented so that they accurately reflect what you were trying to accomplish in your research [not what you thought you might accomplish when you began].

Resist the urge to apologize If you've immersed yourself in studying the research problem, you presumably should know a good deal about it [perhaps even more than your professor!]. Nevertheless, by the time you have finished writing, you may be having some doubts about what you have produced. Repress those doubts! Don't undermine your authority as a researcher by saying something like, "This is just one approach to examining this problem; there may be other, much better approaches that...." The overall tone of your conclusion should convey confidence to the reader about the study's validity and realiability.

Don't Belabor the Obvious!

Avoid phrases like "in conclusion...," "in summary...," or "in closing...." These phrases can be useful, even welcome, in oral presentations. New Insight, Not New Information!

Don't surprise the reader with new information in your conclusion that was never referenced anywhere else in the paper. This why the conclusion rarely has citations to sources. If you have new information to present, add it to the discussion or other appropriate section of the paper. Note that, although no new information is introduced, the conclusion, along with the discussion section, is where you offer your most "original" contributions in the paper; the conclusion is where you describe the value of your research, demonstrate that you understand the material that you’ve presented, and position your findings within the larger context of scholarship on the topic, including describing how your research contributes new insights to that scholarship.

A conclusion is an important part of the paper; it provides closure for the reader while reminding the reader of the contents and importance of the paper. It accomplishes this by stepping back from the specifics in order to view the bigger picture of the document. In other words, it is reminding the reader of the main argument. For most course papers, it is usually one paragraph that simply and succinctly restates the main ideas and arguments, pulling everything together to help clarify the thesis of the paper. A conclusion does not introduce new ideas; instead, it should clarify the intent and importance of the paper. It can also suggest possible future research on the topic.

An Easy Checklist for Writing a Conclusion

It is important to remind the reader of the thesis of the paper so he is reminded of the argument and solutions you proposed.
Think of the main points as puzzle pieces, and the conclusion is where they all fit together to create a bigger picture. The reader should walk away with the bigger picture in mind.
Make sure that the paper places its findings in the context of real social change.
Make sure the reader has a distinct sense that the paper has come to an end. It is important to not leave the reader hanging. (You don’t want her to have flip-the-page syndrome, where the reader turns the page, expecting the paper to continue. The paper should naturally come to an end.)
No new ideas should be introduced in the conclusion. It is simply a review of the material that is already present in the paper. The only new idea would be the suggesting of a direction for future research.

As addressed in my analysis of recent research, the advantages of a later starting time for high school students significantly outweigh the disadvantages. A later starting time would allow teens more time to sleep--something that is important for their physical and mental health--and ultimately improve their academic performance and behavior. The added transportation costs that result from this change can be absorbed through energy savings. The beneficial effects on the students’ academic performance and behavior validate this decision, but its effect on student motivation is still unknown. I would encourage an in-depth look at the reactions of students to such a change. How to Write Discussions and Conclusions

The discussion section contains the results and outcomes of a study. An effective discussion informs readers what can be learned from your experiment and provides context for the results.

What makes an effective discussion?

When you’re ready to write your discussion, you’ve already introduced the purpose of your study and provided an in-depth description of the methodology. The discussion informs readers about the larger implications of your study based on the results. Highlighting these implications while not overstating the findings can be challenging, especially when you’re submitting to a journal that selects articles based on novelty or potential impact. Regardless of what journal you are submitting to, the discussion section always serves the same purpose: concluding what your study results actually mean.

A successful discussion section puts your findings in context. It should include:

  • the results of your research,
  • a discussion of related research, and
  • a comparison between your results and initial hypothesis.

Tip: Not all journals share the same naming conventions.

You can apply the advice in this article to the conclusion, results or discussion sections of your manuscript.

Our Early Career Researcher community tells us that the conclusion is often considered the most difficult aspect of a manuscript to write. To help, this guide provides questions to ask yourself, a basic structure to model your discussion off of and examples from published manuscripts.

Questions to ask yourself:

  • Was my hypothesis correct?
  • If my hypothesis is partially correct or entirely different, what can be learned from the results? 
  • How do the conclusions reshape or add onto the existing knowledge in the field? What does previous research say about the topic? 
  • Why are the results important or relevant to your audience? Do they add further evidence to a scientific consensus or disprove prior studies? 
  • How can future research build on these observations? What are the key experiments that must be done? 
  • What is the “take-home” message you want your reader to leave with?

How to structure a discussion

Trying to fit a complete discussion into a single paragraph can add unnecessary stress to the writing process. If possible, you’ll want to give yourself two or three paragraphs to give the reader a comprehensive understanding of your study as a whole. Here’s one way to structure an effective discussion:

While the above sections can help you brainstorm and structure your discussion, there are many common mistakes that writers revert to when having difficulties with their paper. Writing a discussion can be a delicate balance between summarizing your results, providing proper context for your research and avoiding introducing new information. Remember that your paper should be both confident and honest about the results! 

What to do

  • Read the journal’s guidelines on the discussion and conclusion sections. If possible, learn about the guidelines before writing the discussion to ensure you’re writing to meet their expectations. 
  • Begin with a clear statement of the principal findings. This will reinforce the main take-away for the reader and set up the rest of the discussion. 
  • Explain why the outcomes of your study are important to the reader. Discuss the implications of your findings realistically based on previous literature, highlighting both the strengths and limitations of the research. 
  • State whether the results prove or disprove your hypothesis. If your hypothesis was disproved, what might be the reasons? 
  • Introduce new or expanded ways to think about the research question. Indicate what next steps can be taken to further pursue any unresolved questions. 
  • If dealing with a contemporary or ongoing problem, such as climate change, discuss possible consequences if the problem is avoided. 
  • Be concise. Adding unnecessary detail can distract from the main findings. 

What not to do

Don’t

  • Rewrite your abstract. Statements with “we investigated” or “we studied” generally do not belong in the discussion. 
  • Include new arguments or evidence not previously discussed. Necessary information and evidence should be introduced in the main body of the paper. 
  • Apologize. Even if your research contains significant limitations, don’t undermine your authority by including statements that doubt your methodology or execution. 
  • Shy away from speaking on limitations or negative results. Including limitations and negative results will give readers a complete understanding of the presented research. Potential limitations include sources of potential bias, threats to internal or external validity, barriers to implementing an intervention and other issues inherent to the study design. 
  • Overstate the importance of your findings. Making grand statements about how a study will fully resolve large questions can lead readers to doubt the success of the research.

Writing conclusions

Conclusions are shorter sections of academic texts which usually serve two functions. The first is to summarise and bring together the main areas covered in the writing, which might be called ‘looking back’; and the second is to give a final comment or judgement on this. The final comment may also include making suggestions for improvement and speculating on future directions.

In dissertations and research papers, conclusions tend to be more complex and will also include sections on the significance of the findings and recommendations for future work. Conclusions may be optional in research articles where consolidation of the study and general implications are covered in the Discussion section. However, they are usually expected in dissertations and essays.

So much is at stake in writing a conclusion. This is, after all, your last chance to persuade your readers to your point of view, to impress yourself upon them as a writer and thinker. And the impression you create in your conclusion will shape the impression that stays with your readers after they've finished the essay.

The end of an essay should therefore convey a sense of completeness and closure as well as a sense of the lingering possibilities of the topic, its larger meaning, its implications: the final paragraph should close the discussion without closing it off.

To establish a sense of closure, you might do one or more of the following:

  • Conclude by linking the last paragraph to the first, perhaps by reiterating a word or phrase you used at the beginning.
  • Conclude with a sentence composed mainly of one-syllable words. Simple language can help create an effect of understated drama.
  • Conclude with a sentence that's compound or parallel in structure; such sentences can establish a sense of balance or order that may feel just right at the end of a complex discussion.

To close the discussion without closing it off, you might do one or more of the following:

  • Conclude with a quotation from or reference to a primary or secondary source, one that amplifies your main point or puts it in a different perspective. A quotation from, say, the novel or poem you're writing about can add texture and specificity to your discussion; a critic or scholar can help confirm or complicate your final point. For example, you might conclude an essay on the idea of home in James Joyce's short story collection,  Dubliners , with information about Joyce's own complex feelings towards Dublin, his home. Or you might end with a biographer's statement about Joyce's attitude toward Dublin, which could illuminate his characters' responses to the city. Just be cautious, especially about using secondary material: make sure that you get the last word.
  • Conclude by setting your discussion into a different, perhaps larger, context. For example, you might end an essay on nineteenth-century muckraking journalism by linking it to a current news magazine program like  60 Minutes .
  • Conclude by redefining one of the key terms of your argument. For example, an essay on Marx's treatment of the conflict between wage labor and capital might begin with Marx's claim that the "capitalist economy is . . . a gigantic enterprise of dehumanization "; the essay might end by suggesting that Marxist analysis is itself dehumanizing because it construes everything in economic -- rather than moral or ethical-- terms.
  • Conclude by considering the implications of your argument (or analysis or discussion). What does your argument imply, or involve, or suggest? For example, an essay on the novel  Ambiguous Adventure , by the Senegalese writer Cheikh Hamidou Kane, might open with the idea that the protagonist's development suggests Kane's belief in the need to integrate Western materialism and Sufi spirituality in modern Senegal. The conclusion might make the new but related point that the novel on the whole suggests that such an integration is (or isn't) possible.

Finally, some advice on how not to end an essay:

  • Don't simply summarize your essay. A brief summary of your argument may be useful, especially if your essay is long--more than ten pages or so. But shorter essays tend not to require a restatement of your main ideas.
  • Avoid phrases like "in conclusion," "to conclude," "in summary," and "to sum up." These phrases can be useful--even welcome--in oral presentations. But readers can see, by the tell-tale compression of the pages, when an essay is about to end. You'll irritate your audience if you belabor the obvious.
  • Resist the urge to apologize. If you've immersed yourself in your subject, you now know a good deal more about it than you can possibly include in a five- or ten- or 20-page essay. As a result, by the time you've finished writing, you may be having some doubts about what you've produced. (And if you haven't immersed yourself in your subject, you may be feeling even more doubtful about your essay as you approach the conclusion.) Repress those doubts. Don't undercut your authority by saying things like, "this is just one approach to the subject; there may be other, better approaches. . ."

A business report conclusion is the last section of the document used for summarizing the most important information, providing a final word to the readers.

Through the conclusion, you are able to convey the main message of your business document. You use it to outline the report as a whole, remind the readers of the main pain points, and present the key findings and decisions.

Depending on whether you have written a shorter or longer business report, the conclusion length may vary, but it should always be included. It is a sign of good organization and it can make the readers understand the pain points much easier.

To put it simply, the conclusion is supposed to create the impression among the readers that the purpose of the report has been achieved.

Business report conclusions have a lot of similarities to executive summaries, which is why a lot of people tend to confuse these two.

However, there are some important things that differentiate them. These include:

  • Executive summaries are mainly focused on displaying what the report will be about, while conclusions are an overview of what was discussed in the report.
  • Executive summaries provide readers with a broad overview of the business report, while the conclusion summarizes the key pain points and most important data.
  • Executive summaries should convince the readers to continue reading the report, while the conclusion should persuade them to take certain action.
  • Conclusions tend to include CTAs (Call to Action), which isn’t the case with executive summaries.

Follow these steps to create a great business report conclusion.

Choose the Position

Include the right information, summarize the contents, facts and statistics, maintain a positive tone, develop a cta.

There are two places where conclusions are most commonly placed – at the end of the executive summary and at the end of the entire report.

For business plan reports, the common practice is to place the conclusion at the end of the executive summary.

This way, you make the first step through the executive summary template and introduce the plan’s main pain points and funding needs. Then, you create a conclusion to summarize these numbers to your potential investors, which directly impacts their decision to go over the executive summary once more, this time reading it more thoroughly.

For other types of business reports, the conclusion will generally be placed at the end of the whole report. Established companies use these business reports to track performances and data from important departments, which is why the conclusion should primarily focus on briefly reviewing the key metrics you included and emphasizing the company’s main strengths.

The information you put into the conclusion also depends on whether you are a new startup looking to attract investments or an established company that wants to track performances and asses objectives.

To raise money, startups should include this type of information:

  • Financial needs
  • The benefits of their product and how it can affect the market
  • Target audience/ideal customer persona
  • How the product can attract new customers
  • Marketing and sales strategy
  • Competitive landscape and analysis
  • The expertise of the main members of the company
  • Financial forecasts (next 3-5 years)
  • Launching plan

Existing companies should include information such as:

  • Mission statement
  • Performance history
  • Data that showcases business growth
  • Financial summary
  • Overall goals and objectives

While these types of details are important, they aren’t universal for all reports. Your primary goal should be to include the most important data from your specific document and keep the conclusion concise and understandable.

The best way to convey your main message is by explaining it in detail throughout the business report and then summarizing it to recap the main points.

When creating the business report, take notes of the most important information that you should later highlight in the conclusion.

Make sure to avoid any extra details since they are already provided within the report. Only include the key points that explain why the business report itself is useful to the company.

Also, don’t use any additional information that you didn’t include in the report. This can only confuse your readers and send mixed messages.

You should prepare some facts, statistics, and data to support the statements in your conclusion. No matter if the reader is a potential investor or the key stakeholders in your company, you will want to include some evidence to back up your claims.

This makes the conclusion much more convincing and the audience will see that your forecasts aren’t based only on vague assumptions.

The tone in your conclusion should match the rest of the document and the best way to leave an impression on the audience is by using a professional and positive tone throughout the whole report.

After going through the conclusion, the readers should feel interested and enthusiastic to support the growth of your organization.

Make sure you exude confidence by using strong and active language.

Including a call to action at the end of your conclusion helps you persuade the readers to support the goals you set up.

This can be anything from “Join us at X enterprises” or “Invest in X and become a part of the success”.

A good CTA includes strong action words through which you emphasize the benefits of investors joining your firm or key stakeholders supporting your objectives.

After you are finished writing the conclusion, go over it once again to make sure there aren’t any spelling, grammar, or punctuation mistakes you overlooked. The conclusion should be clear, precise, and easy to go understand.

You can even ask a colleague or a friend to read it since it’s always helpful to have an extra set of eyes. Ask their opinion on how the conclusion makes them feel and whether it was easy to go through.

As we said, depending on which type of business report you have written and what is included in it, there are a few different types of conclusions you should differentiate.

If your report focuses on a decision or strategy that already took place, you can write a conclusion that predicts the outcomes of that specific strategy.

You can include financial forecasts, sales expectations, and overall growth predictions. Make sure to also back up your predictions with sufficient evidence.

Writing this type of conclusion can be a bit tricky. You don’t want to come off strong and repeat the same issue over and over again. However, you do want the readers to take the issue seriously and realize why it is important that everyone focuses on solving it as soon as possible.

Be direct, but also lenient. Describe why that issue is important and provide a few ways on how you can solve it. Keep it brief and memorable.

Ending your conclusion with a powerful quotation can leave a great impression on the readers. However, you should be very careful when choosing the right quote.

You can’t just throw in some saying from Shakespeare and wrap it up. It is best to quote someone influential in the industry in such a way that it reinforces your message.

When writing your short but meaningful summary, don’t go into detail about your main points again. Keep it as brief as possible and only remind the readers of the most important information.

Also, you should remember that a conclusion doesn’t have to include only one of these things. Mixing up a summary and a prediction can be a powerful combination, so always try to figure out a few different ways to convey your message and then choose the right one.

When you’re trying to bring your report to a conclusion, do you ever feel like Paul McCartney at the Olympics opening ceremony , rehashing the same points (‘na na na nananana …’) as the audience sneaks quietly for the exits? Or do you take the John Lennon approach in ‘ I Want You (She’s So Heavy) ‘ and crash to a sudden halt?

Endings can be tough to write, but they’re so important. You want to send your reader away thinking about what they’ve read – or even persuade them to make a decision right there and then. Four types of conclusion: PQRS

If your report includes recommendations, you’ll already have stated them in the executive summary and supported them throughout the document. So your conclusion should contain no surprises – no Brotherhood of Man-style twist .

There are four basic types of conclusion you can use, summed up by the letters PQRS: P redict, Q uote, R epeat or S ummarise.

Predict the future (Take my hand and we’ll make it I swear)

There are two main ways you can use predictions. If your report is about a decision already taken, you can use the ending to sum up the effects you expect to see. For example:

‘The council continues to expand its recycling scheme at an incredible rate. We will soon be recycling over 40% of our waste.’

But if the purpose of your report is to persuade the reader to take a certain action, predicting what will happen if they don’t take that action can be a persuasive tactic. For example:

‘Unless we expand our recycling scheme, we are almost certain to fall short of our targets for this year and to perform worse than both of our neighbouring councils.’

Then follow this up with a prediction of how things will be different if they take your advice. You’ll already have mentioned this in the body of the report, but you should crank it up a gear in the conclusion.

A relevant and pithy quote from someone influential and well-informed, however, can be persuasive. It could be someone you’ve already cited in the report, or someone new. For example:

‘As the Chairman of Lambeth First says: “The Lambeth No Knife Charter won’t on its own stop people carrying knives. But if we can make it hard for people to get hold of knives and reduce the number in circulation, then that is a step in the right direction.”‘

This works on two fronts: first, it reinforces your message, showing that others support you. And second, it offers a slightly different angle, and often a chance for a personal opinion.

Here are The Pogues, doing it very well in Eric Bogle’s ‘ And the Band Played Waltzing Matilda ‘. After seven-and-a-half minutes of the horror of war, it cuts to the original song, with the old soldier – now a double amputee – asking ‘Who’ll go a-waltzing Matilda with me?’

Repeat a major issue (Seriously, she is totally buying a stairway to heaven)

This can be tricky. You don’t want your reader to feel like you’re repeatedly bashing them over the head with the same message. But at the same time, you do want them to walk away with that message in their head.

Basically, you want to bash them very gently, without them noticing. The secret is to keep it brief, to-the-point and memorable. For example:

‘Today, Lambeth – like all councils – faces a major challenge due to the increased uptake of adult health and social services. It is vital that we secure additional funding.’

Go for the Led Zeppelin effect. When Robert Plant finishes his slow, deliberate howl at the end of ‘ Stairway to Heaven ‘, you’re in no doubt about what the protagonist is buying, but you don’t feel as if you never want to hear about a stairway ever again.

Summarise (Where do we go now?)

When summarising, resist the urge to go over all your points again, and keep it brief. Your summary should just bring together your main points, and reinforce any recommended plan of action. For example:

‘The new programme aims to make “every Lambeth child a talker” by involving parents as well as professionals in children’s language development. In the first two years it will concentrate on 20 groups of pre-school children, but it will then link with other groups to pass on good practice.’

This example includes both a summary and a prediction – you can combine the different endings to make the right conclusion for your document.

Most importantly of all, you’re looking to be concise, memorable and powerful. Think the impact of ‘ Sweet Child o’ Mine’ , but with less ‘where do we go?’ and more ‘this is where we go’.

Conclusions, in conclusion

Most importantly of all, your ending needs to be arresting and to leave a lasting impression. Not for you, the gradual fade out. Use the techniques above and aim for a grand finale. Rock on!

Boeing whistleblower John Barnett’s cause of death deemed as ‘suicide’ in autopsy report

A n autopsy report for John Barnett, the Boeing whistleblower who was found dead on the day he was due to testify against the jetliner giant, was released Friday — and the coroner writes “the manner of death is best deemed, ‘Suicide.'”

Questions have been raised about the sudden death of Barnett, 62, on March 9 ahead of giving testimony against his former employer, prompting his lawyers to urge Charleston, South Carolina, police “to investigate this fully and accurately,” and adding: “We need more information about what happened to John.”

The seemingly open-ended conclusion of the coroner does little to quell doubts about how he met his end.

The autopsy report says Barnett was found sitting in the driver’s seat of his orange Dodge Ram.

“The body was warm, rigor had not yet set in,” Charleston County deputy coroner Ella Butler wrote, noting the bullet entered Barnett’s head at the right temple.

“Black powder/discoloration, which appeared to be gunshot residue, was noted on the decedent’s right hand,” Butler wrote in the autopsy.

“A semi-automatic Smith & Wesson pistol, a loaded magazine, and unfired 9mm Luger cartridges were located on the vehicle console.

“A notebook containing writing resembling a suicide note was located on the passenger seat,” Butler reports, later noting that the writings were examined by the Charleston Police Department and found only Mr. Barnett’s fingerprints on the notebook. The writings contained information known only to his family.”

“The cause of death was determined to be: Gunshot Wound of the Head,” Butler concludes. “The manner of death is best deemed, ‘Suicide.'”

Barnett was a quality control engineer who worked for Boeing for more than three decades before he retired in 2017, after raising many complaints to his bosses that he claimed went unheeded and led to retaliation.

Two years later, he told the BBC that Boeing cut corners by rushing to get its 787 Dreamliner jets off the production line and into service.

He was found dead on the morning of March 9 after he failed to show up for the third day of depositions about Boeing’s safety practices. His family has also questioned the circumstances around his death.

In their statement calling for a thorough investigation, attorneys Robert Turkewitz and Brian Knowles also said: “We didn’t see any indication he would take his own life.”

“No one can believe it. No detail can be left unturned.”

Following the release of the report, the Charleston Police Department said it was closing its investigation into the death, concluding it was a suicide.

The coroner’s office did not immediately return The Post’s call for comment.

This article is a review of the 2024 Nebraska Beef Cattle Report, Strategies for DDGS Supplementation Frequency to Grazing Yearling Steers .

The situation

Protein supplementation can be provided to cows daily, once every three days, or once every six days without impacting body weight or body condition score. By reducing the frequency of feeding from every day to once every three or six days, producers can reduce labor and feeding expenses.

Distillers grains is often used to supplement cattle on pasture, but the impact of supplementation frequency on gains of yearlings has shown inconsistent results.

A recent study was completed by the University of Nebraska-Lincoln to further evaluate the performance of yearling steers grazing smooth bromegrass pasture supplemented with dry distillers grains plus solubles (DDGS) either daily or three times a week. Steers went to grass in May weighing 700 lb and either received no supplementation, 5.6 lb DDGS daily, or 13 lb DDGS three times a week (dry matter basis) for a 97-day grazing period. 

  • Non-supplemented steers gained 1.86 pounds per day on grass.
  • Steers supplemented DDGS three times a week gained 2.45 pounds per day.
  • Steers supplemented daily gained 2.75 pounds per day.

The differences in gain were reflected in similar differences in ending weight: 878 lb for non-supplemented steers, 933 lb for steers supplemented three times a week, and 961 lb for steers supplemented daily. These results support previous research by the University of Nebraska-Lincoln ( 2003 Nebraska Beef Cattle Report ) which showed supplementing heifers DDGS three times a week reduced gain by approximately 10% compared to daily supplementation. 

While reducing supplementation frequency to yearlings on grass may reduce labor and feeding expenses, it is important to consider how much gain is being sacrificed and the impact on ending weight. Depending on the distance traveled to provide supplementation, only supplementing three times a week vs. daily may make up for the reduction in gain per pound of supplement provided. Daily supplementation costs and target weight gain during the growing phase should be evaluated when determining the appropriate supplementation strategy for an operation.

A U.S. State Department report said Friday it was "reasonable to assess" that Israel has violated international humanitarian law while carrying out military operations in Gaza. But the report stopped short of drawing any final or sweeping conclusions about Israeli conduct in the war against Hamas.

The Biden administration voluntarily undertook this review of Israel and six other countries receiving U.S. weapons. While the administration is facing criticism at home and abroad, this report does not require it to take any specific actions.

The report reflects an administration that's become increasingly critical of Israel and frustrated with the way it's handling the war, though President Biden insists he still supports Israel and its aim of defeating Hamas in Gaza.

The report looked at two key questions: whether Israel has violated international law while using U.S. weapons, and whether Israel is restricting humanitarian aid.

On the first question, the report said: "It is reasonable to assess that [U.S.] defense articles ... have been used by Israeli security forces since October 7 in instances inconsistent with its [International Humanitarian Law] obligations or with established best practices for mitigating civilian harm."

The State Department findings cited multiple examples where large numbers of Palestinian civilians were killed in Israeli airstrikes. The reports said these instances raised serious concerns, but the U.S. did not have enough evidence to reach definitive conclusions.

More than 34,000 Palestinians have been killed in Gaza, according to Palestinian health officials, adding that about two-thirds were women and children. Israel, meanwhile, has said it has killed more than 13,000 Hamas fighters in Gaza.

On the question of humanitarian aid for Gaza, the report stated that Israel initially did not cooperate with the U.S. and international aid groups to let in humanitarian aid and thus "contributed significantly" to the lack of aid to the Palestinian people.

But that has changed over time, the report added.

"We do not currently assess that the Israeli government is prohibiting or otherwise restricting the transport or delivery of U.S. humanitarian assistance," it said.

However, aid groups say that incoming assistance has all but halted this week after Israeli troops took over the Rafah border crossing along Gaza's southern frontier with Egypt.

The Biden administration announced this week that the U.S. was withholding a weapons shipment to Israel consisting of more than 3,000 large bombs. And in an interview this week, Biden suggested he could pause the delivery of additional weapons as well.

The U.S. has been sending large quantities of weapons to Israel for decades, and ramped up deliveries after the Hamas attack on Oct. 7 that ignited the war.

The withholding of a single shipment of weapons is unlikely to have any impact on Israeli operations in Gaza, though it signals the administration's sense that Israel should take a different approach.

Red lines and Rafah

Biden and other top U.S. officials say they support Israel's goal of defeating Hamas in Rafah, its last stronghold, where it is believed to have several thousand fighters.

But the U.S. does not want to see a full-fledged assault on the city, similar to elsewhere in Gaza, which led to so many civilian casualties.

The U.S. says it has been demanding, but has not seen, a credible Israeli plan to move civilians out of harm's way in Rafah. The city had around 200,000 residents before the war began, but now has more than 1 million, many living in tent camps.

The Biden administration issued a national security memorandum in February which mandated the report on Israel and six other countries receiving weapons from the U.S., after congressional Democrats pushed Biden to determine whether Israel is violating domestic and international law in its war with Hamas.

The report and the memorandum from February does not have the legal teeth that would require the U.S. to stop arms transfers even if a country violates international law or has a more likely than not chance of doing so.

Biden and the Congress have the option to take further action. But Sarah Harrison, a senior analyst specializing in U.S. foreign policy at the International Crisis Group, said she doesn't expect that to happen.

The report, she said, "could make it harder for him to defend the unconditional assistance approach," Harrison said. But she emphasized the report does not require a change in his policy. "It's up to the president. It's still discretionary."

Meanwhile, Israeli leader Benjamin Netanyahu has maintained repeatedly that he will not bow to pressure from anywhere, including the White House.

The report presents further questions as to how Biden will navigate his tense relationship with Netanyahu. But Harrison said little has actually changed in Biden's policy, particularly on Rafah.

"He's threatening to change it, but not actually changing it," she said. "There are operations ongoing in Rafah, so it's not even clear what his red line is."

Effectively concluding an investigation requires appropriate reporting to internal audiences within the organization and in some instances, may also require self-reporting to external entities such as regulators or law enforcement. In Part 6 of Focus on Investigations , we review these steps and the necessary considerations for reporting.

Internal and external reporting

In Part 2 of Focus on Investigations , we discussed the importance of considering internal and external reporting obligations early in the development of the investigation plan. Who receives an investigation report, what the report contains, and how, when, and to whom the report is provided are critical considerations to ensure compliance with legal or policy obligations while also protecting the rights and interests of the organization and its actors.

Presenting the investigation findings and conclusions

The investigation findings and conclusions may contain confidential or privileged information, or the report itself may be subject to certain non-disclosure obligations. It is imperative to identify any limitations on disclosure at the outset prior to presenting investigation findings to various internal or external entities.

Once limits on disclosure are identified, the specific audience or entity receiving the findings and the function of that audience or entity will help inform the contents of the report and mode of reporting. Different reports may be provided for different purposes: for example, a report to the Board of Directors is likely to contain information or conclusions different than that which may be provided to an investigated employee, an auditor, or a regulator.  Some reports may need to address potential future remediation measures, while other versions may focus only on whether the facts reveal misconduct. In many investigations, more than one report is necessary in order to provide reporting specific to the focus or function of the recipient. There is no “one size fits all” report.

The form of the report given to each entity should also be considered in advance. A written report has the benefit of providing clear documentation of the investigative process, findings, legal conclusions and remediation options for both current and future use. Some reporting entities require written reports and may have standard content that must be included. A written report may aid in defending against future regulatory proceedings or litigation and may assist the Board of Directors in discharging their fiduciary duties and implementing remedial measures. In such instances, it is important to have a well documented written report.

However, a written report elevates the risk of potential disclosures (intentional or inadvertent). Further, a written report that describes criminal or improper conduct may become the subject of a future disclosure request by law enforcement, regulators, prosecutors, opposing counsel, counterparties or legislators (as was recently the case in the Hockey Canada inquiry). As a result of these risks, pre-emptive implementation of procedures directed at preserving confidentiality and maintaining a strong claim of privilege over the report to the extent possible is essential, which was discussed in greater detail in Part 3 of Focus on Investigations .

Where a report is not required by law or policy to be in writing, verbal or hybrid reporting of the investigation findings and conclusions may assist in preserving confidentiality. Hybrid reporting, such as a verbal report accompanied by a PowerPoint presentation, allows sensitive, privileged, or confidential aspects of an investigation to be presented verbally, with less sensitive elements committed to writing.

Regardless of the mode and content of reports to internal or external entities, comprehensive documentation of the investigative steps, evidence, and outcomes should be maintained.

Self-reporting

Once an investigation is concluded, the investigation findings may identify potential legal or regulatory non-compliance. Depending upon the nature of the non-compliance, organizations need to consider whether self-reporting of such misconduct is appropriate. In some instances, self-reporting early may limit potential future liability or enable the organization to leverage alternative resolution options, such as a deferred prosecution agreement.   

When considering self-reporting, the following non-exhaustive list of factors should be assessed and weighed against competing interests:

  • any obligations for, or benefits to, self-reporting within the regulatory regimes;
  • self-reporting requirements in other jurisdictions that may apply if the organization is extra-provincial or multi-national;
  • the best interests of the organization and its stakeholders, including fiduciary duties owed to each;
  • relationships with consumers and contractual parties;
  • whether the investigated conduct is likely to result in criminal charges or regulatory proceedings;
  • potential reputational damage should the investigation become public;
  • whether the subject of the investigation is likely to be disclosed through whistleblowers or by media; and
  • whether potential security, code of conduct, or ethical considerations warrant prompt action.

Remediation

Internal policies and procedures

Following an investigation, organizations should proactively review their policies and procedures to identify any areas for improvement in order to prevent similar misconduct in the future. The organization should leverage the investigation findings and conclusions in order to assess how it can improve its practices.

Remedial and disciplinary action

In addition to investigation findings and conclusions, the investigation report should include recommendations for remedial action where warranted. Remedial action may take the form of employment action against culpable employees, or civil or criminal action. In addition to the recommended actions, the report should provide the steps to be taken to execute the remedial action and any necessary risk mitigation strategies. Importantly, remedial action against employees or other culpable entities should only be taken following clear investigative outcomes and recommendations for the same.

Remedial employment action against culpable employees may range from warnings, mandatory training, and suspensions, to relocations, demotions, and even termination. Organizations should ensure ongoing monitoring of the employee not only to guarantee adherence with policies and procedures, but to protect the organization from retaliatory actions and prepare for the possibility of forthcoming litigation. Where an employee is terminated, steps should be taken to ensure the employee understands their on-going duties and obligations to the organization such as the duty of confidentiality.

Remedial action against persons involved may also take the form of a civil claim or criminal complaint to the appropriate law enforcement agency. Similar to considerations surrounding reporting, it is important to weigh various factors to determine the most appropriate course of civil or criminal remedial action and the timing of that action. In particular, if civil litigation is initiated, consideration should be given to the appropriate timing of any criminal complaint. The organization must identify the objective of the planned remedial action to ensure that the approach taken best serves the interests of the organization and its stakeholders.

U.S. Criticizes Israel for Failure to Protect Civilians in the Gaza Conflict

In a report, the State Department avoids sweeping conclusions but raises the prospect that Israel may have violated humanitarian laws.

The Biden administration believes that Israel has most likely violated international standards in failing to protect civilians in Gaza but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday.

In the administration’s most detailed assessment of Israel’s conduct in Gaza, the State Department said in a written report that Israel “has the knowledge, experience and tools to implement best practices for mitigating civilian harm in its military operations.”

But it added that “the results on the ground, including high levels of civilian casualties, raise substantial questions” as to whether the Israel Defense Forces are making sufficient use of those tools.

Even so, the report — which seemed at odds with itself in places — said the United States had no hard proof of Israeli violations. It noted the difficulty of collecting reliable information from Gaza, Hamas’s tactic of operating in civilian areas and the fact that “Israel has not shared complete information to verify” whether U.S. weapons have been used in specific incidents alleged to have involved human rights law violations.

The report, mandated by President Biden, also makes a distinction between the general possibility that Israel has violated the law and any conclusions about specific incidents that would prove it. It deems that assurances Israel provided in March that it would use U.S. arms consistent with international law are “credible and reliable,” and thus allow the continued flow of U.S. military aid.

The conclusions are unrelated to Mr. Biden’s recent decision to delay the delivery to Israel of 3,500 bombs and his review of other weapons shipments. The president has said those actions were in response to Israel’s stated plans to invade the southern Gaza city of Rafah.

The report said its findings were hampered in part by the challenges of collecting reliable information from the war zone and the way Hamas operates in densely populated areas. It also stressed that Israel has begun pursuing possible accountability for suspected violations of the law, a key component in the U.S. assessment about whether to provide military aid to allies accused of human rights violations.

Israel has opened criminal investigations into the conduct of its military in Gaza, the report said, and the Israel Defense Forces “are examining hundreds of incidents” that may involve wartime misconduct.

The report also did not find that Israel had intentionally obstructed humanitarian aid into Gaza.

While it concluded that both “action and inaction by Israel” had slowed the flow of aid into Gaza, which is desperately short of necessities like food and medicine, it said that “we do not currently assess that the Israeli government is prohibiting or otherwise restricting the transport or delivery of U.S. humanitarian assistance” into the territory.

Such a finding would have triggered a U.S. law barring military aid to countries that block such assistance.

Brian Finucane, a former State Department lawyer now with International Crisis Group, said the report “bends over backwards” to avoid concluding that Israel violated any laws, a finding that would place major new pressure on Mr. Biden to restrict arms to the country.

Mr. Finucane, a critic of Israel’s military operations, said that the report was “more forthcoming” than he had expected, but that he still found it “watered down” and heavily “lawyered.”

The findings further angered a vocal minority of Democrats in Congress who have grown increasingly critical of Israel’s conduct in Gaza. They argue that Israel has indiscriminately killed civilians with American arms and intentionally hindered U.S.-supplied humanitarian aid.

Either would violate U.S. laws governing arms transfers to foreign militaries, as well as international humanitarian law, which is largely based on the Geneva Conventions.

The report did not define the meaning of its other criteria for Israel’s actions, “established best practices for mitigating civilian harm,” though it cited Defense Department guidelines on the subject released last year, which include some measures “not required by the law of war.”

“If this conduct complies with international standards, then God help us all,” Senator Chris Van Hollen, Democrat of Maryland, told reporters after the report’s release. “They don’t want to have to take any action to hold the Netanyahu government accountable for what’s happening,” he added, referring to Israel’s prime minister, Benjamin Netanyahu.

Critics of Mr. Biden’s continuation of most military support to Israel had hoped that he would use the report as a justification for further restricting arms deliveries to the country. The United States provides Israel with $3.8 billion in annual military aid , and Congress last month approved an additional $14 billion in emergency funding.

Mr. Biden ordered the report with a national security memorandum known as NSM-20. It requires all recipients of U.S. military aid engaged in conflict to provide the United States with written assurances that they will comply with international law and not hinder the delivery of humanitarian aid provided by or supported by the U.S. government.

The report called on the secretary of state and the defense secretary to assess “any credible reports or allegations” that American weapons might have been used in violation of international law.

Since the president’s memorandum was issued, an independent task force formed in response issued a lengthy report citing dozens of examples of likely Israeli legal violations. That report found what it called Israel’s “systematic disregard for fundamental principles of international law,” including “attacks launched despite foreseeably disproportionate harm to civilians” in densely populated areas.

In a statement following the State Department report, the task force called the U.S. document “at best incomplete, and at worst intentionally misleading in defense of acts and behaviors that likely violate international humanitarian law and may amount to war crimes.”

“Once again, the Biden Administration has stared the facts in the face — and then pulled the curtains shut,” said the task force’s members, who include Josh Paul, a former State Department official who in October resigned in protest over U.S. military support for Israel.

The State Department report showed clear sympathy for Israel’s military challenge, repeating past statements by the Biden administration that Israel has a “right to defend itself” in the wake of the Oct. 7 Hamas attacks. It also noted that military experts call Gaza “as difficult a battlespace as any military has faced in modern warfare.”

“Because Hamas uses civilian infrastructure for military purposes and civilians as human shields, it is often difficult to determine facts on the ground in an active war zone of this nature and the presence of legitimate military targets across Gaza,” it said.

Even so, it singled out numerous specific incidents where Israel’s military had killed civilians or aid workers, the latter of which it called a “specific area of concern.”

Those episodes include the killing of seven World Central Kitchen workers in April. The report noted that Israel has dismissed officers and reprimanded commanders involved in that attack, which Israel has called “a grave mistake,” and is considering prosecutions.

Other episodes it cited included airstrikes on Oct. 31 and Nov. 1 on the crowded Jabaliya refugee camp, which reportedly killed dozens of civilians, including children. It noted Israel’s claim that it had targeted a senior Hamas commander and underground Hamas facilities at the site, and that its munitions had “led to the collapse of tunnels and the buildings and infrastructure above them.”

And while the report did not find that Israel had intentionally hindered the delivery of humanitarian aid, it listed several examples of ways in which its government had “a negative effect” on aid distribution. They included “extensive bureaucratic delays” and what it called the active involvement of some senior Israeli officials in protests or attacks on aid convoys.

The report was delivered to Congress two days after the deadline set by Mr. Biden’s February memorandum, arriving late on a Friday afternoon — the time of choice for government officials hoping to minimize an announcement’s public impact. Earlier that day, a White House spokesman, John F. Kirby, denied that the delay had any “nefarious” motive.

Are Markups Driving the Ups and Downs of Inflation?

How much impact have price markups for goods and services had on the recent surge and the subsequent decline of inflation? Since 2021, markups have risen substantially in a few industries such as motor vehicles and petroleum. However, aggregate markups—which are more relevant for overall inflation—have generally remained flat, in line with previous economic recoveries over the past three decades. These patterns suggest that markup fluctuations have not been a main driver of the ups and downs of inflation during the post-pandemic recovery.

In the recovery from the pandemic, U.S. inflation surged to a peak of over 7% in June 2022 and has since declined to 2.7% in March 2024, as measured by the 12-month change in the personal consumption expenditures (PCE) price index. What factors have been driving the ups and downs of inflation? Production costs are traditionally considered a main contributor, particularly costs stemming from fluctuations in demand for and supply of goods and services. As demand for their products rises, companies need to hire more workers and buy more intermediate goods, pushing up production costs. Supply chain disruptions can also push up the cost of production. Firms may pass on all or part of the cost increases to consumers by raising prices. Thus, an important theoretical linkage runs from cost increases to inflation. Likewise, decreases in costs should lead to disinflation.

Labor costs are an important factor of production costs and are often useful for gauging inflationary pressures. However, during the post-pandemic surge in inflation, nominal wages rose more slowly than prices, such that real labor costs were falling until early 2023. By contrast, disruptions to global supply chains pushed up intermediate goods costs, contributing to the surge in inflation (see, for example, Liu and Nguyen 2023). However, supply chains have more direct impacts on goods inflation than on services inflation, which also rose substantially.

In this Economic Letter , we consider another factor that might drive inflation fluctuations: changes in firms’ pricing power and markups. An increase in pricing power would be reflected in price-cost markups, leading to higher inflation; likewise, a decline in pricing power and markups could alleviate inflation pressures. We use industry-level measures of markups to trace their evolving impact on inflation during the current expansion. We find that markups rose substantially in some sectors, such as the motor vehicles industry. However, the aggregate markup across all sectors of the economy, which is more relevant for inflation, has stayed essentially flat during the post-pandemic recovery. This is broadly in line with patterns during previous business cycle recoveries. Overall, our analysis suggests that fluctuations in markups were not a main driver of the post-pandemic surge in inflation, nor of the recent disinflation that started in mid-2022.

Potential drivers of inflation: Production costs and markups

To support households and businesses during the pandemic, the Federal Reserve lowered the federal funds rate target to essentially zero, and the federal government provided large fiscal transfers and increased unemployment benefits. These policies boosted demand for goods and services, especially as the economy recovered from the depth of the pandemic.

The increase in overall demand, combined with supply shortages, boosted the costs of production, contributing to the surge in inflation during the post-pandemic recovery. Although labor costs account for a large part of firms’ total production costs, real labor costs were falling between early 2021 and mid-2022 such that the increases in prices outpaced those in nominal wages. This makes it unlikely that labor costs were driving the surge in inflation.

Instead, we focus on another potential alternative driver of inflation that resulted from firms’ ability to adjust prices, known as pricing power. As demand for goods surged early in the post-pandemic recovery, companies may have had a greater ability to raise their prices above their production costs, a gap known as markups. Following a sharp drop in spending at the height of the pandemic, people may have become eager to resume normal spending patterns and hence more tolerant to price increases than in the past. In fact, growth of nonfinancial corporate profits accelerated in the early part of the recovery (see Figure 1), suggesting that companies had increased pricing power. Some studies have pointed to the strong growth in nonfinancial corporate profits in 2021 as evidence that increased markups have contributed to inflation (see, for example, Weber and Wasmer 2023). However, the figure also shows that growth in corporate profits is typically volatile. Corporate profits tend to rise in the early stages of economic recoveries. Data for the current recovery show that the increase in corporate profits is not particularly pronounced compared with previous recoveries.

More importantly, corporate profits are an imperfect measure of a firm’s pricing power because several other factors can drive changes in profitability. For instance, much of the recent rise in corporate profits can be attributed to lower business taxes and higher subsidies from pandemic-related government support, as well as lower net interest payments due to monetary policy accommodation (Pallazzo 2023).

Instead of relying on profits as a measure of pricing power, we construct direct measures of markups based on standard economic models. Theory suggests that companies set prices as a markup over variable production costs, and that markup can be inferred from the share of a firm’s revenue spent on a given variable production factor, such as labor or intermediate goods. Over the period of data we use, we assume that the specific proportion of a company’s production costs going toward inputs does not change. If the share of a firm’s revenue used for inputs falls, it would imply a rise in the firm’s price-cost margin or markup. In our main analysis, we use industry-level data from the Bureau of Economic Analysis (BEA) to compute markups based on the share of revenue spent on intermediate inputs. Our results are similar if we instead use the share of revenue going toward labor costs.

We compare the evolution of markups to that of prices, as measured by the PCE price index, since the recovery from the pandemic. In constructing this price index, the BEA takes into account changes in product characteristics (for instance, size) that could otherwise bias the inflation measure by comparing the prices of inherently different products over time. Similarly, based upon standard economic theory, our markup measure implicitly captures changes in those characteristics (see, for example, Aghion et al. 2023).

The post-pandemic evolution of markups

We examine the evolution of markups in each industry since the third quarter of 2020, the start of the post-pandemic recovery. Figure 2 shows that some sectors, such as the motor vehicles and petroleum industries, experienced large cumulative increases in markups during the recovery. Markups also rose substantially in general merchandise, such as department stores, and for other services, such as repair and maintenance, personal care, and laundry services. Since the start of the expansion, markups in those industries rose by over 10%—comparable in size to the cumulative increases over the same period in the core PCE price index, which excludes volatile food and energy components. However, the surge in inflation through June 2022 was broad based, with prices also rising substantially outside of these sectors. Thus, understanding the importance of markups for driving inflation requires a macroeconomic perspective that examines the evolution of aggregate markups across all sectors of the economy.

The role of aggregate markups in the economy

To assess how much markup changes contribute to movements in inflation more broadly, we use our industry-level measurements to calculate an aggregate markup at the macroeconomic level. We aggregate the cumulative changes in industry markups, applying two different weighting methods, as displayed in Figure 3. In the first method (green line), we match our industry categories to the spending categories in the core PCE price index for ease of comparison; we then use the PCE weights for each category to compute the aggregate markup. Alternatively, we use each industry’s cost weights to compute the aggregate markup (blue line). Regardless of the weighting method, Figure 3 shows that aggregate markups have stayed essentially flat since the start of the recovery, while the core PCE price index (gray line) rose by more than 10%. Thus, changes in markups are not likely to be the main driver of inflation during the recovery, which aligns with results from Glover, Mustre-del-Río, and von Ende-Becker (2023) and Hornstein (2023) using different methodologies or data. Markups also have not played much of a role in the slowing of inflation since the summer of 2022.

Moreover, the path of aggregate markups over the past three years is not unusual compared with previous recoveries. Figure 4 shows the cumulative changes in aggregate markups since the start of the current recovery (dark blue line), alongside aggregate markups following the 1991 (green line), 2001 (yellow line), and 2008 (light blue line) recessions. Aggregate markups have stayed roughly constant throughout all four recoveries.

Firms’ pricing power may change over time, resulting in markup fluctuations. In this Letter , we examine whether increases in markups played an important role during the inflation surge between early 2021 and mid-2022 and if declines in markups have contributed to disinflation since then. Using industry-level data, we show that markups did rise substantially in a few important sectors, such as motor vehicles and petroleum products. However, aggregate markups—the more relevant measure for overall inflation—have stayed essentially flat since the start of the recovery. As such, rising markups have not been a main driver of the recent surge and subsequent decline in inflation during the current recovery.
